1. Background and Rationale

Rapid urbanization is fundamentally reshaping the environments in which children grow and develop. However, child protection risks within urban settings remain insufficiently understood and inadequately addressed in governance frameworks.

Children in cities are exposed to multi-dimensional vulnerabilities, including:

Unsafe migration and displacement
Child labour and trafficking
Street-connected situations
Exposure to violence and exploitation
Online risks and substance abuse
Unsafe public spaces

These risks are often intensified by poverty, informal settlements, weak community systems, and limited access to essential services.

Urban governance systems frequently respond in a fragmented and sectoral manner, with limited coordination across housing, transport, education, health, policing, and social protection departments. As a result, child protection remains under-integrated in urban planning and service delivery.

2. Gujarat Context

Gujarat is undergoing rapid urban transformation:

Urban population increased from 37.36% (2001) to 43.86% (2011) and is projected to exceed 50% by 2031
Major cities such as Ahmedabad (5.58 million) and Surat (4.47 million) reflect high-density growth
Migration-driven urbanization has increased vulnerabilities among children in informal and working households

Child protection concerns are escalating:

6,134 cases of crimes against children reported in Gujarat (2022)
Ahmedabad alone accounted for 1,223 cases
Majority involve:
Kidnapping (53%)
Sexual offences (39%)

Additionally, periodic rescues of children from labour in urban industrial clusters highlight the persistence of exploitative child labour linked to informal economies.

While schemes such as Mission Vatsalya provide a foundation, they remain largely rural-centric and insufficiently adapted to urban complexities.

3. Purpose of the Call

AISDC invites proposals from its Member Circles to undertake a systematic mapping and analysis of child protection risks in urban Gujarat, with a strong focus on urban governance systems.

The initiative aims to:

Generate evidence-based insights on risks and vulnerabilities
Identify service delivery gaps and institutional bottlenecks
Strengthen convergence across departments and governance systems
Support integration of child protection into urban planning frameworks

🌍 1. BACKGROUND

The Swachh Bharat Mission (Grameen) Phase II presents a significant opportunity for India—and particularly Assam—to transition from Open Defecation Free (ODF) status towards ODF Plus, focusing on sustainable solid and liquid waste management, climate-resilient water systems, and long-term hygiene behaviour change.

The Swachh Evam Harit Vidyalaya Rating (SHVR) framework by the Ministry of Education has emerged as a powerful mechanism to strengthen WASH systems, operation & maintenance (O&M), environmental sustainability, and climate-smart practices in schools.

As highlighted in the Expression of Interest document , Assam has assessed 50,935 schools under SHVR 2025, with nearly 23% categorized as 1- and 2-Star schools, indicating both gaps and strong opportunities for targeted interventions.

Complementary national programmes further reinforce this ecosystem:

Jal Jeevan Mission (JJM) – expanding safe tap water access
Swachh Bharat: Swachh Vidyalaya (SBSV) – strengthening WASH in Schools
Mission LiFE – promoting climate-conscious lifestyles

Despite strong progress, challenges persist in flood-prone, riverine, tea garden, char, and remote areas, where climate vulnerability disrupts essential WASH services.

🎯 2. PURPOSE OF THE CALL

AISDC invites proposals from its Member Circle Organizations (CSOs, NGOs, Implementation Partners) to serve as Technical and Implementation Partners for strengthening climate-resilient, inclusive, and sustainable WASH systems in schools.

The initiative will focus on five districts in Assam:

Kamrup Metro
Kamrup Rural
Morigaon
Nagaon
Sonitpur

Covering approximately 3,467 Government and Government-Aided Schools.

🌍 1. BACKGROUND

The Government of Gujarat has made significant progress in strengthening Water, Sanitation, and Hygiene (WASH) infrastructure in schools, with focused investments in infrastructure, behaviour change, and monitoring systems.

In 2024, the state launched Saksham Shala, a flagship initiative aimed at creating Clean (WASH), Green, Safe, and Sustainable school environments through a comprehensive framework aligned with national priorities such as Swachh and Harit Vidyalaya, NEP, and PM Shri Schools.

With 53,597 schools serving approximately 11 million children, Gujarat has achieved considerable progress in access to basic WASH services. However, challenges remain in:

Climate resilience
Inclusion and equity
Sustainability of systems

Given Gujarat’s vulnerability to climate-related hazards, there is an urgent need to strengthen climate-resilient WASH systems to ensure uninterrupted education, improved health outcomes, and enhanced environmental awareness among students.

🎯 2. OBJECTIVES OF THE ASSIGNMENT

AISDC invites proposals from qualified vendors to support the implementation of the Saksham Shala initiative with the following objectives:

Strengthen capacities of district, block, and cluster-level education functionaries for planning and implementation
Build capacities of schools and teachers for WASH-CCES implementation, including Menstrual Hygiene Management (MHM)
Promote student and youth engagement in climate action and sustainable school systems
Enable development and monitoring of school-level action plans
Strengthen systems for behaviour change communication and sustainability

Our discussion focused on strengthening international cooperation to combat human trafficking and drug trafficking, emphasizing the need for intelligence sharing, capacity building, and coordinated enforcement strategies.

I also had the opportunity to present our ongoing initiatives in collaboration with the United Nations Office on Drugs and Crime (UNODC), particularly in the areas of crime prevention and criminal justice, as we prepare for the 15th UN Congress. These efforts aim to build stronger frameworks to address transnational crime and protect vulnerable communities.
