The constitution of “National Human Rights Council” came in force inspired from miserable story of Rizwan, who was deceived & extorted abroad and was grossly exploited in terms of human rights there. Dr. Parveen Gupta, Founder of National Human Rights Council not only brought him back to India but also played vital role in constitution of a high level committee comprising of
three joint secretaries in Ministry of Home Affairs, Govt. of India in order to avoid repetition of such incidents in future. As we all know that Human Rights are those rights whose have been gifted to mankind with their birth and National Human Rights Council has been constituted with worth objective of protection & promotion of Human Rights.
The matter of Human Rights
Protection and its violation keeps paramount importance not only on National Level but also at International level that’s why all countries of world have emphasized on protection of Human Rights considering its a serious issue.
United Nation Organization (UNO) had taken a forward step in the matter and constituted a “Human Rights Committee” and organized an international convention on Human Rights at Vienna (Austria) on 14 June 1993.
Thereafter, following foot prints of United Nations almost all nations of world have set up Human Rights Act. Parliament of India has also passed “The Protection of Human Rights Act 1993” and enacted a powerful law on human
rights in India. The Indian Government has constituted “National Human Rights Commission” and State Govt. of various states of India has also formed ‘State Human Rights Commission’ in compliance of said Act. By implementing foot prints of United Nations, National Human Rights Commission of India and efforts made by various countries of world in field of Human Rights protection, the “National Human Rights Council”, founded by Dr. Parveen Gupta. Even before foundation of National Human Rights Council, Dr. Gupta has been done lot of works in field of Human Rights protection & promotion.
In a function held on 26th Jan 2011 on great occasion of Republic Day of India, Dr. Parveen Gupta decided to make a core committee on protection & promotion of Human Rights and immediately on martyrdom day of Father of nation, Mahatma Gandhi i.e. Peace Day, 30th Jan. 2011, he had announced a core committee of National Human Rights council & allotted work among committee members. Since then, the members of this committee are working on seven point agenda, which are the major grievances in India, viz: -
l. Protection and Promotion of Human Rights.
2 Protection of Unborn girl child.
3 Educational upliftment.
4 Prevention of Human Trafficking & Bonded & child labour.
5 Prevention of custodial death & Encounter.
6 Protection of R**e & Sexual Harassment Victims.
7 Environment Protection.
After a huge report from this core committee on above all issues, Dr. Gupta moved for Registration of National Human Rights Council on 15th Aug. 2011 i.e. Independence day of India and National Human Rights Council get its Registration from Govt. of NCT, Delhi on 12 August 2011 just before starting of Independence Day Celebration.
The founder member & other dignitaries of National Human Rights Council are also trying hard to get the council recognized from United Nations & other reputed Organizations so that members of council may participated in international conventions too on Human Rights and work more efficiently at international level.
In India, most of incidents
violation of Human Rights are affiliated with security forces and police. However, few incidents of Human Rights Violation which occurs in India are not only physically assaulting of some one but also consist depriving some one from his/her natural rights. To work in all these area the ‘National Human Rights Council” comprising of Sr. Advocates, Sr. Journalist, Social Worker, Human Rights Worker and also few Industrialist in its fleet.

It encompasses all social economic, political, cultural anti elements based on law of nature with the aim of ensuring justice, freedom
and equality viz. Individual and collective existence. At National Human Rights Council we are deeply concerned about the enormous waste of Human potential around the world today. Many individuals and agencies which implement Human Rights include United Nations (Office of the High Commissioner for Human Rights), National Human Rights Commission in different countries is benefiting from endless advances in Human Rights yet many others continue to fall behind. We should all be concerned about the growing threats to international peace. We cannot build a strong global future upon this kind of Foundation.
We are appealing to our many volunteer’s sponsors, agencies, organizations, associations and various supporters around the world to help us build a better future for all Human beings to bring better prospects for shared prosperity and to help us in Human Rights and various other awareness campaigns related to Human being.
Day by day what we are finding that Human mind is working towards self goal to get things to achieve goal human is violating the Human Values.
We follow Human Rights Act 1993, India and we also follows universal declaration of Human Rights 1948 by the United Nations.
National Human Rights Council has Setup Following Committees:
Committee on Human Rights Violation by Armed Forces
The Committee has played vital role in obtaining right compensation to victims of Human Rights Violation & Penalize of guilty Police officials for Custodial death. In this regard organization organized a seminar & demands the FIR under Criminal offense under section 302 of Indian Penal Code against concern officers.
