IC Centre for Governance (ICCfG) is a Civil Society Organisation, it works to strengthen governance capacity in the government, non-profit and public sector organizations with an extensive program of research into governance practices. IC Centre for Governance is a registered Non-Profit Educational Trust launched in December 2003, in collaboration with Initiatives of Change (IofC), an Internationa

l Foundation. It works to strengthen governance capacity in the government, non-profit and public sector organizations with an extensive program of research into governance practices. The Centre's work follows from the belief that accountability lies at the heart of governance. It has its focus on the nature and effectiveness of accountability between the citizens, the legislature and the executive. Special training programs are also conducted for All India Services, Central Services and public sector organizations to reinforce the commitment to the highest ethical values in their conduct. The participants ranging from the level of field officers to secretaries to the government are sponsored by the Government of India. These residential training programs conducted at Asia Plateau have been found to be very effective in rekindling the spirit of ethical conduct amongst the top-ranking civil servants whose work affects the lives of millions of people in their area of operation. Beside, the Centre collaborates with IofC in organizing international conferences. The Centre has succeeded in bringing together rich experience of over 300 founder members including jurists, scientists, developmental thinkers, management experts, civil servants, economists, social activists, academics and media persons. The members meet regularly and arrange seminars, round-table discussions and national conventions on governance โ€“related subjects. The texts of such discussions are published in book form and circulated to policy-makers, opinion makers and the, media for wider dissemination.

We at IC Centre for Governance had the privilege of hosting a groundbreaking lecture titled "YOGAi โ€“ Interplays of Yoga and Artificial Intelligence" on September 25, 2025, from 4:30 PM onwards at Lecture Room II, India International Centre (Annexe), New Delhi. The session was delivered by the visionary Shri Sunil Malhotra, Founder of Ideafarms.

The event brought together a diverse group of participants โ€” all engaging in a deep exploration of how inner consciousness (Yoga) can inform and guide the development of outer intelligence (AI).

Highlights from the lecture included:

The ICCfG successfully hosted a focused Group Meeting on the theme: Artificial General Intelligence (AGI) and its Implications for Governance. The discussion was anchored around two insightful contributions:

Understanding AGI โ€“ A set of key questions by Shri Prabhat Kumar
AI-Powered Future-Ready Governance: A Journey โ€“ An article by Shri Anurag Goel

The session explored how AGI as a next-generation, human-level, AI can transform governance by enhancing decision-making, improving policy responsiveness, and promoting ethical, future-ready leadership.

How AI and AGI can be used to strengthen ICCfGโ€™s training and capacity-building programs was also discussed, with emphasis on their potential to modernize learning experiences, support real-time feedback, and make governance training more adaptive and accessible.

The discussion underscored AGIโ€™s potential not just as a technological tool, but as a catalyst for institutional transformation and leadership development.

A special talk was held at the ICCfG Office, where Dr. Reena Ramachandran, a distinguished member of the Core Group, delivered an engaging and informative session titled "Stray Dog Menace โ€“ How H Block Saket Halved Its Stray Dog Population and Reduced Conflict."

She detailed how the community of H Block Saket successfully tackled the growing issue of stray dogs by implementing humane and lawful measures in line with court directives and municipal regulations.

The initiative involved close coordination with local authorities, RWAs, and animal welfare organizations, resulting in a significant drop in stray dog numbers and a noticeable reduction in conflict.

The talk highlighted the importance of structured community action, awareness, and working within the legal framework to address urban challenges.

The session was well-attended and generated meaningful dialogue on replicating such models in other areas.

Shri Rajiv Sachdeva, esteemed member of the Core Group of IC Centre for Governance and former Managing Director, Siemens, was invited by Pandit Deendayal Upadhyaya National Academy of Social Security (PDUNASS) on 10th September 2025 to contribute to the Orientation Program for newly promoted Assistant Provident Fund Commissioners (APFCs) of the Employeesโ€™ Provident Fund Organisation (EPFO).

During the program, Shri Sachdeva delivered two highly impactful and thought-provoking sessions on:

1. Core Values in Public Service โ€“ An Insightful Analysis
2. Importance of Ethics & Morals for Effective Public Service

With over 40 senior officers in attendanceโ€”each with more than two decades of distinguished service in the governmentโ€”this program served as a powerful platform for reflection, learning, and leadership development.

