REASONS BEHIND THE MISSION
/DEMAND:-
The Tribal people of Tripura(Tipra) had been questing for Autonomy for long years to preserve and promote their distinct ways of life. It is against this background that the Central government decided to set up an Autonomous District Council for the areas predominantly having Tribal population of the State to introduce internal Autonomy in Tribal compact areas and thereby protect the social, economic and cultural interests of the Tribal population. In the Tribal compact areas of the State of Tripura(Tipra) consisting of 7,132.56 sq.kms(total area of Tripura is 10,491.69 sq.kms) with an aim to introduce internal Autonomy and thereby protect the social, economic and cultural interests of the Tribal population as a whole. The Tripura Tribal Areas Autonomous District Council(TTAADC) was constituted under the Seventh Schedule to the Constitution of India. The Tripura Tribal Areas Autonomous District Council(TTAADC) Bill, 1979 was unanimously passed by the Tripura Legislative Assembly on March 23, 1979. The Tripura Tribal Areas Autonomous District Council(TTAADC) was constituted through vote by secret ballot in January 15, 1982 and the elected members were sworn in on January 18, 1982. Subsequently, the Constitution of India has been amended by a Bill and it was unanimously passed at the floor of the Indian Parliament on August 23, 1984 for introduction of the Sixth Schedule of the Constitution in India. A fresh election under the Sixth Schedule has been held on June 30, 1985 through vote by secret ballot and the elected members were sworn in on July 19, 1985 subsequently. In sixth Scheduled areas(TTAADC Areas) there are prohibition of afresh land allotment to Non-Tibals. of Tripura(Tipra) indiscriminately allotting thousands of acres of land to the Non-Tribals in sixth scheduled areas(TTAADC Areas). As per the Scheduled Tribes and other Traditional Forest Dwellers(Recognition of Forests Rights) Acts,2006, no Non-Tribals could be allotted forest land in TTAADC unless they can prove their permanent habitation in forests areas for at least 75 years continuously(ie., only those families who have been residing in these Schedule Area before 1930 A.D. encouraging to occupy forest land to Non-Tribals who are not eligible for such allotment. As on now more than 2 lakhs Non-Tribal families have already occupied forest land illegally. of Tripura(Tipra) adopting tacit policy for acquiring land of the Scheduled Areas for the so called public purposes such as Construction of hydro power projects, Airport/Air Strip,Battalion H/Q’s of Police, CRPF, BSF etc., and for land bank for future industrial purposes. Even 26 years after the demarcation(creation) of Schedule area TTAADC, the Tribal people are still like strangers in their own land. Decades of deprivation, exploitation, oppression and atrocities committed upon the aborigines Tribal population of Tripura State pushed them to the wall and feeling them insecurity of their existence and crisis of identity in Tripura State. For ensuring their safe-guard in every sphere of life and long-lasting solution of chronic Tribal problems in Tripura state, it is the need of the hour to bestow full political empowerment to them so as to enable them to decide their own destiny. Citing all the above reasons we are compelled and is the need of the hour to Upgrade the existing TTAADC Areas to Convert into full-fledged State for long lasting solution of the aforesaid chronic Problems on the one hand and to endow full Political empowerment and achieve self-determination of the Indigenous People of this State on the other.
