With utmost respect to the Hon’ble Supreme Court, We Anumeena Care Foundation raises a sincere concern. Removing sterilised and vaccinated stray dogs is not justice — it is fear replacing science, law, and compassion.
Public safety and humanity are not opposites.
They must move forward together.

At Anumeena Care Foundation, we deeply respect India’s judicial institutions. At the same time, we believe it is our moral and constitutional duty to speak when a direction risks causing greater harm — to both people and animals.
India already has a legally binding and scientifically proven framework: the Animal Birth Control (ABC) Rules, which mandate sterilisation, vaccination, and return of non-aggressive dogs to their original territories.
Displacing sterilised and vaccinated community dogs:
• Breaks territorial balance
• Creates a vacuum for unvaccinated dogs
• Increases aggression and bite incidents
• Leads to silent cruelty due to lack of shelter infrastructure
Collective removal treats all stray dogs as a single threat, ignoring individual behaviour, health status, and existing law. This undermines both public safety and constitutional compassion.
