Our Jerusalem Day celebration brought together ambassadors and diplomats from a dozen countries at Jerusalem Winery to mark 59 years of a united Jerusalem and to launch our new publication: Jerusalem: A Strategic Base for Diplomats.

The emotional peak of the evening came from Panama’s Ambassador Ezra Cohen, whose father fought to defend Jerusalem’s Jewish Quarter in 1948 and was taken prisoner by the Jordanian Legion. Standing in Jerusalem as a diplomat, he said:

“I feel privileged to continue my family’s legacy — not with weapons, but through diplomacy.”

Celebrating the historic U.S.-Israel partnership, JCAP launched a new exhibition at the President’s Residence, highlighting the diplomatic impact of Israel's Chief Rabbis—including the President’s grandfather, Rabbi Isaac Halevi Herzog.

Featuring rare documents from the U.S. Presidential Archives, the exhibit reveals a hidden chapter of diplomacy that shaped the bond between the Jewish people and Washington. Highlights include a 1947 letter to Harry S. Truman and a 1941 plea to Franklin D. Roosevelt to aid European Jewry during the Holocaust.

The launch was attended by President Isaac Herzog, Chief Rabbi Kalman Meir Ber, and distinguished U.S. and Israeli officials. The exhibit, which also features visits by Rabbis Ovadia Yosef and Shlomo Goren to the Reagan White House, will soon travel to other sites in Jerusalem and Washington.

Special thanks to President Herzog (יצחק הרצוג - Isaac Herzog) for hosting this initiative and strengthening our bilateral cultural ties.

על רקע השותפות המדינית ההיסטורית בין ארצות הברית למדינת ישראל השקנו אמש (יום א") בבית הנשיא תערוכה מיוחדת המאירה את תפקידם הדיפלומטי של הרבנים הראשיים מול הבית הלבן בין הרבנים גם סבו של הנשיא הרב הרצוג שכיהן כרב הראשי הראשון של מדינת ישראל.

הכתבים והתמונות נאספו ורוכזו ממקורות שונים בינהם ארכיון נשיאי ארצות הברית וחשפו פרק היסטורי לא מוכר על פעילות דיפלומטית בהובלת הרבנים הראשיים לישראל – פעילות שתרמה לעיצוב הקשר בין העם היהודי לבין הממשל בוושינגטון לאורך עשרות שנים.

בין המסמכים הבולטים נמצא מכתב מתומצת משנת 1947 שנשלח לנשיא Harry S. Truman מלשכת הרב הראשי לישראל דאז, הרב יצחק הלוי הרצוג– סבו של נשיא המדינה. במכתב צוין כי “מברק לנשיא המביע הערכה על עבודתו למען היהודים הועבר למזכירות המדינה”, והוא שופך אור חדש על הימים הדרמטיים סביב כ"ט בנובמבר והדרך להכרה הבינלאומית במדינת ישראל.

לצדו נחשף מכתב נוסף בכתב ידו של הרב הרצוג משנת 1941, המאפשר הצצה למאמציו לפעול מול נשיא ארצות הברית דאז, Franklin D. Roosevelt, במטרה לקדם סיוע ליהדות אירופה במהלך השואה. במכתב שהוביל אל הפגישה כתב הרב הרצוג:

“אני נמצא כאן בשליחות דתית מאז סוף חודש ינואר... לפני צאתי לארץ הקודש הייתי מאוד רוצה להעביר את ‘ברכת ציון’ לראש העליון של ארץ גדולה ונעלה זו, בשם הקהילה היהודית בארץ האבות והנביאים ובשם עם ישראל בכלל.”

במעמד ההשקה השתתפו נשיא המדינה יצחק הרצוג, לצד הרב הראשי לישראל הרב קלמן-מאיר בר, ממלא מקום שגריר ארה"ב בישראל מר דייויד בראונשטיין, סמנכ"ל משרד החוץ מר יעקב ליבנה, ראש ישיבת מרכז הרב הרב יעקב שפירא, סגן ראש העיר ירושלים מר אדיר שוורץ, חבר הכנסת אוהד טל יו"ר שדולת ישראל ארה"ב ואורחים נוספים.

בהמשך התערוכה תכלול גם את ביקוריהם הייחודיים של הרב עובדיה יוסף והרב שלמה גורן בבית הלבן אצל הנשיא רונלד רייגן והיא צפויה לעבור לאתרים נוספים בירושלים ובוושינגטון וכך יוכל הציבור הרחב להתרשם ממנה.

תודה מיוחדת לנשיא המדינה על אירוח התערוכה וחיזוק היחסים התרבותיים עם ארה"ב גם בדרך זו.

