2012 में राष्ट्रीय अनुसूचित जाति आयोग ने पूर्व योजना आयोग सदस्य, मुंबई विश्वविद्यालय के पूर्व कुलपति और राज्यसभा सांसद भालचंद्र मुंगेकर की अध्यक्षता में एक जांच समिति गठित की। यह जांच दिल्ली के वर्धमान महावीर मेडिकल कॉलेज (VMMC), सफदरजंग अस्पताल से जुड़े कॉलेज में SC/ST छात्रों द्वारा लगाए गए जातिगत भेदभाव के आरोपों पर हुई। समिति ने पाया कि फिजियोलॉजी विभाग में SC/ST छात्रों को जानबूझकर बार-बार फेल किया जा रहा था। कई छात्रों ने बताया कि उनकी उत्तर पुस्तिकाओं में जाति संबंधी पहचान के निशान स्पष्ट रूप से दिखाई देते थे, जिससे मूल्यांकन पक्षपाती हो जाता था। समिति ने इसे “गैर-इरादतन नहीं, बल्कि जानबूझकर किया गया भेदभाव” बताया। कई दलित-आदिवासी छात्र पढ़ाई बीच में छोड़ने को मजबूर हुए। समिति ने संबंधित प्राध्यापकों और अधिकारियों के खिलाफ SC/ST (अत्याचार निवारण) अधिनियम के तहत कार्रवाई और छात्रों को मुआवजा देने की सिफारिश की। यह कोई अलग-थलग घटना नहीं �
