For several years in the coal industry, wage negotiations, service conditions, and important decisions relating to workers’ interests have been conducted through so-called unregistered and non-statutory committees.

Whereas, the Industrial Relations Code, 2020 clearly provides that collective bargaining shall be carried out only through duly registered Trade Unions and statutory “Negotiating Union / Negotiating Council”.

In this regard, a detailed representation has today been submitted to the Ministry of Coal, Government of India, Coal India Limited, and all subsidiary companies raising the following demands —

✔ Unregistered and non-statutory committees should be abolished immediately.
✔ A statutory Negotiating Union/Council should be constituted through secret ballot.
✔ Workers’ representation and collective bargaining mechanisms should be restructured in accordance with law.
✔ Protection of the constitutional and industrial rights of workers should be ensured.

This is an essential step towards safeguarding workers’ interests, maintaining statutory compliance, and upholding the Rule of Law.

Therefore, all Central/State Office Bearers, State Presidents, State Secretaries, and affiliated units are requested to submit the following records of the last three years within 15 days through E-mail or Registered Post to the Headquarters:

✔ Audit Reports
✔ Affiliation Fee Details
✔ Registration & Renewal Records
✔ Appointment/Election Orders
✔ Membership & Organizational Details

Failure to submit the required information within the stipulated period may invite organizational and statutory action as per rules.

Organizational dignity and workers’ interests are supreme.