The Crime branch of Delhi Police has taken strong actions to prevent Human Trafficking especially of children’s on representation of National Human Rights Council. Delhi Police have registered FIR in numbers of R**e Cases highlighted by the National Human Rights Council.
Committee promotes & Trains of number of people for working in field of Human Rights protection.
Committee on Saving Unborn Girl Child
Committee is also working in field of prevention of abortion of unborn girl child in womb with many Govt. institutes. Organization organized a workshop with Doctors & intellectuals & issues a joint Statement that they will not in favour of future of Nation.
Organization also set up a sub committee with Doctors for stop Abortion & prenatal diagnostic techniques.
Child Rights Committee
Organization has set up this committee on “Child & Bounded Labour” and Director (Legal Affairs) of the Organization visit number of factories & free child & bounded Labour from there.
Environment Protection Committee
Organization set up this committee on “Environment Protection” with cooperation of Environmentalists. The Constituted committee survey on various issues related with environment & grows plants by the title “Harit Vasundhra”.
Organization also set up a sub committee on “Global Warming” with cooperation of Social Workers.
Education Upliftment Committee
Organization set up this committee on “Educational Upliftment with cooperation of Schools. This committee organize workshop on Education & aware people about Education in remote area.
Foreign Affairs Cell
The National Human Rights Council also acts against those outfits that are involved in propaganda of peace loving nations like Bhutan, China, DPR Korea preapared ground reality reports & send to Bhutan Govt. & United Nation HQ., New York.
Legal Affairs Cell
The National Human Rights Commission of India have delivered few important decisions in past in matters brought in there notice by the National Human Rights Council. The council is also filed a few interest Litigations in Hon’ble High Court of Delhi and Hon’ble Supreme Court.
Public Grievances Cell
Organization has established a complaint cell where anybody can file their representation. Main function of this cell is lodging/forwarding & taking action on complaints related with child labour, Human Trafficking, Prostitution, Human Rights Violation, Bonded Labour, custodial death, Encounter etc. Organization has set up a Control Room with modern equipments for Sting Operations. Dr. Parveen Gupta looks after this cell directly at round the clock 365 days.
Research & References Cell
Organization has also set up a Committee on “Promoting Education & Research on Human Rights & its submission will submit to Govt. of India.
Organization has set up a Library for references on Human Rights. A Numbers of Ambassador, Social Worker, Human Rights Activist, visit The National Human Rights Council HQ for discussion on various issues.
Organization has set up a “Discussion Forum” also.
Press Clipping Cell
Organization has a Press Clipping Section. In this section, Secretary General sees the matter of Human Rights Violation & sends Clippings to concern Department & Ministries.
Stop Human Trafficking Cell
Organization has setup a Cell on “Stop Human Trafficking”. Director General of the Organization looks after this cell & do the needful with collaboration of local Police & Social Workers.
Women Cell
Organization set up a committee on “Women Exploitation & Dowry & Domestic violence with cooperation of Sr. Advocates.
Organization also set up a sub committee for protection of “R**e Victims” with the cooperation of Advocates & Journalists. This committee defends the R**e victim in Court & file petition for compensation and helps the victims in spending their further life with social dignity.
Now National Human Rights Council has number of branches which are working in most of States & Districts of India.
Activities before Registration
Even before registration of National Human Rights Council, Dr. Parveen Gupta & number of his associates have done works for the protection & promotion of Human Rights through their Newspaper & social Organization and their activities are as under:
1997 Organized a Program on “Upliftment of Education in remote areas of Delhi”. Village Pooth Khurd with the collaboration of local residents & H.E. Mr. Pak Myong Gu, Ambassador of DPR Korea to India.
1997 Worked with H.E. Mr. Pak Myong GU, North Korean envoy to India against western countries propaganda in DPR Korea & their act for unstabling Korea to save Korean people from exploitation also in terms of Human rights.
1998 Organized a workshop on Environment protection in rural areas of Delhi.
2003 Organized a workshop on rural area of Uttrakhand on Environment Protection.
2006 Visited rural areas of Delhi & distributed free books to children’s for their educational growth along with High Commissioner of Fiji, H.E. Mr. Rokovada and his spouse.
2007 Dr. Parveen Gupta visited United Nations head Quarter, New York, U.S.A. and sees the work on Human Rights & various issues there.
2008 Dr. Parveen Gupta met H.E. Mr. Elyes Kasri, Ambassador of Tunisia to India to extend helping hand regarding Human Rights issues.
