تتقدّم منظمة الصليب الأزرق والهلال الأزرق الدولية، الحائزة على المركز الاستشاري الخاص لدى المجلس الاقتصادي والاجتماعي للأمم المتحدة (ECOSOC)، بأسمى عبارات التهاني والتبريكات إلى سعادة السفير عمار بن جامع، المندوب الدائم للجمهورية الجزائرية الديمقراطية الشعبية لدى الأمم المتحدة، بمناسبة انتخابه نائبًا لرئيس المجلس الاقتصادي والاجتماعي للأمم المتحدة.

إن هذا التتويج الدبلوماسي المستحق يُجسد مكانة الجزائر في المنظومة متعددة الأطراف، ويُمثل محطة مفصلية نحو ترسيخ الحضور الجزائري في دوائر صناعة القرار الأممي، خاصة في ما يتعلق بتنفيذ أهداف التنمية المستدامة 2030، ودعم المبادرات الإنسانية والاجتماعية والبيئية.

في هذا اليوم العالمي، نُجدد في منظمة الصليب الأزرق والهلال الأزرق الدولي التزامنا المطلق بمحاربة ظاهرة الاتجار بالبشر، باعتبارها إحدى أبشع الجرائم المنظمة التي تُهدد الكرامة الإنسانية، وتستغل الفئات الضعيفة لأغراض ربحية على حساب حقوقهم الأساسية.

الحقائق صادمة :

- يزداد عدد الضحايا يومًا بعد يوم.

- الاستغلال يدوم لفترات أطول.

- وتُمارَس أنماط متزايدة من العنف، من أجل مكاسب غير مشروعة.

On this important occasion, the Blue Cross & Blue Crescent Movement reaffirms its unwavering commitment to combating human trafficking, one of the most heinous forms of organized crime that undermines human dignity, exploits vulnerable populations, and generates illicit profit at the expense of basic rights.

The facts remain alarming:

More victims are being targeted each year.

Exploitation lasts longer.

Violence is increasingly brutal and systematic.

As an organization holding Special Consultative Status with the United Nations ECOSOC, and in line with our humanitarian principles and commitment to social justice, we call upon the international community, as well as governmental and non-governmental actors, to:

Strengthen cross-border cooperation to dismantle trafficking networks.

Ensure protection, rehabilitation, and reintegration of victims.

بيان إنساني بشأن مقتل الباحث الأكاديمي فراس أبو لطيف في السويداء – سوريا

تلقّت حركة الصليب الأزرق والهلال الأزرق الدولية، ببالغ الحزن والاستنكار، خبر مقتل الأكاديمي والباحث الدولي السوري-الفرنسي الدكتور فراس أبو لطيف، الذي وُجد مقتولًا ومحروقًا داخل منزله في مدينة السويداء، إثر عمليات اقتحام نفذتها تشكيلات مسلحة تابعة لسلطات الأمر الواقع في المنطقة.

الدكتور أبو لطيف، الذي يُعد من الكفاءات العلمية الدولية، كان يعمل أستاذًا في إحدى الجامعات الفرنسية، ومتخصصًا في مجال تنقيب البيانات (Data Mining)، وكان في زيارة مؤقتة إلى بلده الأم سوريا برفقة أسرته.

هذا الحادث الأليم يُمثّل انتهاكًا صارخًا لأبسط حقوق الإنسان، ويُسلّط الضوء من جديد على ما تتعرض له الأقليات في سوريا، وخصوصًا الطائفة الدرزية، من استهدافٍ مباشر، وغياب الحماية القانونية، واستمرار حالة الإفلات من العقاب.

وإذ ندين بأشد العبارات هذه الجريمة الوحشية، فإننا نُجدّد دعوتنا إلى :

1. فتح تحقيق دولي مستقل وعاجل في ملابسات مقتل الدكتور أبو لطيف، وإحالة المتورطين إلى العدالة.

2. توفير آليات حماية دولية فعّالة للأقليات والطواقم الأكاديمية والمدنية داخل الأراضي السورية.

