Today marks an important step forward in the fight against domestic abuse as Justice announced Government approval to publish Jennie’s Law.

Named in memory of Jennifer Poole, the legislation will establish a public register of serious domestic violence convictions, helping people make informed decisions about their safety and relationships. The register will operate with victim consent and aims to increase transparency while strengthening protections for those at risk.

We acknowledge the tireless campaigning of Jennifer’s family, particularly whose determination has helped bring this landmark legislation closer to reality.

Isolation is not love. Isolation is control.

One of the most powerful tactics used in abusive relationships is cutting a person off from the people, places, and supports that help them stay connected and independent.

This can happen gradually. A partner may create conflict with family and friends, make you feel guilty for spending time with others, monitor your movements, control your finances, or convince you that nobody else cares about you. Over time, the world becomes smaller, and the abuser becomes the centre of it.

Isolation is a form of coercive control. It is designed to increase dependency, reduce support networks, and make it harder to seek help or leave safely.

If any of these behaviours feel familiar, know that you are not alone and support is available.

Minister for Justice Jim O’Callaghan will bring Jennie’s Law to Cabinet this week to begin its passage through the Oireachtas for enactment.

The Domestic Violence (Judgements) Register Bill will result in those convicted of domestic violence against a partner or former partner being included on a public register.

The register will assist people in a relationship or considering a relationship with a person to ascertain whether they have a history of serious domestic violence convictions

The law has been named in honour of Jennifer Poole, who was murdered by her ex-partner Gavin Murphy in 2021.

He attacked and stabbed her to death at her home Melville Drive in Finglas on 17 April and was sentenced to life in prison the following year.

Abuse within same s*x relationships can often remain hidden due to fear of judgement, stigma, isolation, or the belief that services may not understand their experiences. Many victims may worry they will not be believed or fear being β€œouted” when seeking support.

Coercive control is not always visible.
It can look like fear, silence, manipulation, jealousy, threats, gaslighting, or constantly changing yourself just to keep the peace.

Over time, these behaviours can chip away at a person’s confidence, independence, and sense of safety.

Domestic abuse is not just physical violence. Coercive control is a pattern of behaviour used to dominate, isolate, and control another person.

We also want to acknowledge that not every young person has a safe, calm or supportive home environment while preparing for exams. Some students are studying while coping with fear, anxiety, conflict or abuse behind closed doors.
