When even the brightest scientific institutions ignore the law, who will uphold it?

An unlawful and cruel dog relocation exercise is reportedly being planned at the DRDO residential campus in Balasore. Relocation is not only ineffective, it is prohibited under the Animal Birth Control Rules, 2023 and violates the Prevention of Cruelty to Animals Act.

Street dog populations are controlled through one proven, legal method:

CATCH • NEUTER • VACCINATE • RELEASE

Not illegal relocation. Not private dog catchers. Not dumping dogs elsewhere.

The ABC Rules 2023 clearly state that sterilised and vaccinated street dogs must be returned to the same area from where they were picked up. Removing them only creates a vacuum, leading to more dogs entering the area and making the problem worse.

Scientists at DRDO should know better. We urge them to follow the law, work with recognised animal welfare organisations, and implement proper ABC and anti-rabies programmes instead of unlawful relocation drives.

My message to Honourable CM of Delhi, Smt. Rekha Gupta ji

People like us—and now you too, as you’ve said you love all forms of life—have a simple, urgent request:

We do not need “dog shelters.”

Serving and feeding animals in need is already a daily ritual for countless citizens—through heat, rain, and everything in between.

Please do not invest in building shelters, pounds, or anything else you may wish to call them.

Instead, we have two clear requests:

1️⃣ Build a world-class, robust Animal Birth Control (ABC) programme with strong emphasis on awareness with regard to dog bite prevention.

2️⃣ Upgrade Delhi’s 77 government veterinary hospitals to world class facilities - Improve their infrastructure, staffing, and medical capacity.

That alone can transform the situation.

Let Delhi aim for 70% street dog sterilisation by the end of FY 2026–27. Invest in Mobile ABC units that can target urban villages of Delhi.

This is achievable—with community participation from people like us who have been:
• Feeding
• Sterilising
• Vaccinating
• Providing medical care
• Ensuring dignified cremations to Street Dogs

…for decades.

PEOPLE LIKE US DO NOT WANT DOG SHELTERS.

Whenever a street dog dies of rabies, or a human loses their life to rabies — it is not just a tragedy.
It is a systemic failure.

For over two decades, the Animal Birth Control Rules have clearly emphasised:
✔️ Sterilisation
✔️ Anti-rabies vaccination
✔️ Public awareness

Yet, what do we see on the ground?

❌ No structured, area-wise sterilisation
❌ No consistent vaccination drives
❌ No public awareness campaigns

Instead, municipal systems still rely on complaint-based, random dog pick-ups — a method that can never achieve the critical 70–100% sterilisation needed to actually control population and prevent rabies.

What’s worse?
The little “awareness” that exists often spreads fear, hostility, and misinformation — turning communities against dogs and even against the very caretakers who are trying to help.

Let’s be clear:

👉 Since 2001, the rules required on-ground teams to make public announcements in local languages explaining why dogs are being picked up, sterilised, vaccinated and then returned to the areas where they were originally picked up from.
👉 This was meant to build understanding, trust, and cooperation.

But this crucial step? Almost entirely ignored.

Meanwhile, caretakers across the country:
• Spend their own money
• Give their time
• Coordinate sterilisation
• Ensure annual anti-rabies vaccinations

And yet — they are the ones being questioned.

⚠️ Accountability should lie where responsibility was assigned — with the system entrusted to implement these rules.

Because rabies deaths are not inevitable.
They are preventable.

And prevention begins with:
Awareness. Implementation. Accountability.

I want to know on what basis did that newspaper term the child’s death as a “Death due to Rabies”?

The world needs to know what I am about to share - That the MRI, which was the last diagnostic test performed on the girl before she passed away in the early morning hours of 26th July 2025 reveals her diagnosis as “Acute Viral Encephalomyelitis”, with differential diagnosis stated as ADEM which is “Acute Disseminated Encephalomyelitis”.

No post mortem brain biopsy was performed. The FIR filed only at around 10pm on the night of 29th July 2025 clearly states that the family cremated the body without post mortem and without informing the police.

Yet the infamous headline of that news report went on to become the title of the suo moto case registered by the Supreme Court “against” Street dogs on 28th July 2025.

Let’s get this straight -
ADEM is NOT EQUAL to Rabies!

Acute disseminated encephalomyelitis (ADEM), also referred to as post-infectious encephalomyelitis, is an acute (yet treatable) rapidly progressive autoimmune process. This condition is characterized by demyelination in the brain and spinal cord as a result of inflammation that occurs in response to a preceding infection. Research papers point out that ADEM is seen in predominantly common in children aged 5 to 8 years approximately 8 to 21 days following an infection.

So did the lack of wound management set in an infection in the little one’s body that ultimately led to an infection (as noted by high TLC, poor Kidney Function Test counts and high grade fever cm throat infection) triggered ADEM and caused the child’s death?

If so, is it “death due to Rabies” or “death due to Medical negligence”?

What happens when post dog-bite wound management is ignored?

By 3rd July 2025, a wound on the left palm was identified as “Cellulitis”* by the Doctors at the Government hospital (where she was receiving her scheduled doses of anti-rabies vaccination), and the family was advised to consult a plastic surgeon. She consulted 3 surgeons and then in hindsight, antibiotics and antiseptics were prescribed.

(*Cellulitis is a common, potentially serious bacterial infection affecting the deep layers of skin and underlying tissue, often causing red, swollen, painful, and warm skin)

Her prescription dated 24th July 2025 from the Infectious Diseases Hospital reveal that she was not showing symptoms of Aerophobia, Photophobia, Hydrophobia and neither was she showing any signs of agitation. Her last meal was that if Tea and Bread.

Senior Residents at Safdurjung Hospital in their prescriptions dated 24th July 2025 suspected Diphtheria, an upper respiratory tract infection. Safdurjung Hospital is the largest Central Government hospital in the whole of North India in terms of bed capacity.

These details matter!

Because when tragedies happen, public perception is largely formed around headlines, rather than actual medical documentation.

That said, suspected/diagnosed rabies cases, dog bite wound treatment, and allied public health decisions must depend on documented facts and medical case records.

When those details are missing from the public conversation, erroneous assumptions spread faster than evidence. And that absolutely impacts how society responds to street dogs in India.

Misinformation, erroneous assumptions and a total lack of rabies awareness has created a fear-based backlash never seen before.
