Karnataka is the Number 1 State for Wage Theft – R. Manasayya

Massive Wage Theft in the Health Department; Demand for Stringent Action!

The outsourcing system is a capitalistic malpractice designed to purchase or loot labor at cheap rates. The plight of outsourced employees and workers across all departments of the Central and State governments stands as living testimony to this reality.

The Department of Health and Family Welfare, in particular, has become a breeding ground for this. Outsourced laborers are being made to work illegally in vacant government posts. Furthermore, the wages they are entitled to are being stolen in full. This involves a massive network of "wage thieves" stretching from the State Secretariat down to the grassroots level of the department. It is a "super-collusion" racket between concerned officials and outsourcing agencies—a mafia that systematically carries out continuous, large-scale wage theft.

Raichur district’s Health and Family Welfare Department is a glaring example of this. In the district, 228 Group C and D outsourced employees have not received wages for the past nine months! These employees were recruited to work year-round in Primary Health Centres (PHCs), Community Health Centres (CHCs), and other hospitals that operate 24/7. However, from September 2025 to December 2025, under the pretext of "relieving" them from duty, their four-month salary amounted to ₹1,33,38,088 was brazenly stolen.

Similarly, from December 2025 to April 2026 (including January, February, and March), these 228 Group C and D Workers have been forced to work like slaves in government hospitals without payment for five months. Any worker who musters the courage to demand their wages loses their job.

The agencies involved—M/s Sharp Watch Investigation & Security Services, Mysuru (which held the contract in 2025) and Popular Engineering Services, Ballari (the current 2026 contractor)—are owned by henchmen of the ruling twin-party alliance. It is hard to believe, yet true, that the outsourcing firms and concerned officials have jointly looted ₹3,00,08,448 in wages in Raichur district alone.

Demands and Complaint:

The Raichur District Health and Medical Education Group C and D Outsourced Workers Union-TUCI submitted a complaint to the CEO of the Zilla Panchayat today, demanding strict legal action against the health department officials and outsourcing agencies who have misappropriated the hard-earned wages of laborers.

The complaint highlights:

* Immediate payment of the pending 9 months' salary to the 228 outsourced workers.
* The affected staff includes: 119 Group D workers, 34 non-clinical staff, 17 Junior Medical Lab Technical Officers, 11 Computer Assistants, 17 Pharmacy Officers, 12 Nurses, and 18 Drivers.
* Many of these employees have served for over a decade. Most joined by paying bribes of ₹1 lakh to ₹2 lakh through recommendation cards from MLAs and Ministers.
* Additionally, they pay an average of ₹25,000 to the agencies that change every year. They have become "living bonded laborers," working for whatever pay (or no pay) just to maintain the brand of having a "Government Job."

Laws regarding minimum wage, social security, job security, and labor welfare remain a distant dream for these outsourced workers.

In this dire situation, our Union has organized these employees for a struggle. If the Zilla Panchayat CEO and the concerned departments do not take immediate action to pay the salaries and stop this wage theft, the Union has decided to protest in front of the Zilla Panchayat office until justice is served. The Central Committee of the Trade Union Centre of India (TUCI) extends its full and unwavering support to the ongoing struggles of industrial Contract workers in the Delhi–Noida region.

The workers have risen in protest against exploitative practices of capitalist and corporate contract companies, which continue to extract labour power under conditions of unjustly low wages, long working hours, and denial of basic labour rights. These conditions amount to a clear violation of existing labour laws and officially notified wage rates.

This struggle represents a fundamental class conflict between low wages and high profits, where workers are asserting their right to dignity, fair compensation, and humane working conditions.

TUCI’s Key Demands:
Immediate withdrawal of police forces deployed against protesting workers.
Unconditional release of all arrested workers and activists.
Strict enforcement of labour laws and minimum wage notifications.
Declaration of a ₹35,000 standard minimum wage for workers in Delhi.
End to exploitative contract labour practices in corporate sectors.
The TUCI strongly condemns the repressive measures adopted by the government led by Narendra Modi, which seeks to suppress legitimate democratic struggles through force and intimidation.

We call upon all political parties, trade unions, democratic organisations, and civil society groups to extend their solidarity and active support to this important workers’ movement. The outcome of this struggle will have far-reaching implications for the working class across North India and beyond.

The TUCI Central Committee reiterates that the rights and dignity of workers must not be sacrificed in the name of profit and corporate growth. The unity and determination of the working class will continue to drive this struggle forward.

Road Blockade Protest at Sirivar–Devadurga Cross for 2 Hours Successfully Conducted to Fulfil Irrigation Workers’ Demands!

Today, on 10.04.2026, a massive road blockade protest was successfully carried out at Sirivar–Devadurga Cross under the leadership of the Tungabhadra Irrigation Zonal Workers Union – TUCI.

With hundreds of workers participating, a procession began at 11:15 AM from the Sirivar Irrigation Department office under the scorching sun...

Charter of Demands:

1. Register an FIR against corrupt officer Smt. Vijayalakshmi Patil and other officials who looted ₹1 crore 10 lakh of workers wages!

