THP in India is committed to strengthening women's leadership & political participation in gram panchyats. The Hunger Project (THP) is a global, non-profit, strategic organisation committed to the sustainable end of world hunger. The Hunger Project in India derives its mandate from the 73rd Constitutional Amendment Act (1992) which recognises the importance of women’s role in politics & decision m

aking. THP India started working with Elected Women Representatives (EWRs) at the local self-governance level in 2002. In the last 15 years, THP India’s strategies have aimed at politically empowering women in Gram Panchayats (GPs). THP has seen that these trained Elected Women Representatives take a multidimensional approach to address social, economic and gender inequalities in their villages. Through its work, the organisation also promotes, protects and upholds the rights of women under various International Conventions and Policies such as the CEDAW (UN Convention on Elimination of all forms of Discrimination against Women, 1979), the Mexico Plan of Action (1975); the Nairobi Forward Looking Strategies (1985); the Beijing Declaration and Platform for Action (1995). With these directives, THP believes that the active participation of women in political and decision-making processes of local governance will help bring economic and social development to the villages of India.

Hello all! Before we bid farewell to yet another year, we would like to share two new films we have worked on in the past few months.

It's always gratifying to see the profound impact of the work THP India has been engaged with for the past 20+ years and the space it has thus far created to ensure voices that are extremely crucial in deepening democracy are enabled and empowered in diverse ways.

Their exuberant leaderships also allow us to visualise what we can truly achieve when critical resources fundamentally defined by the rights and justice lens are poured into conjuring a better world, more urgent and critical now than ever.

Bringing to you empowering leadership journeys in local governance in Rajasthan. It started with elected women becoming self-aware of their leadership capacities in 2020 (after gram panchayat elections). It soon translated into potent, passionate, persistent voices for advancing local democracy where all can participate and be heard.
They refuse to cede this hard-won ground. They keep a watch on the bullies, the rabble-rousers, and the sluggish fellow male panchayat administrators. They hold themselves and others accountable as they negotiate their way through and challenge the bastions of patriarchy. They are willing to stir the pot as and when needed.

When it comes to recognising and realising girls' rights, one must take cognisance of the crucial fact that it's not a “single-issue struggle.” The question of access to education, health, nutrition, identity, safety, and freedom, rights that are often violated, indicates a multifaceted battle on several fronts. Girls are asserting their voices to make decisions about various aspects of their lives and to access rights, entitlements, and panchayat services.

Each experience of collectivising girls for their rights is a hard negotiation for greater self-determination and an attempt to enhance their life choices, given the harsh reality of their circumstances and structures surrounding them. Either way, each Sukanya Club action involves a process enabling them to construct and cement a unique collective identity and claim some power over their decisions.

We invest in adolescent girls because they are equal rights-holders (not merely economic assets or a means to achieving development goals) and have the fundamental right to a life with dignity and safety as equal citizens.

Setting up health camps is a vital intervention under the ongoing "enhancing nutritional outcomes" project. They are geared towards promoting support and building community resilience by expanding people's access, especially of marginalised individuals and communities, to health-related information and systems. They play a critical role in providing medical care, creating awareness about healthcare, and promoting preventive healthcare, especially in distant rural areas that lack primary health centres.

Here are glimpses of recently organised 134 health camps reaching out to 8046 community members across 97 gram panchayats in Madhya Pradesh, Karnataka, Odisha, and Rajasthan.

In 2021, The Hunger Project India embarked on an exciting journey on the theme of "Local Democracy" where we started a crucial engagement with elected representatives (women and men) and the community across 63 gram panchayats in Someshwar valley in Takula block of Almora district (Uttarakhand).

Presenting the first short film that spotlights the role of the School Management Committee (SMC) in strengthening local community participation (parents, panchayat members, teachers) in school-related functioning. It speaks of successes, challenges, active community engagement, and what accountability looks like in promoting quality education for all.

PANCHAYATS TO PARLIAMENT - KEEPING THE DREAM ALIVE

We applaud and welcome the passage of the that will provide 33% reservation for women in the Lok Sabha and State Assemblies. It's a much awaited landmark achievement that shall further strengthen the pathway towards equality, representation, and politics of presence. Like the 73rd CAA revolutionised women's participation in panchayats, with today over 1.3 million women in leadership positions, we see this bill enabling the onward march of women in Parliament and State Legislatures.

We also acknowledge the 27 years of struggle and the might of the women's movement and other groups behind it that has culminated into this historic moment.

We have seen time and again how women in panchayats have stepped up and given voice to issues that often ignored or invisiblised women, girls and other marginal communities. They have stood at the intersection of patriarchy, caste and class, which produces a certain kind of discrimination, and challenged the status quo.

We strongly believe that political empowerment must be seen as integral and indispensable to realising gender equity.

School Management Committees (SMCs) were envisioned under the Right to Education Act (2009) as an important unit of monitoring and governance of school-related functioning. The institutional mechanism aims to strengthen community participation (parents, local authorities) in the decision-making processes of school management. In Bihar, as per the state government guidelines, students are also part of the committee.

Both in Uttarakhand (with 29 active SMCs in Someshwar district) and Bihar (with 33 active SMCs across 3 districts of Muzaffarpur, Jamui and Rohtas), THP India has been working extensively with the SMCs to ensure they are performing their role with accountability.

What does an active SMC look like?

1. Monitors school functioning (infrastructure maintenance, clean drinking water, toilet facilities, quality mid-day meal, regular teacher attendance, student attendance, teaching activities)

2. Monitors proper utilisation of funds allocated by the government

3. Implements and monitors school development plan

One of the principal endeavours of The Hunger Project (THP), India in Madhya Pradesh over the last two years had been to proactively connect people to government schemes and ensure they had steady and timely access to their rights and entitlements at the peak of the pandemic. It was intentional and resolute in what came to be an intensive community outreach and engagement programme through community multi-stakeholder meetings and leveraging state government initiatives like Matra Sahyogini Samitis. This was the need of the hour and THP India accelerated its efforts toward this end. The positive impact only further bolstered THP India’s steadfastness, and it continues these mediations with the same sense of purposeful commitment.

These are the stories of some of the lived realities and changed lives.

Rajkumari Saket takes pride in her cycle shop; Madina Begum dreams of expanding her kitchen garden; Anita and Arti value this new understanding of and access to nutritious food, and what it means for their family well-being; Seema and Pushpa are more mindful about their respective daughters' needs and are planning for their future; Shakuntala Devi sits at the doorsteps of her house, which also serves as a small kiosk shop; while Shakuntala Saket excitedly shows her basket full of women's accessories.
