Awareness Programme on NALSA Poverty Alleviation and Legal Literacy Schemes at Gund

District Legal Services Authority (DLSA) Ganderbal, in collaboration with Tehsil Legal Services Committee (TLSC), Kangan, organized a comprehensive awareness programme at the Block Development Office (BDO), Gund, focusing on the NALSA (Effective Implementation of Poverty Alleviation Schemes) Scheme, 2015 and Legal Literacy related to NALSA and State Welfare Schemes. The programme was conducted with the objective of creating awareness among the general public, particularly the marginalized, poor, and vulnerable sections of society, about various government welfare schemes and their legal entitlements.
The event was successfully conducted under the visionary leadership of Hon'ble Mr. Justice Arun Palli, (Chief Justice, High Court of J&K and Ladakh (Patron-in-Chief, J&K Legal Services Authority) and Hon'ble Mr. Justice Sanjeev Kumar (Executive Chairman, J&K Legal Services Authority). The initiative was effectively overseen by Ms. Shazia Tabasum, Member Secretary, J&K Legal Services Authority, and Mr. Abdul Nasir, Chairman, District Legal Services Authority, Ganderbal, along with the guidance of Mr. Sheikh Babar Hussain, Secretary, DLSA Ganderbal & Mr. Moonis Wahid Chairman Tehsil Legal Services Committee Kangan.
The programme witnessed active participation from multiple government departments, reflecting a strong spirit of inter-departmental coordination and commitment towards inclusive development. Officers, officials, community representatives, and beneficiaries attended the programme in good numbers, making the initiative impactful and participatory in nature.
The proceedings of the programme were efficiently anchored by Mr. Farooq Ahmad Khatana, President, Human Rights & Anti-Corruption Forum J&K (ST Wing), who welcomed the participants and highlighted the importance of legal awareness in ensuring effective implementation of poverty alleviation schemes. He emphasized that awareness programmes play a vital role in bridging the gap between government policies and the intended beneficiaries.
Mr. Showket Ahmad, Resource Person from the Integrated Child Development Services (ICDS) Department, delivered a detailed presentation on schemes related to women and children. He elaborated on nutritional support programmes, maternal and child health initiatives, and services aimed at early childhood care and development. He stressed the importance of community participation to ensure that benefits reach deserving beneficiaries.
Mr. Mushtaq Ahmad, Resource Person from the Social Welfare Department, apprised the gathering about various social security schemes being implemented by the department. He explained pension schemes for old age persons, widows, and persons with disabilities, along with scholarship schemes and other assistance programmes meant for economically weaker sections. He also guided participants on eligibility criteria and application procedures.
Mr. Arshid Ahmad, Resource Person from the Horticulture Department, spoke about government initiatives aimed at strengthening the horticulture sector. He highlighted schemes providing financial assistance, technical support, and subsidies to orchardists and farmers. He encouraged the participants to take advantage of modern horticultural practices supported by the government to improve their livelihoods.
Mr. Javaid Ahmad, Resource Person from the Agriculture Department, informed the participants about agriculture-related welfare schemes, including crop insurance, soil health management, seed and fertilizer subsidies, and support for adopting modern farming techniques. He emphasized the role of these schemes in enhancing agricultural productivity and income generation.
Mr. Mushtaq Ahmad Phamda, Resource Person from the Sheep Husbandry Department, provided valuable information regarding schemes for sheep and goat rearing, financial assistance for livestock units, and other benefits aimed at supporting rural livelihoods. His address was particularly beneficial for people engaged in pastoral and allied activities.
Dr. Imran Bashir, Resource Person from the Veterinary Department, spoke on animal healthcare services, vaccination programmes, disease prevention measures, and veterinary support available to livestock owners. He highlighted the importance of timely veterinary care in improving livestock health and productivity.
Mr. Tanveer Ashraf, Assistant Legal Aid Defence Counsel (LADC), addressed the participants on legal literacy and explained the role and functions of Legal Services Authorities under the Legal Services Authorities Act. He informed the gathering about the provision of free legal aid for eligible persons, the importance of legal awareness, and the objectives of NALSA schemes in ensuring access to justice for the poor, marginalized, and vulnerable sections of society. He also emphasized how legal services authorities work in coordination with various departments to ensure effective implementation of welfare schemes.
An interactive session followed the addresses, during which participants raised queries related to eligibility, documentation, and access to different schemes. The resource persons responded to the queries and clarified doubts, making the session informative and practical.
The programme concluded with a note of appreciation for all participating departments and resource persons for their valuable contributions. The initiative successfully enhanced awareness about poverty alleviation and welfare schemes and reaffirmed the commitment of DLSA Ganderbal and TLSC Kangan towards empowering communities through legal literacy and effective implementation of government welfare programmes at the grassroots level
