"נגב בר-קיימא" היא עמותה רשומה, שהוקמה בשנת 1998 מתוך הצורך בגיבוש עקרונות לתכנון ולפיתוח בר-קיימא בנגב ויישומם, דרך השפעה על מקבלי ההחלטות והציבור כולו.
העמותה עוסקת בהגברת המודעות הציבורית לנושאי הסביבה, ומניעת הפגיעה במשאבים הטבעיים ,מסייעת לגופים הפועלים בתחומים דומים. העמותה, שהיא בלתי פוליטית בעליל, הגדירה את תחום פעילותה למרחבי הנגב; עם זאת, בנושאים הכלל ארציים שיש להם השלכה לנגב, היא פועל
ת גם ברמה הארצית.
במשך שנות קיומה הפכה העמותה, בניהול בלהה גבעון, לגורם מרכזי ומשפיע בנושאי הסביבה בנגב ופועלת ליישום מטרותיה ביחד עם הגורמים המקומיים למעורבות הקהילה בקבלת החלטות בכל תחומי החיים, על ידי הפיכת ישובים לישובים בני קיימא, מובילה מאבקים ציבוריים נגד כוונות לפגיעה בנוף או בסביבה, מקימה פורומים לאחריות סביבתית עם התעשייה לבניית אימון הדדי, ומקיימת קורסים וסדנאות לציבור הרחב בכל מגזרי האוכלוסייה בנגב.
מהות רעיון העמותה ..
בעקבות ועידת פסגת כדור הארץ שנערכה בריו-דה-ז'נרו בשנת 1992 בחסות האו"ם, גברה המודעות למשבר הסביבתי העולמי, וגובש מסמך עקרונות בשם אג'נדה 21. מסמך זה מהווה בסיס לחזון פתוח בר קיימא במאה ה- 21. החזון בא לגשר על המחלוקות הותיקות – בין המצדדים בשמירת הסביבה ובין הדוחפים לפיתוח כלכלי ולוחמים לרווחה חברתית – ומאפשר פעילות בכל אחד מהתחומים בצורה מאוזנת ומשולבת המובילה למצב המכונה "קיימות". "קיימות" הוא מצב שבו פעילותנו היום, אינה פוגעת ביכולת הדורות הבאים לספק את צורכיהם ורצונותיהם.
בכינוס שהתקיים בשנת 1994 בדנמרק בחסות האו"ם, התגבשה הסכמה רחבה שמימוש חזון אג'נדה 21 צריך להתחיל ברמה המקומית. כתוצאה מכך נולד המושג; Local Agenda 21 (סדר יום מקומי למאה ה- 21), אשר אומץ כתהליך ותכניות פעולה ע"י הרשויות המקומיות מכל רחבי העולם.
התהליך המוצע משלב את התושבים יחד עם הגורמים הנוגעים בפיתוח ויישום מדיניות מקומית המושתת על מעורבות אמיתית של הקהילה בקבלת החלטות בתחומי התכנון, החקיקה, החינוך, החברה, התעסוקה וכל זאת בהתייחס למשאבים הטבעיים והתרבותיים של האזור.
הקהילה מעורבת באמצעות ניסוח כללים והנחיות מחייבות. מעורבות הציבור שכמעט ואין לה כיום ביטוי בהליכי קבלת החלטות, כיום בארץ, מקבלת מקום מרכזי ומשפיעה על כלל מערכות החיים ביניהם מקורות ודרכי תעסוקה, תוך השתלבות בסביבה, תפעל למציאת פתרונות להתמודדות עם בעיית המחסור במים, איכות האוויר, פסולת לסוגיה, תחבורה, חסכון באנרגיה ושימוש באנרגיה סולרית, ניצול התנאים הטבעיים לחסכון באנרגיה, שימור שטחים ציבוריים, נופים פתוחים ועוד. Negev Bar Kaima, called “Sustainable Development for the Negev” (SDN) in English, strives to increase environmental awareness and protection of the Negev region within the traditional spirit, encourage public participation in decisions affecting development in the region, and to act as a catalyst for sustainable development. SDN is a partner to the public to change the government and society’s outlook regarding future development of the Negev. The challenge is to integrate intelligent use and preservation of natural resources with the development of a suitable quality of life and to find a way to integrate it into the halahik lifestyle. SDN, an Israeli non-governmental organization (NGO) is uniquely suited to achieve these goals. Its director Bilha Givon has a reputation for successful environmental activism after almost 20 years in the field, and was recently awarded with the "Lifetime Achievement Award for Environmental Protection". SDN's small, but effective staff has established an admirable track record and network of contacts among a broad spectrum within Israel and internationally. We have a number of main activities:
1. We take an active part as professionals and consultants in co-development activities on environment sustainable with local government authorities. We work in several towns on projects to make them sustainable by working with the authorities, the education system, and the community itself altogether.
2. We run the Community Advisory Panels for Environmental Responsibility (CAPs) that are public forums which encourage environmental responsibility and transparency between industry and communities in the Negev.
3. We have a joint project with the Eshel Hanassi School for Sustainable Negev Educational Center that links environmental protection, agriculture, art, society and economy. The Activity Center holds workshops and experiential learning, especially for children from kindergarten to teenagers (5 -14), including children with special needs.
4. We also work on environmental community responsibility in the Bedouin sector. Environmental issues are the real common denominator for our existence in the Negev. The aim is to arouse among the Bedouin population the will and need to act for themselves to improve their image and feelings and to allow them to live in a proper environment, which respects all its citizens.
