AICSU INQUIRY NOT IMPARTIAL, IT CANNOT EXONERATE ITSELF
After getting a commendable order from the NHRC on the suspected murder of a Chakma girl at Roing, Arunachal Pradesh for a CBI inquiry, the All India Chakma Students Union (AICUS) failed the death girl. The father of the death girl, Krishna Bindu Chakma, in an audio alleged that Chikond Chand Chakma, a national executive member of the All Indian Chakma Students Union (AICSU) took Rs 1,90,000/- (one lakh ninety thousand) from the accused to settle the death/murder of his daughter in Roing.
Thereafter, Atul Jiban Chakma made the allegation against Chikond Chand Chakma.
The AICSU instead of conducting an impartial inquiry by establishing an Inquiry Committee consisting of Uttam Chakma, Advisor, AICSU; Parbesh Chakma, President, Central Mizoram Chakma Students Union; Ahimsak Chakma, General Secretary, AICSU; Jiban Basu Chakma, President, Tripura Chakma Students Association; and Sunil Kumar Chakma, Legal Secretary, AICSU. Mr Drishya Muni Chakma, President of the AICSU constituted the inquiry committee.
It is the accused conducting an inquiry on itself. The AICSU acted as the judge and the jury. The inquiry lacked basic independence and impartiality. The report lacked substance – it dismissed the complaint because there is no material evidence. The evidence has not been made public – no information has been provided about the authenticity of the audio record and whether the person in whose house the girl had died had been interviewed at all.
This is injustice. A fair justice would be served if the inquiry is conducted by independent persons not connected with the AICSU and only after verifying authencity of the audio and recording the interview of the person in whose house the girl.
The Arunachal Pradesh Chakma Youth Association regrets that each of the members of the Inquiry Committee who are supposed to be leaders of the community in the future have failed this particular victim and hundreds of other victims. In Arunachal, rumours of offences against children trafficked whether death or sexual assault or physical assault being settled with money by the parents or middlemen (self-proclaimed social workers) are plenty.
This particular case provided an opportunity but the victims have been failed by the AICSU leaders.
The Arunachal Pradesh Chakma Youth Association (APCYA) will further study and seek opinion on the issue in due course.
