UNDP Palestinian UNDP's Programme of Assistance to the Palestinian People (UNDP/PAPP) was established via a UN General Assembly Resolution (33/147) on 20 December 1978.

In line with its mandate, UNDP/PAPP continues to play an important role in supporting socio-economic development in the occupied Palestinian territory. Since the establishment of the Palestinian Authority in 1994, UNDP/PAPP, in partnership with public, private institutions, civil society and donors- has invested over one billion Dollars in support of the Palestinian people. UNDP is the leading United Nations organization fighting to end the injustice of poverty, inequality, and climate change. مع انطلاق العام الدراسي الجديد، تمثل استعادة الوصول إلى التعليم جزءاً أساسياً من جهود التعافي المبكر في قطاع غزة. فإلى جانب توفير أماكن للتعلّم، تساهم إعادة توفير بيئات تعليمية آمنة ومنظمة في استعادة الخدمات الأساسية، وإعادة ربط الطلبة بالتعليم النظامي، وتوفير قدر من الاستقرار للمجتمعات المحلية.

وفي إطار هذه الجهود، أنشأ برنامج الأمم المتحدة الإنمائي (UNDP)، بالشراكة مع وزارة التربية والتعليم العالي الفلسطينية، 110 مساحات تعليمية مؤقتة في 11 موقعاً مدرسياً في قطاع غزة. وتساهم هذه المساحات في توسيع فرص الوصول إلى التعليم الوجاهي، كما وفّرت الدعم للطلبة الذين تقدموا للامتحانات في الدورة الثانية من امتحانات الثانوية العامة (التوجيهي).

وبدعم من مؤسسة التعليم فوق الجميع من خلال صندوق قطر للتنمية، وبالتعاون مع مجموعة غزة للثقافة والتنمية، يساهم برنامج الأمم المتحدة الإنمائي في استعادة البنية التحتية والأنظمة اللازمة لاستمرار التعليم، في ظل التحديات الهائلة التي يواجهها قطاع غزة.

ومع ذلك، لا تزال الاحتياجات أكبر بكثير. ويظل الدعم المستدام ضرورياً لتوسيع فرص التعلّم الآمنة، والمساهمة في استعادة التعليم على نطاق يتناسب مع احتياجات طلبة غزة.

As the new academic year begins, restoring access to education is an important part of early recovery in Gaza. Beyond providing a place to learn, re-establishing safe and structured learning environments helps restore essential services, reconnect students with formal education and bring a measure of stability to communities.

As part of this effort, UNDP, in partnership with the Palestinian Ministry of Education and Higher Education, has established 110 temporary learning spaces across 11 school sites in Gaza. These spaces are expanding access to in-person learning and have also supported students sitting for the second round of the Tawjihi examinations.

With support from Education Above All Foundation through the Qatar Fund for Development, and in collaboration with the Gaza Culture and Development Group, UNDP is helping restore the infrastructure and systems needed for education to continue amid immense challenges.

The needs, however, remain far greater. Sustained support is essential to expand safe learning opportunities and help restore education at the scale Gaza’s students need.

يواصل برنامج الأمم المتحدة الإنمائي (UNDP)، بالشراكة مع وزارة الأشغال العامة والإسكان، دعم المجتمعات في مختلف أنحاء غزة من خلال نهج متكامل على مستوى الأحياء، يجمع بين توفير المأوى المؤقت والوصول إلى الخدمات الأساسية، بما يساعد العائلات على العودة إلى أراضيها في ظروف أكثر كرامة.

من خلال برنامج أحياء غزة، وبدعم من حكومات ألمانيا وجمهورية كوريا والسويد، تنتشر وحدات الإيواء المؤقتة (RHUs) في 20 موقعاً، حيث توفر أماكن للسكن المؤقت، كما تُستخدم بعض الوحدات كنقاط صحية ومساحات للتعلّم. ويساعد البرنامج أيضاً المزارعين على العودة إلى العمل في أراضيهم واستئناف الإنتاج الزراعي والغذائي المحلي.

إن العودة إلى الأرض لا تعني توفير مكان للسكن فقط، بل تحتاج أيضاً إلى الخدمات الأساسية والفرص التي تساعد الناس على استعادة حياتهم. ومع استمرار الاحتياجات الكبيرة في غزة، من الضروري توفير مواد الإيواء والمعدات الأساسية بشكل منتظم، خصوصاً قبل فصل الشتاء، حتى يتمكن البرنامج من توسيع دعمه والمساعدة في جهود التعافي المبكر.

UNDP, in partnership with the Ministry of Public Works and Housing, continues to support communities across Gaza through an integrated neighbourhood approach that combines temporary shelter with access to essential services, helping families return to their land in more dignified conditions.

