In 1995, one of the first decisions made by the Rainbow Coalition's Commission on the Status of People with Disabilities was to establish the Council for the Status of People with Disabilities, which had elections to its network and National Board and was launched with Mervyn Taylor, the Labour Party Minister for Equality and Law Reform on the 11th March 1997 in the presence of Mary Robinson, the

then President, and international delegations. We nominated Ireland for the Special Olympics and the Roosevelt Award and had a special members conference, at which changes were made to the constitution effective 1st January 1999. In the night before the National AGM, the Minister of Justice, Equality and Law Reform (John O'Donaghue) created a press releases announcing a six person steering group would be established, and ICPD Ltd was incorporated, with the Constitution as the basis of the objects in the Memorandum and Articles of Association. Run voluntarily without income and expenditure, we represented the members winning moral victories against the machinations if "Jo@D who thinks he is GOD" in court cases, upholding the rights of people with disabilities, which resulted in public humiliation on the positions taken by the Minister of Justice. This later became incorporated as the political-manipulated body known as People with Disabilities in Ireland Ltd (PwDI). As a result of a decision by Kathleen Lynch and signed by Alan Shatter, PwDI Ltd, will not receive any funding after 31st December 2011 - and thus the board cannot allow the Company to continue to trade, with the obligations the Department of Justice has signed off on for Premises and staff - this would be "reckless trading"; as a result the majority of the board of ICPD Ltd haveagreed to reinstate ICPD Ltd as a Company Limited by Guarantee to continue legal effect on behalf of the members and networks, to run on a voluntary capacity, to assist them to find other funding streams from public funds. ICPD Ltd, itself never traded, or had any income and expenditure (not picked up by its voluntary board), and thus can assist in keeping the members and networks not incorporated with legal identity.

Today marks an important milestone with the launch of the National Human Rights Strategy for Disabled People 2025–2030 in the Mansion House.

We’re especially proud to see strong voices from the DPO Network at the heart of this historic event. Huge cheers to Lianne Quigley (Irish Deaf Society) and Joe McGrath (National Platform of Self Advocates) for representing disabled people and showing the power of collective DPO leadership.

This strategy must be more than words — it has to deliver real change led by disabled people ourselves.
