We are delighted to share key takeaways from our recent lecture on "Political Economy and Fiscal Federalism in Contemporary India", jointly organised by HSF India and NIAS Bengaluru.

In this insightful lecture, Professor M.V. Rajeev Gowda emphasized the equilibrium of resource allocation between the Union and States among obstacles such as GST compensation, borrowing constraints, and welfare expenditure. He delved deep into the devolution of financial resources by the Finance Commissions to the States including the GST framework and the Fiscal Responsibility and Budget Management (FRBM) Act of 2003, illustrating the disparity between the increasing obligations of States and their constrained resources. Professor Gowda stressed that fiscal federalism is not only financial but fundamental to equality, efficiency, and legitimacy within India’s democracy.

We also extend our gratitude to Dr. Shailesh Nayak for chairing the session.
