Massive Wage Theft in the Health Department; Demand for Stringent Action!
The outsourcing system is a capitalistic malpractice designed to purchase or loot labor at cheap rates. The plight of outsourced employees and workers across all departments of the Central and State governments stands as living testimony to this reality.
The Department of Health and Family Welfare, in particular, has become a breeding ground for this. Outsourced laborers are being made to work illegally in vacant government posts. Furthermore, the wages they are entitled to are being stolen in full. This involves a massive network of "wage thieves" stretching from the State Secretariat down to the grassroots level of the department. It is a "super-collusion" racket between concerned officials and outsourcing agencies—a mafia that systematically carries out continuous, large-scale wage theft.
Raichur district’s Health and Family Welfare Department is a glaring example of this. In the district, 228 Group C and D outsourced employees have not received wages for the past nine months! These employees were recruited to work year-round in Primary Health Centres (PHCs), Community Health Centres (CHCs), and other hospitals that operate 24/7. However, from September 2025 to December 2025, under the pretext of "relieving" them from duty, their four-month salary amounted to ₹1,33,38,088 was brazenly stolen.
Similarly, from December 2025 to April 2026 (including January, February, and March), these 228 Group C and D Workers have been forced to work like slaves in government hospitals without payment for five months. Any worker who musters the courage to demand their wages loses their job.
The agencies involved—M/s Sharp Watch Investigation & Security Services, Mysuru (which held the contract in 2025) and Popular Engineering Services, Ballari (the current 2026 contractor)—are owned by henchmen of the ruling twin-party alliance. It is hard to believe, yet true, that the outsourcing firms and concerned officials have jointly looted ₹3,00,08,448 in wages in Raichur district alone.
Demands and Complaint:
The Raichur District Health and Medical Education Group C and D Outsourced Workers Union-TUCI submitted a complaint to the CEO of the Zilla Panchayat today, demanding strict legal action against the health department officials and outsourcing agencies who have misappropriated the hard-earned wages of laborers.
The complaint highlights:
* Immediate payment of the pending 9 months' salary to the 228 outsourced workers.
* The affected staff includes: 119 Group D workers, 34 non-clinical staff, 17 Junior Medical Lab Technical Officers, 11 Computer Assistants, 17 Pharmacy Officers, 12 Nurses, and 18 Drivers.
* Many of these employees have served for over a decade. Most joined by paying bribes of ₹1 lakh to ₹2 lakh through recommendation cards from MLAs and Ministers.
* Additionally, they pay an average of ₹25,000 to the agencies that change every year. They have become "living bonded laborers," working for whatever pay (or no pay) just to maintain the brand of having a "Government Job."
Laws regarding minimum wage, social security, job security, and labor welfare remain a distant dream for these outsourced workers.
In this dire situation, our Union has organized these employees for a struggle. If the Zilla Panchayat CEO and the concerned departments do not take immediate action to pay the salaries and stop this wage theft, the Union has decided to protest in front of the Zilla Panchayat office until justice is served.