כיצד איראן משפיעה על ירושלים דרך הבנק האיסלאמי לפיתוח?

8% ממניות הבנק האיסלאמי לפיתוח שייכות לאיראן. הבנק מזרים מאות מיליוני דולרים לירושלים דרך קרן אל-אקצה וקרן אל-קודס, בתחומי רווחה, חינוך ובריאות. נשמע תמים? זו בדיוק השיטה.

לדברי רן ישי, ראש אגף המחקר ב-JCAP: “באופן זה הם פעלו במדינות אחרות, כך השתלטו על עזה וכך תפסו את השלטון במדינות אחרות — דרך רווחה, חינוך, בריאות. יש בירושלים עשרות ארגונים שפועלים נגד שלטון ישראל, חלקם פועלים על גבול התמיכה בטרור״.

המאבק על ירושלים לא מתנהל רק בשטח. הוא מתנהל גם בתקציבים, בבתי ספר ובמרפאות.

How is Iran influencing Jerusalem through the Islamic Development Bank?

8% of the Islamic Development Bank’s shares belong to Iran. The bank channels hundreds of millions of dollars into Jerusalem through the Al-Aqsa Fund and the Al-Quds Fund, in areas like welfare, education, and healthcare. Sounds innocent? That’s exactly the point.

According to Ran Ichay, Head of Research at JCAP: “This is how Iran operated in other countries, this is how they took over Gaza and seized power elsewhere — through welfare, education, and health. There are dozens of organizations operating in Jerusalem against Israeli rule, some of them operating on the border of supporting terror.”

The battle for Jerusalem is not fought only on the ground. It is fought in budgets, in schools, and in clinics.

ח'וויס היא אחת מראשי תנועת ה"מוראביטאת" בהר הבית – ארגון שהוצא מחוץ לחוק בישראל ב-2015, עם זיקות מוכרות לתנועת האחים המוסלמים ולחמאס. היא אינה סתם פעילה שטח: מדובר בדמות בעלת נוכחות דיגיטלית רחבה, המפעילה נרטיב שיטתי של "אל-אקצא בסכנה" ומהפכת כל צו מינהלי נגדה לכלי תעמולה.

In a recent Newsmax interview, Chaim Silberstein, President of JCAP, provided a strategic analysis of the destabilizing roles played by Qatar and Turkey.

Mr. Silberstein argues that the international community's reliance on Qatar as a neutral mediator is fundamentally flawed, as the Gulf nation’s extensive financial and logistical support for Hamas leadership positions it as an ideological partner rather than an objective broker. Parallel to this, he highlights a concerted effort by Turkey to expand its "soft power" influence in East Jerusalem through the funding of religious infrastructure and local NGOs, a move he identifies as a direct challenge to Israeli administrative sovereignty.

By linking both nations' regional activities to the broader agenda of the Muslim Brotherhood, Silberstein contends that their intervention serves to undermine long-term regional stability and Western security interests. He concludes that a significant shift in U.S. and Israeli foreign policy is required to move away from empowering these actors in conflict resolution and toward a more critical approach that addresses their material support for insurgent groups.

A special meeting was held between the Ambassador of Switzerland to Israel, Simon Geissbühler, and Rabbi Yaakov Shapira, Head of Yeshivat Mercaz HaRav and member of the Council of the Chief Rabbinate of Israel. The meeting took place with the participation and joint initiative of Deputy Mayor of Jerusalem Adir Schwartz and the Jerusalem Center for Applied Policy (JCAP).

At the very beginning of the meeting, the Ambassador noted that Rabbi Abraham Isaac HaCohen Kook had resided in Switzerland following the outbreak of World War I. It is important to recall that after Rabbi Kook returned from Switzerland and London—following the issuance of the Balfour Declaration and the liberation of the Land of Israel from Ottoman rule, he was appointed Chief Rabbi of Jerusalem.

The discussion also focused on antisemitism and the struggle against it. The Ambassador emphasized that, in his view, “anti-Zionism is another form of antisemitism, and there is no separation between the two.”
During the meeting, Rabbi Shapira invited Elias Zarina to share about himself. Elias spoke about his role as a member of the Christian community who advocates for recognition of Israel and integration, while confronting radical Islamic influences in Jerusalem. He stressed the importance of international recognition of these dynamics.

Toward the conclusion of the meeting, Deputy Mayor Adir Schwartz presented the Ambassador with the Jerusalem Pin. The Ambassador was visibly moved by the gesture and immediately placed it on his suit.
