Memorandum Submitted by the Gram Panchayat Employees of Karnataka.

: Memorandum demanding official Government 'C' and 'D' grade status, job security, and a full-scale pay structure for Gram Panchayat employees.
Respected Sir,
Gram Panchayat employees form the backbone of rural development, playing a pivotal role in delivering every ambitious government scheme to the last citizen of the state. However, despite rendering decades of dedicated service, these employees continue to face severe negligence and job insecurity.
In light of this, we are placing the following highly justified demands before the Government:
1. Official 'C' and 'D' Grade Status
Grade 'C' Status: Clerks, Clerk-cum-DEOs, Data Entry Operators, and Bill Collectors working in Gram Panchayats must be officially declared as Grade 'C' government employees.
Grade 'D' Status: Watermen, Attenders, and Sanitation Workers must be officially declared as Grade 'D' government employees.
Official grades and scales must be fixed for them on par with employees of other government departments.
2. Permanent Job Security & Equal Pay for Equal Work The current system of meager honorariums or minimum wages must be abolished. The Karnataka Civil Services Rules (KCSR) must be extended to these employees to ensure permanent job security.
In accordance with the Supreme Court's landmark judgment of "Equal Pay for Equal Work," a full-scale pay matrix (Pay Scale) along with Dearness Allowance (DA) and House Rent Allowance (HRA) must be implemented.
3. Retirement Benefits & Social Security
The painful system where employees retire empty-handed after decades of service must end. To ensure a life of dignity post-retirement, pension facilities (under the current pension framework) and Employee Provident Fund (EPF) benefits must be made mandatory.
In the unfortunate event of an employee's death while in service, a government job must be compulsorily provided to their family members on compassionate grounds.
4. Regularization of Service & Seniority List
The services of all employees who have been appointed as per rules and have been working for several years on a daily-wage, contract, or temporary basis must be regularized on humanitarian grounds.
District-wise or State-wise seniority lists must be prepared to create clear avenues for promotion based on eligibility and experience.
5. Relief from Work Overload & A Life of Dignity
Gram Panchayat employees work day and night, managing not just standard office work but also hundreds of government mobile applications, extensive surveys, and public supervision tasks.
Strict working hours must be fixed, and the government must frame regulations to ensure they receive the social respect and dignity their hard work deserves.
>Conclusion:
> For the Panchayat Raj system to be truly strengthened and for real rural progress to take place, the lives of these grassroots workers must be uplifted. Therefore, we earnestly urge the Government to intervene immediately and issue an official order granting Grade 'C' and 'D' government status to Gram Panchayat employees.