Through the Gaza Neighbourhood Programme, supported by the Governments of Germany, the Republic of Korea and Sweden, Relief Housing Units (RHUs) are serving multiple purposes across 20 sites, from temporary accommodation to health points and learning spaces, while the approach is also supporting farmers to resume agricultural activities and local food production.

Bringing people back requires more than a place to stay. It requires the services and opportunities that make neighbourhoods functional. With needs remaining immense, predictable access to shelter materials and essential equipment ahead of the winter season is critical to expand this approach and create the conditions for early recovery.

في مختلف أنحاء غزة، أدى تضرر المرافق الصحية ونقص المعدات الأساسية إلى عرقلة الوصول إلى خدمات صحية حيوية، من بينها غسيل الكلى لنحو 700 مريض يعانون من الفشل الكلوي ويحتاجون إلى العلاج ثلاث مرات أسبوعياً.

بفضل التمويل من الرابطة الطبية الفلسطينية الأمريكية (PAMA)، تمكن برنامج الأمم المتحدة الإنمائي من توفير 20 جهاز غسيل كلى للمرافق الصحية في غزة. وساهم ذلك في استعادة جزء من القدرة على تقديم العلاج، وتحسين إمكانية وصول نحو 350 مريضاً لجلسات غسيل الكلى المنتظمة.

ويمثل هذا الدعم خطوة مهمة، رغم الاحتياجات والفجوات الكبيرة، فاستعادة الخدمات الصحية الأساسية تتطلب استمرار توفير المعدات والمستلزمات والأدوية الطبية، إلى جانب مواصلة الاستثمار في إعادة تأهيل البنية التحتية الصحية المتضررة، لتلبية الاحتياجات المتزايدة في قطاع غزة.

Across Gaza, damage to health facilities and shortages of essential equipment continue to disrupt access to critical health services, including dialysis for around 700 patients with kidney failure who require treatment three times a week.

With funding from the Palestinian American Medical Association (PAMA), UNDP has supported the provision of 20 new dialysis machines to health facilities in Gaza, helping restore treatment capacity and improve access to regular dialysis for around 350 patients.

This support is an important step, but significant gaps remain. Restoring essential health services requires sustained access to medical equipment, supplies and medicines, alongside continued investment in damaged health infrastructure to meet the immense needs across Gaza.

بالنسبة لكاملة، أصبحت حماية أطفالها مهمة يومية شاقة.

بعد عودتها إلى ما تبقّى من منزلها في مدينة غزة، تعرّضت ابنتها سوار، البالغة من العمر سبعة أشهر، لعضّة فأر أثناء نومها. وتأتي هذه الحادثة في ظل تدهور الظروف المعيشية، مع تراكم النفايات والركام في مختلف أنحاء قطاع غزة.

يعمل برنامج الأمم المتحدة الإنمائي وشركاؤه على الحد من هذه المخاطر من خلال إدارة النفايات الصلبة ومكافحة الآفات. لكن الإجراءات الطارئة وحدها لا تكفي.

غزة بحاجة إلى أنظمة فعّالة ومستدامة لإدارة النفايات الصلبة، إلى جانب جهود مستمرة لمكافحة الآفات. فمكافحة القوارض وغيرها من الآفات ضرورية لحماية الصحة العامة، لكنها لا يمكن أن تكون الحل الوحيد؛ إذ يجب أيضاً معالجة الظروف التي تؤدي إلى انتشارها.

كما أن توفير إمكانية الوصول إلى المكبات المعتمدة، وتأمين المعدات الأساسية والإمدادات بشكل منتظم، أمور ضرورية لإدارة النفايات، وتحسين الظروف البيئية، وتوفير بيئة معيشية أكثر أماناً وكرامة للسكان.

For Kamla, protecting her children has become a daily struggle.

After returning to the remains of their home in Gaza City, her seven-month-old daughter, Sawar, was bitten by a rat while sleeping, one consequence of deteriorating living conditions as waste and debris accumulate across Gaza.

UNDP and partners are working to reduce these risks through solid waste management and pest-control efforts. But emergency measures alone are not enough.

Gaza needs functioning solid waste systems and sustained pest-control efforts. Controlling rodents and other pests is critical to protecting public health, but it must go hand in hand with addressing the conditions in which they proliferate. Access to established dumpsites, essential equipment and predictable supplies is critical to manage waste, improve environmental conditions and create safer, more dignified living conditions.

للمرة الأولى منذ بدء الحرب، يتقدم 9,034 طالباً وطالبة للدورة الثانية من امتحانات الثانوية العامة وجاهياً في قطاع غزة، بعد أن كانت تُعقد إلكترونياً وعن بُعد بسبب الظروف الاستثنائية التي مرّت بها المنظومة التعليمية.

