Mudasir Naikoo greets people on auspicious occasion of Shab-e-Qadr

SRINAGAR, MARCH 16: President Human Rights and Anti-Corruption HQ-DELHI JK UT Mudasir Ahmad Naikoo today extended warm greetings to the people of Jammu and Kashmir on the auspicious occasion of Shab-e-Qadr.
In his message, the President stated that during this holy night ‘Shab-e-Qadr’, Almighty Allah revealed the Glorious Qu’ran to Prophet Muhammad (SAW) for the guidance of mankind and this night is an opportunity to seek Almighty Allah’s mercy and blessings.
President Mudasir also called upon citizens to remember less privileged and extend support to those in need, reflecting the true spirit of the holy month of Ramadan. “Empathy, social harmony and community service, particularly during these holy occasions is at the core of Prophet Muhammad (SAW) teachings”, she said.
The Naikoo also prayed for peace, progress and prosperity of entire Jammu and Kashmir.

Today On 30, December 2025 an awareness program was held at Sheikhul Ul Alam Mission School Chadoora on the directions of Chairman/ Principal District & Sessions Judge Budgam & Secretary DLSA Budgam under the guidance of Chairman/ Sub Judge Tehsil Legal Services Committee Chadoora to observe Environmental legal Literacy and community protection ( Proctect Today, Secure Tomorrow) . The event was organized in collaboration with Tehsil Legal Services Committee Chadoora, Human Rights & Anti-Corruption Forum Hq-Delhi, J&K (UT).

Awareness Programme on NALSA Poverty Alleviation and Legal Literacy Schemes at Gund

District Legal Services Authority (DLSA) Ganderbal, in collaboration with Tehsil Legal Services Committee (TLSC), Kangan, organized a comprehensive awareness programme at the Block Development Office (BDO), Gund, focusing on the NALSA (Effective Implementation of Poverty Alleviation Schemes) Scheme, 2015 and Legal Literacy related to NALSA and State Welfare Schemes. The programme was conducted with the objective of creating awareness among the general public, particularly the marginalized, poor, and vulnerable sections of society, about various government welfare schemes and their legal entitlements.
The event was successfully conducted under the visionary leadership of Hon'ble Mr. Justice Arun Palli, (Chief Justice, High Court of J&K and Ladakh (Patron-in-Chief, J&K Legal Services Authority) and Hon'ble Mr. Justice Sanjeev Kumar (Executive Chairman, J&K Legal Services Authority). The initiative was effectively overseen by Ms. Shazia Tabasum, Member Secretary, J&K Legal Services Authority, and Mr. Abdul Nasir, Chairman, District Legal Services Authority, Ganderbal, along with the guidance of Mr. Sheikh Babar Hussain, Secretary, DLSA Ganderbal & Mr. Moonis Wahid Chairman Tehsil Legal Services Committee Kangan.
The programme witnessed active participation from multiple government departments, reflecting a strong spirit of inter-departmental coordination and commitment towards inclusive development. Officers, officials, community representatives, and beneficiaries attended the programme in good numbers, making the initiative impactful and participatory in nature.
The proceedings of the programme were efficiently anchored by Mr. Farooq Ahmad Khatana, President, Human Rights & Anti-Corruption Forum J&K (ST Wing), who welcomed the participants and highlighted the importance of legal awareness in ensuring effective implementation of poverty alleviation schemes. He emphasized that awareness programmes play a vital role in bridging the gap between government policies and the intended beneficiaries.
Mr. Showket Ahmad, Resource Person from the Integrated Child Development Services (ICDS) Department, delivered a detailed presentation on schemes related to women and children. He elaborated on nutritional support programmes, maternal and child health initiatives, and services aimed at early childhood care and development. He stressed the importance of community participation to ensure that benefits reach deserving beneficiaries.
Mr. Mushtaq Ahmad, Resource Person from the Social Welfare Department, apprised the gathering about various social security schemes being implemented by the department. He explained pension schemes for old age persons, widows, and persons with disabilities, along with scholarship schemes and other assistance programmes meant for economically weaker sections. He also guided participants on eligibility criteria and application procedures.
Mr. Arshid Ahmad, Resource Person from the Horticulture Department, spoke about government initiatives aimed at strengthening the horticulture sector. He highlighted schemes providing financial assistance, technical support, and subsidies to orchardists and farmers. He encouraged the participants to take advantage of modern horticultural practices supported by the government to improve their livelihoods.
Mr. Javaid Ahmad, Resource Person from the Agriculture Department, informed the participants about agriculture-related welfare schemes, including crop insurance, soil health management, seed and fertilizer subsidies, and support for adopting modern farming techniques. He emphasized the role of these schemes in enhancing agricultural productivity and income generation.
Mr. Mushtaq Ahmad Phamda, Resource Person from the Sheep Husbandry Department, provided valuable information regarding schemes for sheep and goat rearing, financial assistance for livestock units, and other benefits aimed at supporting rural livelihoods. His address was particularly beneficial for people engaged in pastoral and allied activities.
Dr. Imran Bashir, Resource Person from the Veterinary Department, spoke on animal healthcare services, vaccination programmes, disease prevention measures, and veterinary support available to livestock owners. He highlighted the importance of timely veterinary care in improving livestock health and productivity.
Mr. Tanveer Ashraf, Assistant Legal Aid Defence Counsel (LADC), addressed the participants on legal literacy and explained the role and functions of Legal Services Authorities under the Legal Services Authorities Act. He informed the gathering about the provision of free legal aid for eligible persons, the importance of legal awareness, and the objectives of NALSA schemes in ensuring access to justice for the poor, marginalized, and vulnerable sections of society. He also emphasized how legal services authorities work in coordination with various departments to ensure effective implementation of welfare schemes.
An interactive session followed the addresses, during which participants raised queries related to eligibility, documentation, and access to different schemes. The resource persons responded to the queries and clarified doubts, making the session informative and practical.
The programme concluded with a note of appreciation for all participating departments and resource persons for their valuable contributions. The initiative successfully enhanced awareness about poverty alleviation and welfare schemes and reaffirmed the commitment of DLSA Ganderbal and TLSC Kangan towards empowering communities through legal literacy and effective implementation of government welfare programmes at the grassroots level

