UMC builds and enhances the capacity of city governments by providing much-needed expertise and ready access to innovations on good governance implemented in India and abroad. UMC shares succes

s stories on technologies or best management practices available to national and international institutions among urban-managers through its strong network of city managers' associations (CMAs). Being a knowledge manager, UMC facilitates organizing of conferences on issues relating to urban development and management and economic development.

Women-led collectives are not just beneficiaries, they are shaping the future of inclusive urban service delivery.

At the Dissemination Workshop on Women's Economic Empowerment and Sustainable Livelihoods in Bhubaneswar, policymakers, practitioners, and SHG leaders came together to explore how women-led institutions are strengthening urban livelihoods, service delivery, and community resilience across Odisha. Discussions ranged from WASH and SHG strengthening to childcare and women's economic empowerment, complemented by powerful stories from women entrepreneurs leading change on the ground.

A special highlight of the workshop was the premiere of Parichay, directed by M.K. Raina a poignant film that documents how women Self-Help Groups are creating pathways to dignity, sustainable livelihoods, and inclusive urban development across Odisha.

We are grateful to the Housing & Urban Development Department, Govt. of Odisha, State Urban Development Agency (SUDA), and Odisha Urban Academy (OUA) for bringing together government, communities, and development partners around a shared vision of cities where women are recognised as leaders and partners in urban development.

Every redevelopment project tells a story, not just of land and infrastructure, but of people, policy, and the choices that shape our cities.

At the inaugural session of All About Cities, we were delighted to host Dr. Sejal Patel, whose insightful talk, Redevelopment at a Crossroads: What Ahmedabad is getting right, and what it must do better, sparked thoughtful discussions on the complexities of urban redevelopment.

Drawing on Ahmedabad's redevelopment journey from in-situ housing and Transferable Development Rights (TDR) to heritage precincts and more, the session explored what cities are getting right, where they're falling short, and what future-ready redevelopment demands.

As part of the Government of Tamil Nadu's commitment to ensuring the 𝘀𝗮𝗳𝗲𝘁𝘆, 𝗱𝗶𝗴𝗻𝗶𝘁𝘆 𝗮𝗻𝗱 𝘄𝗲𝗹𝗹-𝗯𝗲𝗶𝗻𝗴 𝗼𝗳 𝘀𝗮𝗻𝗶𝘁𝗮𝘁𝗶𝗼𝗻 𝘄𝗼𝗿𝗸𝗲𝗿𝘀, a two-day 𝗧𝗿𝗮𝗶𝗻𝗶𝗻𝗴 𝗼𝗳 𝗧𝗿𝗮𝗶𝗻𝗲𝗿𝘀 (𝗧𝗼𝗧) 𝗼𝗻 𝗦𝗲𝘄𝗲𝗿 𝗘𝗻𝘁𝗿𝘆 𝗣𝗿𝗼𝗳𝗲𝘀𝘀𝗶𝗼𝗻𝗮𝗹 (𝗦𝗘𝗣) 𝗧𝗿𝗮𝗶𝗻𝗶𝗻𝗴 was conducted on 1–2 July 2026 under the 𝗦𝗮𝗻𝗶𝘁𝗮𝘁𝗶𝗼𝗻 𝗪𝗼𝗿𝗸𝗲𝗿𝘀 𝗗𝗲𝘃𝗲𝗹𝗼𝗽𝗺𝗲𝗻𝘁 𝗦𝗰𝗵𝗲𝗺𝗲 (𝗦𝗪𝗗𝗦) at the CMWSSB Training Centre, Chennai.

The programme has brought together 19 master trainers from the Chennai Metropolitan Water Supply And Sewerage Board (CMWSSB), State Institute of Rural Development (SIRD), Maraimalai Nagar, Nadu Institute of Urban Studies (TNIUS), Coimbatore, and the Tamil Nadu Water Supply and Drainage Board (TWAD) Board. These master trainers will play a pivotal role in strengthening occupational safety capacity and delivering standardised training programmes for Sewer Entry Professionals across Tamil Nadu.