Both sessions were followed by lively Q&A interactions and practical discussions, during which participants shared valuable insights and real-life experiences.

Shri Sachdeva emphasized the critical role of ethical conduct, moral courage, and foundational values in fostering a public service that is accountable, transparent, and citizen-centric. The IC Centre for Governance successfully hosted its Core Group Meeting on Thursday, August 28, 2025. The session featured an insightful and engaging talk by Major General Shammi Raj, AVSM, SM (Retd) on the theme: "Indiaโ€™s Myanmar Challenge & Way Forward."

Drawing from his extensive experience and deep understanding of strategic affairs, Major General Raj addressed key geopolitical, security, and diplomatic dimensions of Indiaโ€™s evolving relationship with Myanmar. His talk covered:

* The strategic significance of Myanmar for Indiaโ€™s Act East Policy
* Border management and insurgency challenges
* China's growing influence in the region
* Policy imperatives and potential frameworks for bilateral cooperation
* The role of Indiaโ€™s military and diplomatic engagement moving forward

The presentation was followed by an interactive Q&A session, where attendeesโ€”both in-person and virtualโ€”participated actively, raising pertinent questions and offering diverse perspectives.

The 21st Edition of the RGDE series was held on 27 August 2025 from 4:00 to 5:00 PM, with Shri Prabhat Kumar, Former Cabinet Secretary, First Governor of Jharkhand, and President of the IC Centre for Governance, as the distinguished guest speaker. The session was organized on the theme โ€œBeyond Compliance: Embedding Ethics in Public Service.โ€

The programme commenced with the login of officers and dignitaries, followed by words of welcome from Shri Kumar Rohit, Director, PDNASS, and an initiation address by Shri Ramesh Krishnamurthi, CPFC. A short film showcasing the work of the IC Centre for Governance set the context for the keynote address.

In his address, Shri Prabhat Kumar emphasized that self-knowing is essential for understanding oneself and for building oneโ€™s future and life. He underlined the importance of inner governance as the foundation for external governance.

Drawing a distinction between private and public entities, he noted that private enterprises rest on three pillarsโ€”compliance, transparency, and the willingness to answer questionsโ€”whereas for public service, beyond these three, the spirit of service to people is of paramount importance.

He also spoke about the idea of 'Naitik Bharat' alongside 'Viksit Bharat', stressing that ethical strength is as vital as economic and institutional progress for nation-building. Concluding his remarks, he observed that ethics is central to good governance, and without it, the very dream of governance remains only a facade.

The address was followed by an engaging interactive session, where officers posed thoughtful questions on applying ethical principles in day-to-day administration. The programme ended with a vote of thanks to the distinguished speaker and the participants.

The session proved to be a deeply insightful one, reinforcing the message that ethics must move beyond compliance to become the guiding spirit of governance.

The Usha Martin University unveiled the Centre for Ethics, the first such initiative among the universities of Jharkhand for spreading awareness of ethical values in the community, fostering a culture if ethical consciousness and engaging in research in related areas.

It intends to develop programmes on Ethical Leadership and build Ethical Systems in education and other professions.

On the occasion, Prabhat Kumar, the Chancellor of the University explained the concept behind the Centre for Ethics and Dr Madhulika Kaushik, the vice chancellor gave the details of the proposed activities of the Centre. An Advisory Board has also been constituted to guide the Centre.

The inaugural lecture in the Series of Eminent speakers was delivered by Dr Amit Mukherji, an ethical leader and initiator of social change in the community. The event was attended by about 500 students and members ioc the faculty.

Shri Prabhat Kumar, Former Governor of Jharkhand and President of IC centre met Padma Shree Ashok Bhagat, the founder of Vikas Bharti at their headquarters in Ranchi.

There was extended discussion on the state of education in the country and in the state of Jharkhand. Several educationists and Vice Chancellors contributed to the discussion.

On the occasion, Shri Ashok Bhagat presented his book of thoughts to Shri Prabhat Kumar.
