COYO - The Israeli Council for Youth Organizations The Israeli Council for Youth Organizations is the union of all the youth educational organizations in Israel.

COYO - The council of Youth and Children Organizations was established in 2013, due to the initiative of the organizations' CEOs'. The NGO's purpose was unite, represent and organize the joint effort of various organizations which operate together in the field of informal education. The Council represents 18 educational youth organizations. For that reason, she represents approximately 100,000 par

ticipants, over 2,000 staff members and 12,000 volunteers, thousands of youth counselors, hundreds of student volunteers and tens of thousands of graduates. Our missionn: Provide the Isreali youth organizations options to expand, influence and fulfill their visions together and separately. The council is registered and operates as a Non-profit organization, according to the Israeli Voluntary Associations Act. The council's activity is subsidized by its member organizations, as declared in the Youth and Children Organizations Act, as well as subsidies from various institutions and funds whom we're addressing these days. The member organizations are of different shapes and sizes, and appeal to different populations; some are more established than others, some are bigger than others. In the council's organizations, there are Jews, Muslims, Christians, Arabs, religious, orthodox and seculars, which seldom share mutual values and often perceived as operating in contrast to one another. With all of this on our plate, the council fosters, from its very beginning, cooperation and synergetic action in the spirit of democracy on all levels out of understanding the immense importance of solidarity among the different populations in Israeli society.

Resilience in Times of Emergency – Training Young Emergency Instructors

The National Emergency Training Project, led by COYO, aims to practically train thousands of Israeli youth in emergency preparedness and community response. Through collaboration with 22 leading youth organizations, the project equips teens from high-risk areas with life-saving skills, first aid knowledge, and leadership tools. The training includes a 16-hour structured course and is delivered by professional instructors. The initiative strengthens community resilience and empowers youth to support children and families during national emergencies.

COYO is proud to lead a national effort to expand the Shinshin Program, creating more opportunities for young Israelis from the country’s social and geographic periphery to take part in this meaningful year of service.
As part of this initiative, we have launched a nationwide school roadshow, visiting schools of every size, meeting students, sharing the spirit of service, and opening new paths of opportunity.

Resilience in Education: The Rakafot Program

COYO’s Rakafot Program is a groundbreaking national initiative that bridges formal and non-formal education through an expanded high school matriculation track in Educational Leadership for Social Change.

Led by Yogev Chatina, Dr. Gil Gertel, and Yael Keren-Rabba, the program empowers students to explore leadership, education, and community impact in a hands-on, meaningful way.

Rakafot students are already taking action: leading projects in their schools, youth organizations, and local communities, while shaping a new generation of socially aware and resilient leaders.

Through the Shared Society Incubator, COYO and the Merhavim Institute are working to strengthen shared society across Israel’s youth field. The Incubator continues to expand, welcoming new youth organizations and partners committed to advancing understanding, dialogue, and cooperation.

Emotional Resilience in Youth Organizations

COYO’s Emotional Counseling Network continues to grow, providing a professional and supportive framework for every youth organization that engages in emotional and individual guidance.

In collaboration with the Israeli Center for Addictions (ICA), we recently held a professional seminar focused on understanding and addressing substance use and addictive behaviors among teens, both in routine times and in times of crisis.

This important gathering reflected our shared commitment to strengthening emotional resilience across the youth field, ensuring that every child and teen has access to the guidance and support they need.

We are proud to launch COYO’s Northern Resilience Initiative, establishing Youth Organizations Hubs across Israel’s North in collaboration with pioneering municipalities.

These innovative spaces bring together multiple youth organizations under one roof, a shared home for learning, belonging, and community. Each Hub will serve as an educational growth engine, expanding access to meaningful non-formal education for thousands of children and teens in the region.

Through this initiative, we aim to strengthen the sense of belonging among young people while contributing to the renewal and rebuilding of the North.

A day of great joy and hope, alongside deep pain for those who did not return.
This day reminds us all of both the cost and the strength, the fragility and the resilience of Israeli society.

Our youth is growing up in a complex reality, learning what responsibility, solidarity, and true resilience mean.

Yesterday, as part of the Youth Candle initiative at Mount Herzl, dozens of young people lit candles, placed Israeli flags, and wrote personal messages of gratitude to the heroes and heroines of the “Iron Swords” war — to remember, to honor, and to offer strength to the families.

The Council of Youth and Children’s Organizations congratulates the return of the hostages and remembers those who fell — whose courage lives on in the hearts of the young people who promised yesterday to remember, to appreciate, and to keep building a future of hope and meaning. 🇮🇱

Youth Candle at Mount Herzl 🕯️
This morning, a moving and meaningful event took place at Mount Herzl.

Dozens of teenagers, gap-year volunteers, and pre-army students from youth movements, pre-military academies, and service-year programs gathered to light candles and place flags and personal notes on the graves of the fallen from the Iron Swords War.

The initiative was born from a personal and emotional conversation between Shlomi Castro, CEO of The Israeli Council for Youth Organizations, and Avi Harush, the father of the late Rif Harush, who fell in Gaza. Out of this conversation came the understanding that on the day when our hearts are filled with joy over the return of the hostages, we also have the duty to remember and honor those who gave their lives so that we may live here in safety.

The event began with a powerful inspirational meeting with Avi Harush, who spoke with the youth about leadership and memory, and shared about Rif z”l. It continued with a personal and emotional ceremony of placing the candles, flags, and notes.

“Israeli youth are remarkable. Within 24 hours, dozens of young people from youth movements, service years, and pre-army programs arrived at Mount Herzl to remember and remind others of the fallen of the Iron Swords War, to come together in their memory, and to embrace the bereaved families especially now, on the eve of the hostages’ return, which fills us with joy.”

This day was a testament to the resilience, responsibility, and moral strength of Israeli youth, a generation that chooses every single day to remember, to act, and to build hope 🇮🇱
