HAQ: Centre for Child Rights works towards the recognition, promotion and protection of rights of all children. It aims to look at the child in an integrated manner within the framework of the Constitution of India, and the UN Convention of the Rights of the Child, which India ratified in 1992, and contribute to the building of an environment where every child’s rights are recognized and promoted

without discrimination. At HAQ, we believe that child rights and children’s concerns have to be mainstreamed into all developmental planning and action, and must also become a core developmental indicator. HAQ believes that the State is the primary duty bearer in the realization of the rights of all children. Children’s rights must therefore become an integral component of good governance. HAQ recognizes that children vulnerable to neglect, violence, abuse and exploitation. Those children who have come in conflict with law are also most often those who have been neglected by society. Therefore, the twin pillars of HAQ’s work are Children and Governance and Child Protection. To carry forward its mandate, HAQ undertakes research and documentation. It is actively engaged in public education and advocacy on children’s rights. It also seeks to serve as a resource and support base for individuals and groups dealing with children at every level. It not only provides information and referral service but also training and capacity building of all those working with children or on issues concerning them, and the children themselves. Besides developing skills for quick and incisive scanning of policy documents, commenting on them, creating database through documentation and research, this has necessitated working with existing networks, building of alliances, building partnership with other actors/stakeholders such as the bureaucrats, parliamentarians, judges and lawyers, police and media.

The NCRB 2023 data reports a 9.2% increase in crimes against children, with over 1.77 lakh cases registered last year. The most common offences include kidnapping, abduction, and sexual offences under POCSO, which together account for over 83% of cases. Children accounted for just 0.5% of the total 6.24L cognisable crimes registered in India in 2023.
While the numbers highlight serious issues of child safety, they also underline the ongoing need for stronger protective measures, timely intervention, and effective enforcement. These statistics serve as a reminder—protecting children requires sustained collective effort and systemic change.

”Future strategies must prioritise climate resilience, equitable resource use, and environmentally responsible alternatives to ensure long-term sustainability.”

This was the key demand voiced by children, youth, and community representatives at a convergence meeting in Giridih, Jharkhand, organised by HAQ in collaboration with Abhivyakti Foundation. Participants called for the systematic phasing out of unsustainable practices and the integration of sustainable development principles into local governance and planning.

The meeting brought together District and Gram Panchayat level functionaries, creating a platform for meaningful dialogue. Members of the Jharkhand Youth Network also presented community-led initiatives such as seed-ball plantation drives and the promotion of leaf-based alternatives to plastic as replicable models for local climate action.

Discussions further highlighted the importance of aligning local interventions with global commitments under the United Nations Framework Convention on Climate Change.

Recently, some team members have received fraudulent emails pretending to be from HAQ staff. These messages often:
•⁠ ⁠Ask for urgent tasks like purchasing gift cards or sharing codes
•⁠ ⁠Use look-alike email IDs to appear genuine
•⁠ ⁠Create pressure with words like “confidential” or “urgent”
But scams are not limited to this alone. Suspicious communications can also include:
•⁠ ⁠Requests for money transfers or reimbursements
•⁠ ⁠Demands for sensitive personal, bank, or organizational information
•⁠ ⁠Links or attachments that may contain malware
How to protect yourself:
•⁠ ⁠Always verify the sender’s email ID before responding.
•⁠ ⁠⁠Be cautious of unusual, urgent, or secretive requests.
•⁠ ⁠⁠Never share passwords, codes, or financial details over email, WhatsApp, or SMS.
•⁠ ⁠⁠Don’t click unknown links or download unexpected attachments.
•⁠ ⁠⁠If in doubt, double-check with the person directly through official channels.
•⁠ ⁠⁠Report anything suspicious immediately to HAQ at [email protected].