3. تعزيز الرقابة الحقوقية الدولية في المناطق الخارجة عن السيطرة الرسمية، والمطالبة بوقف جميع أشكال الانتهاكات بحق المدنيين.

كما نناشد كافة الهيئات الدولية المعنية، وعلى رأسها :

- مجلس حقوق الإنسان التابع للأمم المتحدة

- البعثات الدبلوماسية للدول المعنية بحقوق الإنسان

- المنظمات الحقوقية الدولية والإقليمية
..أن تُسجّل هذه الجريمة كدليل إضافي على تفاقم الانتهاكات الممنهجة ضد المدنيين والأكاديميين السوريين.

إن السكوت عن مثل هذه الجرائم يفتح الباب لمزيد من الفوضى والانهيار الأخلاقي، ويُهدد الأسس التي بُني عليها القانون الدولي الإنساني.

الرحمة لروح الشهيد، والدعم الكامل لأسرته، والتضامن لكل ضحايا الاضطهاد والتمييز.

Humanitarian Statement on the Killing of Academic Researcher Dr. Firas Abou Latif in Sweida, Syria

The Blue Cross & Blue Crescent Movement, with deep sorrow and strong condemnation, has received reports regarding the tragic killing of Dr. Firas Abou Latif, a prominent Syrian-French academic and international researcher, who was found murdered and burned inside his residence in the city of Sweida. The incident reportedly followed armed raids carried out by formations affiliated with the de facto authorities controlling the region.

Dr. Abou Latif was a respected university professor in France and a specialist in Data Mining. He had returned to Syria on a short visit accompanied by his family.

This heinous act constitutes a grave violation of fundamental human rights and once again draws urgent attention to the systematic targeting and endangerment of minorities in Syria—particularly the Druze community—amid the ongoing absence of legal protection and continued impunity.

In light of this atrocity, we reiterate our call for the following:

1. An immediate and independent international investigation into the circumstances surrounding the murder of Dr. Abou Latif, and the prosecution of all those responsible.

2. The establishment of effective international protection mechanisms for minorities, academic personnel, and civilians inside Syria.

3. Strengthening international human rights oversight in non-government-controlled areas and urgent action to halt ongoing abuses against the civilian population.

We urge all relevant international bodies, particularly :

- The United Nations Human Rights Council (UNHRC)

- Diplomatic missions and foreign ministries committed to human rights

- International and regional human rights organizations
..to document this crime as further evidence of the escalating pattern of targeted violations against Syrian civilians and intellectuals.

Failure to address such atrocities only contributes to further moral collapse and undermines the very foundations of international humanitarian law.

We extend our deepest condolences to the family of the martyr, express unwavering solidarity with all victims of persecution and discrimination, and reaffirm our commitment to the universal principles of justice and human dignity.

بيان حركتنا الدولية بشأن توقيف مشتبه به بارتكاب جرائم حرب في ليبيا

في ضوء الإعلان الصادر عن المحكمة الجنائية الدولية بشأن توقيف المواطن الليبي خالد محمد علي الهيشري من قبل السلطات الألمانية، والذي يُشتبه في تورطه بارتكاب جرائم حرب وانتهاكات جسيمة داخل سجن معيتيقة خلال فترة عمله كأحد كبار المسؤولين فيه، تُجدّد حركة الصليب الأزرق والهلال الأزرق الدولي تأكيدها على المبادئ الإنسانية الأساسية التي تنص على:

1. رفض كل أشكال التعذيب والمعاملة القاسية أو المهينة للكرامة الإنسانية، خاصة تلك التي تستهدف المدنيين والمحتجزين خلال النزاعات المسلحة.

2. أولوية العدالة والمساءلة كأداة رئيسية لتحقيق السلم والاستقرار في المجتمعات الخارجة من النزاعات.

3. دعم جهود المحكمة الجنائية الدولية وكافة الهيئات الدولية المختصة في ملاحقة ومحاسبة كل من يثبت تورطه في انتهاكات حقوق الإنسان.

