Association of Foreign Graduated Physicians's(AFGP-Kerala) joint secretary Dr Sanjay Mukundan in a recent discussion on a visual media, was exposed the truth behind the baseless allegations about foreign medical graduates .
He was well explained the real reason behind the low passing percentage of the FMG exam.
The truth behind this is there were no exams up to 2002, those who do internship here get license and can practice in India. Then after 2002 the MCI Act came into force, which contains the norms and criteria on how to conduct the FMGE screening test. It clearly describes the mark proportion, 100 marks for preclinical subjects and 200 marks for clinical subjects. The questions and answers should be published. Reevaluation facility should be provided and so on.
Never before in the history of Indian examination system we had such an arbitrary examination.
There is no prescribed syllabus for this exam.No question paper or answer key is published after conducting the exam.
But in 2003 with the actual commencement of the exam there were a lot of protests because of the low passing percentage and it reached up to the Supreme Court and once the stay of the exam also occurred. There were a low pass percentage of 25 to 30% between 2003 and 2005. Then at the direction of the Supreme Court a regulatory body containing representatives of MCI, NBE, and students formed. The court also strictly directed because this is an undergraduate exam and that has to be conducted in that level of syllabus and not with PG level questions. As a result, there were a pass percentage of more than 75%. But it then gradually declined after 2006. There is a doubt purposeful actions behind this. The questions are set on par with PG standard to assess the knowledge of UG students.
The FMGE exam fees is 7080, very high when compared to similar exams. No previous questions & answers or answer key of any year published, no reevaluation. Despite many requests to NMC and NBE there is no transparency in this exam.