The training combines classroom sessions with hands-on learning, covering key aspects of safe sewer and septic tank operations, including 𝗦𝘁𝗮𝗻𝗱𝗮𝗿𝗱 𝗢𝗽𝗲𝗿𝗮𝘁𝗶𝗻𝗴 𝗣𝗿𝗼𝗰𝗲𝗱𝘂𝗿𝗲𝘀 (𝗦𝗢𝗣𝘀) 𝗳𝗼𝗿 𝗰𝗼𝗻𝗳𝗶𝗻𝗲𝗱 𝘀𝗽𝗮𝗰𝗲 𝗲𝗻𝘁𝗿𝘆, 𝗵𝗮𝘇𝗮𝗿𝗱 𝗶𝗱𝗲𝗻𝘁𝗶𝗳𝗶𝗰𝗮𝘁𝗶𝗼𝗻 𝗮𝗻𝗱 𝗿𝗶𝘀𝗸 𝗺𝗶𝘁𝗶𝗴𝗮𝘁𝗶𝗼𝗻, 𝗲𝗺𝗲𝗿𝗴𝗲𝗻𝗰𝘆 𝗿𝗲𝘀𝗽𝗼𝗻𝘀𝗲, 𝘁𝗵𝗲 𝗽𝗿𝗼𝗽𝗲𝗿 𝘂𝘀𝗲 𝗮𝗻𝗱 𝗺𝗮𝗶𝗻𝘁𝗲𝗻𝗮𝗻𝗰𝗲 𝗼𝗳 𝗣𝗲𝗿𝘀𝗼𝗻𝗮𝗹 𝗣𝗿𝗼𝘁𝗲𝗰𝘁𝗶𝘃𝗲 𝗘𝗾𝘂𝗶𝗽𝗺𝗲𝗻𝘁 (𝗣𝗣𝗘), 𝗮𝗻𝗱 𝘁𝗵𝗲 𝘀𝗮𝗳𝗲 𝗼𝗽𝗲𝗿𝗮𝘁𝗶𝗼𝗻 𝗼𝗳 𝗺𝗲𝗰𝗵𝗮𝗻𝗶𝘀𝗲𝗱 𝗲𝗾𝘂𝗶𝗽𝗺𝗲𝗻𝘁. At a seminar hosted by the Ahmedabad Management Association (AMA), experts from government, industry, academia, and the urban development sector came together to discuss practical pathways towards achieving the vision of the Swachh Bharat Mission, India.

Manvita Baradi, Founder and Director, Urban Management Centre (UMC), joined Hanmant R. Gaikwad, S. B. Dangaich, and Shrigopal Jagtap for a panel discussion moderated by Dheeraj Santadasani. The conversation explored the importance of stronger municipal systems, source segregation, citizen participation, and institutional accountability in creating cleaner and more sustainable cities.

A key takeaway from the discussion was that lasting improvements in urban sanitation require more than infrastructure, they depend on effective governance, community participation, and shared responsibility.

Waste pickers are essential to urban sanitation systems, yet their own access to water, sanitation, and hygiene services often remains overlooked.

Panel 2 of the Dialogue Towards Zero Fatalities in Sanitation Work focused on the practical pathways needed to strengthen capacity building, deepen worker protections, and address the systemic challenges faced by sanitation workers, especially in rural and informal contexts.

The discussion highlighted that achieving zero fatalities requires more than worker training alone. It calls for sensitisation of employers, citizens and municipal systems; periodic and field-based training; stronger rural sanitation safety systems; improved PPE and mechanisation; and pathways for sanitation workers and their families to move towards education, entrepreneurship and alternate livelihoods.

The panel also brought attention to the realities of migrant workers, caste-based occupational vulnerability, the limitations of loan-based rehabilitation models, and the urgent need to extend safety, dignity and mechanised sanitation systems beyond urban areas.

The session reinforced that the journey towards must be rooted in dignity, accountability, social protection, intergenerational mobility and human rights-centred governance.

Moderated by Meghna Malhotra, Deputy Director, Urban Management Centre (UMC), the panel featured Yogita Swaroop, Sr. EA, Ministry of Social Justice and Empowerment, Government of India; Anamika Ramesh, IAS, JCMA, Directorate of Municipal Administration, MAWS, Government of Tamil Nadu; Sathishkumar, Advisor, CPHEEO, MoHUA; Anish Mishra, Bhartiya Mazdoor Sangh and Shahnaz Rafique, National Secretary, INTUC.

The discussion highlighted the need to recognise sanitation workers as skilled professionals, build reliable municipal-level databases, expand social protection, operationalise ERSUs, strengthen mechanisation, and bring visibility to informal and women sanitation workers.

The session reinforced that achieving zero fatalities requires coordinated action across policy, technology, training, welfare, worker rights and public sensitisation.

The inaugural session opened with Manvita Baradi, Founder and Director, Urban Management Centre (UMC), reflecting on the journey towards sanitation worker safety and dignity.

The session featured key addresses by Shri Bharat Lal, Secretary General, National Human Rights Commission of India, Usha Padhee Ma'am, IAS, Additional Chief Secretary, Housing & Urban Development Department, Govt. of Odisha and Sakshi Gudwani, Lead WASH, Gates Foundation.

It also featured 𝗠. 𝗞. 𝗥𝗮𝗶𝗻𝗮, celebrated actor and director, who shared insights on the making of 𝗦𝗔𝗠𝗠𝗔𝗡, a documentary film created to trigger urgent dialogue and action for the safety and dignity of sanitation workers.

The dialogue reaffirmed a collective call to #𝗘𝗻𝗱𝗦𝗮𝗻𝗶𝗰𝗶𝗱𝗲𝘀.