إننا في حركتنا، وضمن إطار عملنا الإنساني المعتمد لدى المجلس الاقتصادي والاجتماعي للأمم المتحدة (ECOSOC)، نتابع بقلق بالغ تنامي ظاهرة الإفلات من العقاب في بعض الدول المتأثرة بالنزاعات، وندعو إلى :

Statement by the International Blue Cross & Blue Crescent Movement on the Arrest of a Suspected Libyan War Criminal

Following the announcement by the International Criminal Court (ICC) regarding the arrest of Khaled Mohamed Ali Al-Haichri by German authorities—suspected of committing war crimes during his tenure as a senior official at Mitiga Prison in Libya—the International Blue Cross & Blue Crescent Movement reiterates its unwavering commitment to fundamental humanitarian principles, particularly:

1. The absolute rejection of all forms of torture and inhumane or degrading treatment, especially those targeting civilians and detainees during armed conflicts.

2. The primacy of justice and accountability as essential tools for achieving sustainable peace and stability in post-conflict societies.

3. Strong support for the International Criminal Court and all relevant international bodies in pursuing and prosecuting individuals responsible for gross human rights violations.

As a humanitarian movement accredited with Special Consultative Status at the United Nations ECOSOC, we are deeply concerned about the rising trend of impunity in conflict-affected regions and call for:

Enhanced international judicial cooperation to ensure such violations are neither repeated nor ignored.

Legal protection and rehabilitative support for victims of international crimes, especially those subjected to abuse in detention centers.

The reform and monitoring of penal systems to bring them into full alignment with international human rights standards.

We firmly believe that justice must not be driven by revenge, but by transparent and fair accountability mechanisms that uphold the rights and dignity of victims.

In this context, the Movement expresses its solidarity with all individuals who have suffered torture or ill-treatment and reaffirms its mission to promote societies rooted in justice, dignity, and human rights.

في اليوم الدولي لنيلسون مانديلا (18 يوليو)، تُجدد حركة الصليب الأزرق والهلال الأزرق الدولي – الحائزة على المركز الاستشاري الخاص لدى المجلس الاقتصادي والاجتماعي للأمم المتحدة – التزامها بالقيم الإنسانية التي حملها مانديلا طيلة حياته:
العدالة، الكرامة، الحرية، والمساواة بين البشر.

بيان إنساني بشأن التصعيد الخطير في السويداء – سوريا

تعرب حركة الصليب الأزرق والهلال الأزرق الدولية، بصفتها منظمة إنسانية حائزة على المركز الاستشاري الخاص لدى المجلس الاقتصادي والاجتماعي للأمم المتحدة (UN-ECOSOC)، عن بالغ قلقها إزاء ما تشهده محافظة السويداء السورية من تصعيد دموي خطير، وما خلّفه من سقوط مئات الضحايا من المدنيين، بينهم نساء وأطفال، وتهجير واسع لسكان المنطقة.

وإذ تُثني الحركة على الموقف المبدئي الواضح الذي عبّر عنه الأمين العام للأمم المتحدة السيد أنطونيو غوتيريش، فإننا نضم صوتنا إلى الإدانة المطلقة لكل أشكال العنف والانتهاكات الموجهة ضد المدنيين العزل، وخاصةً في منطقة السويداء ذات الغالبية الدرزية، التي تُعد إحدى ركائز النسيج الوطني السوري المتنوع تاريخيًا وثقافيًا.

إن التقارير الواردة عن أعمال قتل تعسفية وتغذية للتوترات الطائفية، تمثل خطرًا حقيقيًا على فرص المصالحة الوطنية، وتزيد من معاناة الشعب السوري بعد أكثر من أربعة عشر عامًا من الحرب والمعاناة.

