It was a privilege to connect with Martinho Soares, Director General of the Ministry of Agriculture, Fisheries, and Forestry of Timor-Leste, at the Asia Pacific Food Systems Transformation Meeting. Our discussion focused on the strategic roadmap for Timor-Leste’s agricultural modernization, emphasizing the shift from subsistence farming to a market-driven economy. Martinho’s leadership is central to enhancing national food sovereignty through increased production of staples like rice and maize, while simultaneously developing high-value export chains for organic coffee and vanilla.

We explored the critical need for climate-resilient infrastructure and improved water management to support year-round cultivation in the face of erratic weather patterns. Martinho’s insights into the "Blue-Green" economy—balancing terrestrial agriculture with the sustainable development of Timor-Leste’s rich fisheries—highlighted a holistic approach to nutrition and economic growth. His commitment to empowering rural youth through agricultural vocational training is a vital step toward ensuring the long-term sustainability of the sector.

As GCPIT seeks to foster inclusive trade and MSME development in Southeast Asia, leaders like Martinho Soares are essential partners. There is immense potential for collaboration in technology transfer, particularly in post-harvest processing and quality standards, to help Timor-Leste’s premium products reach international markets. It was a pleasure to connect with Searon Yanthan, Director at Lithanro, and Paulo Rosario, Senior Manager of Strategic Partners (APAC) at the Rainforest Alliance, during the Asia Pacific Food Systems Transformation Meeting. Our discussion highlighted the powerful synergy between innovative local entrepreneurship and global sustainability standards.

Searon’s leadership at Lithanro is a testament to the potential of the "farm-to-cup" model in Nagaland. By distributing over 100,000 coffee saplings and building a robust network of 150+ farmers, he is not only putting Indian specialty coffee on the global map but also ensuring that growth is rooted in organic and sustainable practices. His journey from an aspiring student to a key driver of Nagaland’s coffee revolution—culminating in the launch of the JÜRO brand—is a remarkable example of how MSMEs can lead the way in agricultural transformation.

Equally impactful were the insights from Paulo Rosario, whose work with the Rainforest Alliance is critical in scaling these sustainable practices across the Asia-Pacific. We delved into how the Rainforest Alliance's Regenerative Agriculture Standard and living wage strategies are creating more equitable and resilient supply chains. It was a pleasure to connect with Delphine Larrousse, Regional Director for East and Southeast Asia and Oceania at the World Vegetable Center (WorldVeg), during the Asia Pacific Food Systems Transformation Meeting. Our discussion centered on the often-overlooked but vital role of vegetables in achieving global nutritional security and dietary diversity. Delphine’s leadership in promoting sustainable vegetable value chains is essential for addressing the "triple burden" of malnutrition—undernutrition, micronutrient deficiencies, and obesity—across the Asia-Pacific region.

We explored the importance of "seed-to-table" innovations, from protecting indigenous vegetable biodiversity to implementing climate-resilient breeding programs. Delphine’s expertise in fostering multi-sectoral partnerships highlights how increasing vegetable consumption and production can drive both health outcomes and economic opportunities for smallholder farmers. By focusing on low-input, high-value vegetable crops, we can empower rural and peri-urban communities to build more resilient and profitable food systems.

As GCPIT continues to advocate for inclusive trade and sustainable development, collaborating with organizations like the World Vegetable Center is a top priority. It was a pleasure to connect with Ivan K. Landers, Natural Resources and Agriculture Specialist at the Asian Development Bank (ADB), during the Asia Pacific Food Systems Transformation Meeting. Our discussion focused on the vital role of integrated landscape management and the transition toward nature-positive agricultural practices. Ivan’s work within the Sector Office is instrumental in designing projects that not only enhance food productivity but also ensure the long-term health of the ecosystems—soil, water, and biodiversity—that rural communities depend on.

Priyank Kharge at Elets India AI Summit 2024: Catalysing AI-Driven Innovations in Karnataka

In a dynamic address at the Elets India AI Summit 2024, Priyank Kharge, Minister for IT/BT, Rural Development, and Panchayat Raj, Government of Karnataka, highlighted the state’s pioneering initiatives in artificial intelligence (AI) and underscored Karnataka's commitment to fostering a vibrant ecosystem for innovation and technological advancement.

A Robust Support System for Startups
Karnataka has long been recognized as a hub for technology and innovation, but recent efforts by the state government have taken this to new heights. In the past year alone, the government has extended financial support to 936 startups, disbursing a substantial ₹225 crores in grants. Impressively, nearly 20% of these startups are harnessing AI to drive their innovations, a testament to the state’s burgeoning tech landscape. Minister Kharge emphasised that these initiatives have transformed Bangalore from a “pensioner's paradise” to one of the world's most disruptive cities.

AI Transforming Agriculture and Law Enforcement
One of the standout examples of AI integration in government operations is the partnership with Microsoft in the Department of Agriculture. This collaboration leverages AI to analyse crop patterns and deploy drones, significantly enhancing agricultural productivity and sustainability. Such innovations are crucial in addressing the challenges faced by the agricultural sector, ensuring that farmers can optimise their yields and contribute to the state's economic growth.

In law enforcement, the Karnataka State Police have implemented the AI-enabled chatbot "Police Mitra" and advanced AI cameras to monitor and manage traffic violations. These technologies not only improve the efficiency of traffic management but also ensure fair and consistent enforcement. AI systems can accurately detect number plates, identify habitual offenders, and analyse traffic patterns, leading to a more effective and transparent law enforcement process.

Advancements in Rural Development through AI
Minister Kharge's portfolio extends to rural development, where AI is making a significant impact. The introduction of the AI-enabled chatbot "Pitra" has revolutionised the way rural residents interact with government services. This chatbot, which has mapped all villages in Karnataka, allows residents to report issues, request services, and provide feedback with ease. In just under a month, Pitra has engaged with over 1.17 lakh users, predominantly from rural areas, demonstrating the rapid adoption and effectiveness of this technology.

Fostering Innovation and Industry Collaboration
The government of Karnataka is dedicated to creating a conducive environment for startups and industry disruptors. Through the public procurement policy under the state's startup initiative, registered startups are given the opportunity to pilot their solutions within government departments. This policy not only provides startups with a platform to showcase their innovations but also allows the government to be an early adopter of cutting-edge solutions addressing social, urban, and real-life challenges.
Minister Kharge proudly noted Karnataka’s reputation as a premier destination for innovation. The state hosts R&D centres and innovation hubs for 450 of the top Fortune 500 companies, a clear indication of its robust innovation ecosystem. The government’s efforts extend beyond Bangalore, with the establishment of clusters across the state: an electronic manufacturing cluster in Mysuru, an aerospace cluster in Belagavi, and a skill development cluster in Hubballi. These initiatives ensure that technological and business growth are not confined to Bangalore but are spread across Karnataka, fostering statewide economic development and job creation.