وبفضل دعم مؤسسة التعليم فوق الجميع من خلال صندوق قطر للتنمية، تمكّن برنامج الأمم المتحدة الإنمائي، بالشراكة مع وزارة التربية والتعليم العالي، من إنشاء 110 مساحات تعليمية مؤقتة في 11 موقعاً مدرسياً، لتوفير بيئات تعليمية آمنة وداعمة للطلبة المتأثرين بالحرب. كما تم إدخال نظام إلكتروني حديث لتصحيح الامتحانات، بما يضمن الكفاءة والجودة والنزاهة والشفافية، ويسهم في تعزيز التحول الرقمي ومرونة المؤسسات التعليمية.

For the first time since the start of the war, 9,034 students are sitting for the second session of the General Secondary Education Examinations (Tawjihi) in person in the Gaza Strip, following a period of remote and electronic exams amid extraordinary challenges.

Thanks to the generous support of the Education Above All Foundation through the Qatar Fund for Development (QFFD), UNDP in partnership with the Ministry of Education and Higher Education, established 110 temporary learning spaces across 11 school sites, providing safe and supportive learning environments for students affected by the war. A modern electronic examination marking system was also introduced, ensuring efficiency, quality, integrity and transparency, while contributing to the digital transformation and resilience of educational institutions.

في إطار الاستجابة للمخاطر البيئية والصحية المتزايدة في غزة، يواصل برنامج الأمم المتحدة الإنمائي (UNDP)، بالتنسيق مع مجموعة المياه والصرف الصحي والنظافة (WASH Cluster)، توسيع أنشطة مكافحة الآفات، مع ارتفاع درجات الحرارة وتراكم النفايات الصلبة، ما يزيد من انتشار القوارض والآفات.

وصلت الحملة حتى الآن إلى أكثر من 3,250 موقعاً عالي الخطورة في مختلف أنحاء غزة، بما في ذلك مواقع النزوح والأسواق والمستشفيات ومواقع النفايات الصلبة، للمساعدة في الحد من المخاطر التي تواجه المجتمعات في ظل الظروف الصعبة.

لكن مكافحة الآفات وحدها لا تكفي. هناك حاجة عاجلة إلى توفير مبيدات القوارض والآليات الثقيلة والمعدات الأساسية للتعامل مع النفايات والركام المتراكم، والحد من المخاطر البيئية والصحية وحماية المجتمعات في غزة.

As part of the coordinated response to growing environmental and public health risks in Gaza, UNDP, in coordination with the WASH Cluster , continues to expand pest control activities as rising summer temperatures and accumulated solid waste increase the risk of rodents and pests.

The campaign has now reached more than 3,250 high-risk locations, including displacement sites, markets, hospitals and solid waste sites across Gaza, helping reduce risks for communities already living in extremely difficult conditions.

But the scale of the challenge remains immense. Pest control alone cannot address the underlying risks. Sustained access to rodenticides, heavy machinery and essential equipment is urgently needed to manage accumulated solid waste and debris, reduce environmental and public health risks and protect communities across Gaza.

يعمل برنامج الأمم المتحدة الإنمائي بالشراكة مع 11 منظمة وطنية من منظمات المجتمع المدني، من خلال برنامج الاستثمار من أجل تعزيز القدرة على الصمود (IPR)، على تعزيز التماسك الاجتماعي والاستجابة لاحتياجات المجتمعات المحلية في مختلف أنحاء غزة، بدعم من الحكومة الألمانية عبر بنك التنمية الألماني (KfW).

وبالتعاون مع منظمات من بينها جمعية نوى، وسما كيدز، وفارس العرب، تساهم المبادرة في توفير مساحات آمنة وشاملة تتيح للأطفال التعلّم واللعب والتعبير عن أنفسهم واستعادة التواصل مع أقرانهم.

فمن خلال الاستثمار في المنظمات المحلية والمبادرات المجتمعية، تساهم هذه الشراكة في تعزيز الروابط الاجتماعية وتهيئة مساحات تجمع أفراد المجتمعات معاً، بينما يواجهون آثار الحرب ويبدؤون مسار التعافي.

UNDP is partnering with 11 national civil society organizations through the Investment Programme for Resilience (IPR) to strengthen social cohesion and respond to community needs across Gaza, with support from the Government of Germany through its Development Bank (KfW).

Working with organizations including Nawa, Sama Kids and Fares Al Arab, the initiative is creating safe and inclusive spaces where children can learn, play, express themselves and reconnect with their peers.

By investing in local organizations and community-based initiatives, this partnership is helping strengthen social connections and create spaces that bring communities together as they cope with the impacts of the war and begin to recover.
