WHAT IS TANZEEM-E-INSAF? What is the need for another Organisation working for Minorities Rights? The tragedy of the Muslim minority is that it has scores of organizations, national as well as regional and even localized, that claim to work for the welfare of the minority community. But hardly any of them work consistently to ensure that rights already granted by the Constitution of India and proj
ects announced by various governments for the well being of the community are actually availed by the mass of the people. Most of them remain on papers alone. The government itself has accepted on number of occasions that in most of the cases the funds allocated for the welfare of the minorities remain unutilized. In number of cases the state governments send back the funds allocated by the Union government, as they do not want to spend the meager part of funding required under such schemes. Gujarat government flatly refused to implement schemes on the laughable plea that it cannot take up such schemes as they discriminate on the basis of religion. Ultimately the courts have to interfere to say that problems of minorities in a democracy have to be attended on such basis. Test of the democracy is that the minority does not feel discriminated and believe in honest implementation of the rule of law. Similarly no society can develop if it keeps about 20 per cent of its population backward and discriminated. Some of our friends who had been working among the minorities for past few years have found two main reasons for non- realization of their rights already conferred on them through law. They are:
• First and foremost is the ignorance of the beneficiaries themselves. A big chunk of the minority remains illiterate. They are not aware of their rights and schemes devised for them. Simultaneously, the organizations working among them do not give serious thoughts to the upliftment of the socio-economic and educational conditions of their community. They mostly concentrate on religious and sentimental issues. True, they and protection of lives and properties are important issues. In a way the Muslim society remains in the grip of political sentimentalism or sentimental politics. Even such a small thing like pre-metric and post metric scholarship is not availed due to ignorance.
• Second is the all-pervasive communal bias in the administration. In most of the cases the petty officials create so much hurdles that the beneficiary get frustrated and give up the thought of availing the legal benefits. There are hurdles like getting certificates of caste or income to avail a particular benefit. Communally minded bureaucracy creates all sorts of hurdles. The communal approach works yet on another scale. Government has announced about 90 districts that have huge concentration of minority population. Funds are allotted on the basis of district as a unit and it is diverted to non-minority enhabitated areas. Similarly, in the matter of priority loans from bank or financial assistance for skill development and financial help for starting small-scale professional shops, the Muslims get the least. Government uses the term “minority”; hence it is corned by others. In view of such difficulties, our friends started work for socio-economic development of the minorities under the banner of Insaf in different districts of the country. On the basis of experience, state level organizations were created and they were named TANZEEM-E- INSAF. After having succeeded in floating such organizations in majority of the states, we propose to give it shape of ALL INDIA Organization with the following two main slogans:
INSAF KE LIYE; INSAF KE SAATH
INSAF KE LIYE LADENGE; APNA HAQ LE KAR REHENGE
The idea is to change the agenda of Muslim society from political sentimentalism to focus on realization of their constitutional and legal rights. Rights are not granted by begging they have to be gained through struggles. For this they have to be made conscious of their constitutional and legal rights and be prepared for a sustained struggle. Aims And Object :-
(1)To develop better understanding of different Religions and promotion of harmony. (2)To study the specific circumstances of socio-Economic and cultural issues involving minorities in india to foster better understanding and appreciation of minorities and their problems in plural society. (3)To propagate the idea of communal harmony . (4)To promote activities for implementations of govt.schemes for minorities and other economically weaker sections of the society. (5)To propagate the idea of communal harmony. (6)To organise concerned masses at grass root level for realization of rights of minorties granted in constitution of india. (7)To strive and inculcate our nationally accecpted values of secularism and fraternity through various multifarious activities. (8)To survey the socio-economic and educational status and examine the disparities in the society and make recommendation to the govt.