2008 Dr. Parveen Gupta met with Ambassador of Ireland to India for assistance in Upliftment of Eduation in India.
2009 Dr. Parveen Gupta met H.E. Ambassador of Bhutan to India regarding assistance for Education upliftment in Bhutan.
2009 H.E. Ambassador of DPR Korea to India visited New Delhi office of Dr. Parveen Gupta for having assistance in Health & Environment Protection in DPR Korea.
2010 Dr. Parveen Gupta visited Embassy of DPR Korea with a delegation to register their protest against western Propaganda & intervention in DPR Korea by Western Countries.
2010 Dr. Parveen Gupta met Mrs. Meera Kumar, Hon’ble Speaker of Lok Sabha of India regarding “Women Exploitation & Sexual Harassment” etc.
2011 Dr. Parveen Gupta setup a core committee of National Human Rights Council comprising of Human Rights volunteers on great occasion of Republic Day of India on 26 January 2011.
Activities after Registration
Aug. 2011 National Human Rights Council Organized Independence Day Celebration function wherein H.E. Maj. Gen. V. Namgyel Ambassador of Bhutan to India was chief guest in function, participating members & volunteers decided for door to door promotion of “Human Rights & many other awareness Programs. The members too decided to increase their vision and create value about Human Rights values and their guideline given in universal declaration by United Nations through group discussion, pamphlet and through other medium of information in societies, slum area’s ensuring that their rights are valuable.
Sep. 2011 Organization organized a Camp on “Public Grievances Redressal” with Member of Parliament Mr. J.P. Aggarwal.
Nov. 2011 Organization organized a Seminar on “Abortion & Prenatal Diagnostic Techniques” to save unborn girl child.
Dec. 2011 On World Human Rights Day, Organization organized a seminar on Human Rights Awareness.
Jan. 2012 A Delegation of National Human Rights Council met the H’ Chief Minister Delhi, Mrs. Sheila Diksh*t at her residence regarding Human Rights issues.
June 2012 Organization organized a Seminar on Protection of Environment on World Environment Day. 5 June 2012 to save flora, fauna & prevention of ongoing deforestation across the world.
Sep. 2012 Dr. Parveen Gupta participated in World Hindi Conference Organized by Ministry of External Affairs, Govt. of India at Johannesburg, South Africa.
Oct. 2012 Organized a Seminar on Human Rights Protection & Awareness wherein Chief Guest was Sh. H. D Devegoda, Former Prime Minister of India.
Oct. 2012 National Human Rights Council Secretary for Bihar Mr. M.A. Khan met with H.E. Ambassador of DPR Korea to India regarding health & sanitation position in Bihar.
Nov. 2012 National Human Rights Council Secretary for Bihar Mr. M.A. Khan met with the Union Minister Mr. Jitender Singh, presented him a representation on Human Rights status in Bihar.
Nov. 2012 National Human Rights Council organized an “Award Ceremony” in which Union Minister Mr. Harish Rawat & a number of Ambassadors have been participated. Organization presents Life Time Achievement Award for outstanding Contribution in promoting in “Global Friendship”, outstanding contribution in field of “Redressal of Public Grievances by Journalism, outstanding contribution in Promoting of Human Rights, outstanding contribution in field of Education & Protection of Environment.
June 2013 Organization organized a Seminar with the cooperation of Ryan International School on World Environment Day to boom environmental concerns among children’s.
June 2013 Indian hilly State Uttrakhand faced natural calamity of flood, devastation, avalanches, landslides etc. That time National Human Rights Council not only send help for the victims but also organized a seminar “to fight with Uttrakhand Trasdi” & arrange donation camp.
July 2013 National Human Rights Council Organized seminar on “How to stop Human Trafficking” & honoured various Human Rights Activities. Reports on Bhutan delivered by Dr. Parveen Gupta & Mr. Rajesh Garg, Dy. Secretary of Ministry of External Affairs Mrs. Suniti Sharma also participated in that function.
Aug. 2013 Independence Day Celebration at National Human Rights Council HQ wherein various dignitaries delivered lectures on Human Values.
Sep. 2013 Organization organized a conference on “Global Warming”, i.e. Present global problem endangering life at coastal cities of many countries.
Dec. 2013 Organized a Seminar on “Human Trafficking “ wherein Ambassador of Burundi, Kyrgyz, Kazak, Former Governor, Dr. B.N. Singh, Former Foreign Secretary, Mr. Lalit Mann Singh have increased grace of function.
Dec. 2013 National Human Rights Council organized a workshop on “Educational upliftment on World Human Rights Day. At the function Dr. Parveen Gupta and Mr. Rajesh Jain honoured Sr. Human Rights Activist & Social Reformers. A number of Ambassador of Various countries too participated in that function.
