For years, tourism has brought visitors to Uttarakhand’s hills. But if we truly want reverse migration, tourism must evolve.

It should not only create short-term service jobs — it should build long-term opportunities that allow people to live and work in their own villages.

That means combining tourism with:
💻 Digital & tech jobs in the hills
🏡 Homestay-based local enterprises
🌱 Diversified rural livelihoods
🏥 Strong healthcare & education
🌐 Internet connectivity and co-working spaces

When villages offer workspaces, skills, and income, people don’t have to leave in search of opportunity.

At Anumeena Care Foundation, we believe the future of Uttarakhand lies in a Work + Stay model — where the mountains are not just destinations, but places where families can build a stable and dignified future.

🌄 Tourism brings visitors to the hills — but it doesn’t always bring people back home.

Tourism is part of the solution, but only one part.

Uttarakhand’s mountains are known across the world for their beauty, spirituality, and adventure tourism. Tourism does support the economy — but expecting it to single-handedly stop migration from hill villages is unrealistic.

Most migration happens because families lack stable year-round livelihoods, quality healthcare, higher education, water security, and basic infrastructure. Tourism jobs are often seasonal, limited to certain towns, and not always locally owned.

📍 Many of the villages facing the highest migration are not tourist hotspots at all.

For reverse migration to truly happen, Uttarakhand needs:
✔ Diverse local livelihoods beyond tourism
✔ Strong education and healthcare systems
✔ Water and climate resilience
✔ Rural enterprises and value-added agriculture
✔ Infrastructure and digital connectivity

Tourism can support this transformation — especially when it is community-owned and sustainable — but it cannot replace the need for holistic rural development.

Last night, while most of us were asleep,
they stood on dark roads… unseen.

Stray dogs and cattle don’t understand speed, headlights, or traffic rules.
One moment of invisibility can cost them their life.

That’s why we continue our Bands of Hope drive.
A simple reflective neckband that makes them visible at night —
saving animals and preventing road accidents.

This isn’t charity.
This is responsibility.
This is compassion in action.

✨ One band can save one life.
✨ One small act can prevent a tragedy.

With utmost respect to the Hon’ble Supreme Court, We Anumeena Care Foundation raises a sincere concern. Removing sterilised and vaccinated stray dogs is not justice — it is fear replacing science, law, and compassion.

Public safety and humanity are not opposites.
They must move forward together.
🐾 Protect dogs. Protect people.

At Anumeena Care Foundation, we deeply respect India’s judicial institutions. At the same time, we believe it is our moral and constitutional duty to speak when a direction risks causing greater harm — to both people and animals.

India already has a legally binding and scientifically proven framework: the Animal Birth Control (ABC) Rules, which mandate sterilisation, vaccination, and return of non-aggressive dogs to their original territories.

Displacing sterilised and vaccinated community dogs:
• Breaks territorial balance
• Creates a vacuum for unvaccinated dogs
• Increases aggression and bite incidents
• Leads to silent cruelty due to lack of shelter infrastructure

Collective removal treats all stray dogs as a single threat, ignoring individual behaviour, health status, and existing law. This undermines both public safety and constitutional compassion.

At Anumeena Care Foundation, we stand for:
✔ Humane coexistence
✔ Science-based policy
✔ Strict implementation of ABC Rules
✔ Responsible governance, not panic-driven actions

Respect for institutions must walk hand in hand with respect for life, law, and evidence.