نُجدد في هذا السياق دعواتنا إلى:

- وقف فوري للعنف بكافة أشكاله
- حماية المدنيين دون تمييز ديني أو طائفي أو عرقي
- تمكين الجهود الأممية والدبلوماسية لتحقيق سلام عادل ودائم في سوريا
- وفتح تحقيقات شفافة في كل انتهاك إنساني، ومحاسبة المسؤولين عنه

نقف إلى جانب جميع المدنيين الأبرياء في سوريا، وخاصة أبناء الطائفة الدرزية الكريمة، الذين يدفعون مجددًا ثمن العنف والصراع الطائفي.

Humanitarian Statement on the Escalation of Violence in Sweida, Syria

The Blue Cross & Blue Crescent Movement, an international humanitarian organization holding Special Consultative Status with the United Nations Economic and Social Council (UN-ECOSOC), expresses its profound concern regarding the recent deadly escalation of violence in Sweida Governorate, Syria, which has reportedly resulted in the deaths of hundreds of civilians, including women and children, and the displacement of many more.

We commend the principled stance of United Nations Secretary-General Mr. António Guterres, and join him in unequivocally condemning all forms of violence targeting unarmed civilians, especially in Sweida—a region predominantly inhabited by members of the Druze religious community, which has long been a symbol of Syria’s rich cultural and religious mosaic.

Alarming reports of arbitrary killings and acts that inflame sectarian tensions are a serious threat to any prospect of national reconciliation and sustainable peace in Syria, which has already endured more than fourteen years of devastating conflict.

In this context, we renew our calls for:

- An immediate cessation of violence in all its forms
- Full protection of civilians, without any discrimination based on religious, sectarian, or ethnic identity
- Support for inclusive diplomatic and UN-led efforts to reach a just and lasting peace in Syria
- Independent and transparent investigations into all reported violations and holding perpetrators accountable

We stand in full solidarity with all innocent civilians in Syria — and in particular, with the noble Druze community, who once again find themselves bearing the weight of sectarian violence.

أرقام صادمة من تقرير المخدرات العالمي 2024

بحسب آخر ما صدر عن الأمم المتحدة، بلغ عدد متعاطي المخدرات في العالم 316 مليون شخص عام 2023، أي ما يمثل 6% من سكان العالم بين 15 و64 عامًا، وهو أعلى مستوى يُسجَّل حتى اليوم.

بالمقارنة مع عام 2013 (246 مليون)، فإن الارتفاع الحاصل خلال عقد واحد يُنذر بخطرٍ عالمي متفاقم يُهدّد الصحة العامة والاستقرار الاجتماعي والنفسي، خصوصًا في صفوف الشباب.

في حركة الصليب الأزرق والهلال الأزرق الدولية، نُجدّد التزامنا بـ:

- دعم برامج الوقاية المجتمعية والتوعية في المدارس والجامعات
- مرافقة المدمنين والمتعافين نفسيًا واجتماعيًا نحو إعادة الإدماج

Alarming Findings from the World Drug Report 2024

According to the latest figures released by the United Nations, 316 million people worldwide used drugs in 2023, excluding alcohol and to***co.
This represents 6% of the global population aged 15 to 64 — the highest level ever recorded.

Compared to 246 million users in 2013, the past decade has witnessed a sharp and deeply concerning rise, posing a major threat to public health, social stability, and the wellbeing of youth across regions.

بينما يجتمع قادة العالم هذا الأسبوع في المنتدى السياسي رفيع المستوى في مقر الأمم المتحدة بنيويورك، نُجدد في حركة الصليب الأزرق والهلال الأزرق الدولية التزامنا العميق بدعم أهداف التنمية المستدامة السبعة عشر (SDGs)، والتي تمثل خريطة الطريق نحو عالم خالٍ من الفقر، أكثر عدالة، وأشدّ صمودًا في وجه الأزمات.

من الميدان الإنساني إلى السياسات الدولية، نُساهم في :

- تعزيز العدالة الاجتماعية والصحية

- دعم الفئات الضعيفة واللاجئين

- نشر التعليم والتكوين في البيئات الهشة

- الوقوف ضد التمييز واللامساواة

- بناء السلام والاستجابة للكوارث والتغير المناخي
