"समाज के कमजोर वर्गों के लिए विधिक सहायता तथा विधिक सलाह"

पंडित राम किशोर शुक्ल वर्ष 1987 में विधि मंत्री के रूप में एक आधिकारिक संवाद कार्यक्रम में सहभागिता करते हुए।
भारत में ‘विधिक सेवा प्राधिकरण अधिनियम, 1987’ के लागू होने के पश्चात्, अविभाजित मध्य प्रदेश के विधि मंत्री के रूप में पंडित राम किशोर शुक्ल द्वारा अपने कार्यकाल अंतर्गत वर्ष 1988 में बस्तर (वर्तमान छत्तीसगढ़) में भारत की प्रथम राष्ट्रीय लोक अदालत का आयोजन कराया गया। यह केवल एक प्रशासनिक पहल नहीं, बल्कि न्याय को समाज के अंतिम व्यक्ति तक पहुँचाने की ऐतिहासिक प्रतिबद्धता का प्रतीक था।
इस ऐतिहासिक आयोजन में भारत के पूर्व मुख्य न्यायाधीश न्यायमूर्ति प्रफुल्लचंद्र नटवरलाल भगवती ने व्यक्तिगत रूप से पंडित राम किशोर शुक्ल का सहयोग किया। वहीं इस राष्ट्रीय लोक अदालत का संयुक्त उद्घाटन तत्कालीन मुख्यमंत्री मोतीलाल वोरा, तत्कालीन मुख्य न्यायाधीश न्यायमूर्ति रघुनंदन स्वरूप पाठक तथा विधि मंत्री पंडित राम किशोर शुक्ल द्वारा किया गया।
यह पहल भारतीय न्यायिक इतिहास में जनसुलभ, त्वरित एवं लोकहितकारी न्याय व्यवस्था की दिशा में एक महत्वपूर्ण मील का पत्थर सिद्ध हुई।

Following the enactment of the Legal Services Authorities Act, 1987 in India, under his tenure India's first National Lok Adalat was organized in Bastar (present-day Chhattisgarh) in 1988 by the then Law Minister of undivided Madhya Pradesh Pandit Ram Kishore Shukla. This was not merely an administrative initiative, but a historic commitment toward ensuring access to justice for the last person in society.
Former Chief Justice of India Justice Prafullachandra Natwarlal Bhagwati personally assisted Pandit Ram Kishore Shukla in this historic endeavour. The National Lok Adalat was jointly inaugurated by the then Chief Minister Motilal Vora, the then Chief Justice of India Justice Raghunandan Swarup Pathak, and Law Minister Pandit Ram Kishore Shukla.
This initiative proved to be a significant milestone in the history of the Indian judiciary toward accessible, speedy, and people-centric justice delivery.
