At IIT Delhi yesterday, C-DEP released “Analysis of the Impact of Rapid Depletion of Baryte Reserves on Energy Security." The report was released by our esteemed guest, Shri. Praveen Prakash, IAS (Retd.), former MD of APMDC

The report highlights that India has less than 10 years of accessible baryte reserves left due to unchecked exports.

Why it matters: Baryte (used in drilling mud) is critical for oil and gas drilling with no substitutes available. Its depletion threatens India's future exploration in the Andaman, Krishna–Godavari, and Mahanadi basins, especially when we import over 90% of our crude oil.

The report calls for:

1) Calibrated export restrictions
2) Revised export allocation policies
3) Including baryte under the National Critical Minerals Mission

This adds urgency to ongoing discussions on mineral security and strategic reserves for India's energy independence.

India’s textile value chain cannot be reduced to a stitching-and-assembling industry like Bangladesh, while the upstream value chain shifts to China and ASEAN. The real question is: how do we deepen domestic value addition instead of relying on imports to meet both demand and increase export potential?

C-DEP released its report titled “Balancing Growth and Public Health Safety: Criticality of PVC QCO in India” on 13th November 2025 at IIT Delhi. The report was formally launched by Shri Anil Sharma from the Swadeshi Jagaran Manch.

The report highlights concerns around substandard PVC resin imported into India, particularly from China, with RVCM, a Category 1A carcinogen, reported at levels significantly above global safety benchmarks.

It also notes that India does not yet have a binding national limit on RVCM, which has allowed lower-quality resin to enter the domestic market. In contrast, regulators in the US, EU, and Thailand maintain RVCM limits in the 0.5–3 ppm range.

The report also highlights that more than 39 overseas manufacturers have already secured BIS certification, indicating that implementation of the PVC QCO will not disrupt supply.

Speakers, including Dr. Jaijit Bhattacharya (C-DEP), Shri Anil Sharma (SJM), and industry representatives, underlined the importance of ensuring quality standards for raw materials such as PVC resin, as product safety and reliability depend on the quality of inputs used across the value chain.

The report reiterates the need for timely implementation of the PVC QCO to strengthen consumer safety, improve product standards, and align Indian norms with global practices.

C-DEP has launched its latest report, “Creating a Business AI Ecosystem: Unlocking Potential and Growth,” released by Shri Alkesh Sharma , Former Secretary, Ministry of Electronics and Information Technology and Member of the C-DEP Advisory Board.

The report focuses on the mechanisms and policies necessary to accelerate AI adoption across Indian businesses. It also emphasises the importance of differentiated regulation for Business AI and Consumer AI to build an enabling regulatory ecosystem. It identifies embedded AI as the most practical pathway and calls for a calibrated, responsible framework to strengthen India’s technological and economic progress.