2. Pay the pending 80 days wages of 2025! Also pay wages for January, February, and March of 2026!

3. Down with the district administration supporting corrupt officials!

4. Stop the contract labour system! Implement the cooperative system!

5. Regularize workers who have been working for the past 15–20 years!

With these major demands and slogans, the procession rally moved from in front of the Sirivar Central Bus Stand and reached Sirivar–Devadurga Cross. By forming a human chain, the roads leading towards Devadurga, Raichur, and Lingsugur were completely blocked for two continuous hours. Revolutionary protest songs were performed by the RCF team during the agitation.

On this occasion, TUCI State Secretary Com M. Gangadhar and General Secretary of the Tungabhadra Workers Union as well as TUCI District President Com G. Adavirao addressed the protesting workers at length.

Later, a memorandum was submitted to the District Collector through the Sirivar Tahsildar, demanding immediate resolution of workers issues. The Tahsildar spoke with the District Collector and assured that the demands would be addressed. Regarding the FIR against Smt. Vijayalakshmi Patil and others, DYSP Chandrashekhar assured that if a complaint is submitted again, it will be examined and further action will be taken.

On this occasion, members of the RCF cultural team including Adesh Naganur, Basavaraj Bagalawad, Niranjan kumar, Basavaraj Hesarur, Ramesh, and key leaders of the workers union including Amaregouda Sirivar, Rukkappa Manvi, Hanumanthappa Sindhanur, Sharanappa Kavitthal, Hanumantha Ambiger, Khaja Saab Kavitthal, Narasappa Yaraghera, Shafi Yaramaras, Chand Gillessugur, Mudukappa Kallur, Huligeppa Kotnekal, along with hundreds of workers from Sirivar, Manvi, Kotnekal, Kavitthal, Gillessugur, and Sindhanur subdivisions participated in the protest.

Call for Protest in Front of Sirwar Police Station Against Corrupt Officials Who Have Neglected Their Duty!

The union has decided to organize a protest on 10.04.2026 against the CPI and staff of Sirwar Police Station for failing to register an FIR even after 60 days of filing a complaint against Acting Executive Engineer Vijayalakshmi Patil, who allegedly misappropriated ₹1.10 crore of wages earned by Tungabhadra workers and cheated them.

Mr. Mrutyunjaya, son of Hanumantha, a gangman from Sirwar Division and a member of the Tungabhadra Irrigation Zone Seasonal Workers Union (TUCI), had filed a complaint regarding the ₹1.10 crore corruption. Even after 60 days, the complaint has not been registered as an FIR nor forwarded to the Hon’ble Court. No information has been provided to the complainant so far.

Despite being named as an accused, Acting Executive Engineer Smt. Vijayalakshmi Patil has allegedly influenced the police station and prevented the registration of the case. Union leaders have visited the police station multiple times (around 8–10 times), yet no case has been registered.

Under sections 316 and 318 of the Bharatiya Nyaya Sanhita, serious offences have been committed. The union demands suspension of the concerned irrigation officials and police personnel who have supported them. A protest dharna will be held in front of the police station.

Irrigation engineers often blame outsourcing, but we have documentary evidence that workers’ wages were siphoned off through civil contractors. With this evidence, the union is prepared to fight against anti-worker corrupt officials at all levels.

Make the February 12 nationwide strike a success!

The Trade Union Centre of India (TUCI) Central Committee has appealed to the working class of the country and all trade unions to make the February 12 nationwide strike a complete success.
The TUCI Central Committee has called for full participation of all state committees, district committees and affiliated trade unions in this strike.
The economic pact signed by the RSS-Modi government with the US has broken the record of all the treasons that have taken place so far. *The Modi government has exchanged the elephant of India’s economic self-reliance with the US imperialist betel nu* t. The US has been given the power to increase taxes on Indian products, and duty-free access to American products has been provided to India. As a result, the prices of Indian products have fallen both in the domestic and international markets.
On the contrary, a wide market and high profits have been ensured for American imperialist products in India. This is a dangerous development that will shake the entire economy of the country.
The burden of this betrayal is borne by the working class and the peasantry. The hard work of the workers is worthless, and both the price and market for the farmers' products are being destroyed. This has caused great economic instability and the working class is in serious distress.
Already, in most areas of the country, workers are fighting a life-and-death struggle for minimum wages, job security and a dignified life. In such a situation, the central government is launching a major attack on the working class through four new labor laws. Similarly, it is taking steps towards abolishing the Rural Employment Guarantee Scheme.
It is an urgent need today to transform the February 12 strike across the country into a massive people's movement against these anti-farmer-labor policies of the government and continue the struggle until victory.
Therefore, the TUCI Central Committee has appealed to all the workers, farmers, progressive organizations and democratic forces of the country to actively participate in this strike and express strong resistance to the anti-people policies of the government.

The untimely death of Guddappa Bhandari is very sad.
Comrade Guddappa, who had been undergoing continuous treatment for the last two years due to minor cancer, breathed his last today at the Hatti Hospital.