DLSA Srinagar Observed World Human Rights Day at Govt. Medical College Srinagar

Srinagar, 10th December 2025: In Compliance to the directions already issued by NALSA and reinforced by JKLSA, the District Legal Services Authority Srinagar organised a Legal Awareness Programme at the Auditorium Hall of Government Medical College Srinagar. under the supervision of Mr. Haq Nawaz Zargar, Chairman District Legal Services Authority (PD&SJ) Srinagar. The event aimed at encouraging dialogue, spreading awareness and strengthening the understanding of human rights among students professionals and the general public.
The programme was organized in collaboration with Government Medical College Srinagar and Human Rights Anti Corruption Forum HQ Delhi JK UT. The initiative brought together legal experts, faculty members medical professionals and students to highlight the importance of safeguarding human dignity and ensuring access to justice for all.
The Programme commenced with a welcome address delivered by Dr. Andleeb Bashir, Medical Superintendent SMHS Hospital Srinagar.Prof Dr. iffat Hassan Shah Principal Medical College Srinagar and Mr Mohammad Ashraf Hakak Administrator Medical College Srinagar Dr. Mohammad Aijaz Ashraf, Regional Director, Maulana Azad National Urdu University and Mudasir Ahmad Naikoo President Human Rights and Anti-Corruption HQ-DELHI JK UT Farooq Ahmad khatana, Shahid zubair Sameer Ahmad gave a general overview of the Human Rights on World Human Rights Day. The Resource Persons were Ms. Jahan Ara (Deputy Legal Aid Defense Counsel) who discussed the rights of unborn child , rights of the mother, rights of domestic workers and right of old age people and Ms. Sehar Nazir, Asstt. LADC who highlighted the importance of collective action in protecting human rights among Medical professionals and students.
The programme concluded with the vote of thanks by Ms. Tabassum Qadir Parray, Secretary DLSA Srinagar who appreciated the cooperation of GMC Srinagar and valuable contribution of all the speakers. Thereafter the secretary DLSA Srinagar inspected the Legal Aid Clinic at GMC Srinagar, reviewed its functioning and interacted with the deputed PLVs to ensure effective delivery of Legal Services to beneficiaries.
The event aimed to strengthen awareness and reinforced the commitment towards protection and promotion of human rights.

*DLSA Srinagar observed National Education Day*

Srinagar, 11 November, 2025: The District Legal Services Authority (DLSA), Srinagar organized a Legal Awareness Programme on the Right to Education on the eve of National Education Day in collaboration with the Human Rights and Anti-Corruption Forum HQ-Delhi JK UT and Foundation World School Illahi Bagh Srinagar at the premises of Foundation World School, Illahi Bagh.

The programme was held under the chairmanship of Hon’ble Mr. Tasleem Arief, Chairman, District Legal Services Authority (DLSA), Principal District & Sessions Judge, Srinagar, and under the supervision of Mr. Sajad Ur Rehman, Sub-Judge/Secretary, DLSA Srinagar, who also graced the occasion as the Chief Guest.

The event commenced with the welcome address by Ms. Syed Asma Hamid, Principal of Foundation World School, followed by opening remarks by Adv. Laila Khalid, Panel Lawyer, DLSA Srinagar. The programme featured insightful addresses from Ms. Saima and Ms. Munnazah, Academic Coordinators of the host school, and Adv. Dar Kurshid, Advocate High Court of Jammu & Kashmir, who spoke on various dimensions of the Right to Education and its significance in empowering future generations.

In his Presidential Address, Mr. Sajad Ur Rehman, Sub-Judge/Secretary DLSA Srinagar, highlighted the key provisions of the Right to Education (Amendment) Act, 2002, which inserted Article 21-A into the Constitution of India, guaranteeing free and compulsory education to all children between the ages of six and fourteen as a Fundamental Right.

