Highlighting the need for a more organised, transparent, and secure system for managing daily-wage labourers, Mr. Yatin Talaulikar, President of the Cuncolim Traders Association, has submitted a detailed representation to the District Collector of South Goa and the Administrator of the Cuncolim Municipal Council.
Every morning, an estimated 400 to 600 migrant daily-wage workers assemble near the State Bank of India, Cuncolim, seeking employment. While recognising the valuable contribution of these workers to the local economy, Mr. Talaulikar noted that the absence of a structured system has led to overcrowding, traffic congestion, inconvenience to the public, and difficulties in maintaining proper records and accountability.
To address these concerns, he has proposed the establishment of a Daily-Wage Workers Facilitation and Registration Centre near the State Bank of India. The centre would register workers, maintain verified records, and assist employers in engaging registered labourers through an organised and transparent process.
Under the proposal, each worker would submit essential details, including proof of identity, permanent address, contact information, and details of their local residence. Upon registration, the Municipal Council would issue an official identity card to every worker, enabling employers and law enforcement agencies to verify their identity with ease.
The proposal also recommends collecting a nominal monthly registration fee of approximately ₹300 per worker to meet the administrative and operational expenses of the facilitation centre, ensuring that the initiative remains self-sustaining without placing an additional financial burden on the Municipal Council.
Mr. Talaulikar clarified that the proposal is not intended to restrict employment opportunities or target migrant workers, but rather to create a well-organised, safe, and dignified system that benefits workers, employers, residents, traders, and the administration alike. He believes that such a mechanism will improve public convenience, enhance security, streamline workforce management, and promote greater transparency in the hiring process.
He has appealed to the District Administration and the Cuncolim Municipal Council to give the proposal favourable consideration and initiate the necessary steps for its implementation in the larger interest of public welfare, civic order, and the welfare of daily-wage workers.