The programme was attended by Mr. Faizan Ul Islam, Chairman of Foundation World School, Mr. Mudasir Ahmad Naikoo, President of Human Rights and Anti-Corruption Forum HQ-Delhi JK UT, students, teachers, staff members, and Para Legal Volunteers (PLVs) of DLSA Srinagar.

This awareness initiative not only reaffirmed the commitment towards the promotion of education but also resonated with the vision of the National Education Policy, emphasizing inclusive, accessible, and quality education for all.

TLSC Handwara Organises Awareness Programme on International Girl Child Day at AIIMS School, Handwara
Handwara, October 11, 2025:
Tehsil Legal Services Committee (TLSC) Handwara in collaboration with Human Rights and Anti-Corruption Forum HQ-DELHI JK UT today organized an awareness programme at AIIMS School, Handwara, to commemorate International Girl Child Day.
The programme aimed to highlight the importance of educating and empowering the girl child, ensuring gender equality, and spreading awareness regarding the legal rights and protections available to girls and women under the law.
The programme featured insightful talks by Resource Persons from TLSC Handwara, including Adv. Tawseef Raja (LADC), who spoke on the Protection of Children from Sexual Offences (POCSO) Act, 2012, highlighting mechanisms for reporting and preventing sexual offences against minors. Adv. Nadeem Khaliq , delivered a talk on the Prohibition of Child Marriage Act, 2006, stressing the legal consequences of child marriage and the importance of timely intervention by authorities and communities.
The speakers collectively underlined the role of education, awareness, and law enforcement in protecting the rights of the girl child.
Students of AIIMS School participated enthusiastically through speeches. The school management appreciated the efforts of TLSC Handwara for organizing such awareness events that inspire young minds and foster a culture of respect and equality.
As a mark of encouragement, Certificates of Appreciation were distributed among the students and teachers who spoke on the theme of Empowerment of the Girl Child and actively contributed to the success of the event.

Today 8th October 2025 Mr. Sameer Ahmad Rasray District President Budgam Human Rights & Anti Corruption Forum HQ Delhi J&K UT Visit to BMO Office Chadoora Dr. Riyaz Ahmad Block Medical Officer Chadoora Hospital.

Our organization, Human Rights & Anti-Corruption Forum HQ-Delhi, had the privilege of visiting the office of BMO Office Chadoora to extend our heartfelt congratulations on his new posting. It was an honor to meet such a dedicated officer, committed to upholding law and order in the region.

During our meeting, i discussed various pressing issues, with a key focus on drug awareness and prevention. The growing menace of drug abuse poses a serious threat to society, particularly to the youth, and addressing this issue requires a collective effort from law enforcement, civil society, and the community at large.

I emphasized the importance of collaborative initiatives between the Judiciary and NGOs like ours to raise awareness, conduct educational programs, and implement preventive measures. The discussion highlighted:

Awareness campaigns in Hospitals, schools, colleges, and public spaces to educate young people about the dangers of drug abuse.

Strengthening community-police partnerships to identify and curb drug-related activities.

Rehabilitation and support programs for those affected by substance abuse.

Strict legal action against drug peddlers to prevent the spread of narcotics.

BMO Chadoora Hospital expressed has commitment to tackling the drug issue with firm resolve and appreciated our initiative in working towards a drug-free society. He assured full cooperation in organizing joint programs and awareness drives to sensitize with Hospitals to the public about the adverse effects of drug abuse.

Srinagar 10/09/2025 District Legal Services Authority (DLSA), Srinagar, in collaboration with Tehsil Legal Services Committee (TLSC) Srinagar and Human Rights and Anti-Corruption Forum, HQ-DELHI JK UT successfully organized a comprehensive legal awareness programme at Muslim Public School, Rajbagh, Srinagar. The initiative aimed to sensitize students on pressing social and legal issues, with a particular focus on the Domestic Violence Act and the menace of drug abuse. The programme was held under the esteemed chairmanship of Mr. Tasleem Arief, Principal District and Sessions Judge, Srinagar, and conducted under the supervision of Mr. Adil Mushtaq, Chief Judicial Magistrate/ Chairman TLSC Srinagar and Mr. Sajad Ur Rehman, Sub-Judge and Secretary, DLSA Srinagar. Adv. Asrar, Vice Chairperson of Muslim Public School, acted as the moderator of the event, which began with a warm welcome song performed by the students of the school, setting an engaging and positive tone for the session.

Tsm Arif Ahmad Bhat land Mr. Syed Mujtaba, Consultant on Child Rights, focused his presentation on the dangers of drug abuse and its effect with mental health issues, stressing preventive measures and the importance of awareness. Adv. Suhaila Ali, Panel Lawyer, DLSA Srinagar, elaborated on the Domestic Violence Act, explaining the legal protections available to victims and the process for seeking redress.
The students actively and enthusiastically participated in the programme, engaging with the speakers, asking pertinent questions, and showing keen interest throughout the session. Their involvement demonstrated a strong desire to understand the legal framework and their role as responsible citizens.
Through this initiative, the District Legal Services Authority, Srinagar, reaffirmed its dedication to promoting legal awareness and empowering the youth with the knowledge necessary to uphold their rights and contribute to a healthy and just society.
