A massive thank you to everyone who has supported the Coolcappa Community Action Group fundraiser, and especially to all the volunteers who gave their time to sell tickets. ❤️

Your support has helped us cover the cost of the professional expertise needed for our community submission to the appeal against Limerick City and County Council’s refusal of planning permission for six wind turbines beside Coolcappa village.

We are now coming into an important stage of the planning appeal, with 25 August the current deadline for An Coimisiún Pleanála to make its decision or extend the time for consideration.

Has the Developer submitted a planning application to develop more wind farms (Mayo?), if so has the planning authority taken its track record into consideration?

Thank you, O’Donoghue, for once again raising the issue of wind turbines and public health, and for being a strong voice for rural communities who deserve to be heard.

You are absolutely right—this should not be a debate.

When industrial wind turbines are placed too close to people's homes, there are real implications to public health and quality of life.

The Stonestown Community is directly comparable to the proposal Coolcappa faces, the initial row of 3 turbines; the same size & turbine, Vestas V136 is setback on average 850m to the Stonestown community, a populated rural road with more than 15 homes (some houses under 700m).

We need HSE Public Health to protect communities, investigate and act when required.

Thank you also for highlighting the ongoing situation affecting wind farm neighbours in Kilmeedy and Mauricetown. Their planning enforcement case files have remained open for years.

Why?

If Clare County Council can request the HSE to investigate wind farm noise and its potential impacts on residents, why has Limerick City and County Council refused to do the same for families in Kilmeedy and Mauricetown?

We applaud the procedures of Dún Laoghaire-Rathdown County Council "Complaints concerning incidents of noise nuisance are investigated on behalf of the Council by Environmental Health Officers (EHOs)." EHO's are health professionals employed by the HSE.

Every community deserves the same protection.

Public health is not a privilege. It is a fundamental right.

Rural families deserve answers.

Rural communities deserve fairness.

And above all, they deserve to have their voices heard.

🚨 Quality Matters

This video shows the debris of a broken wind turbine blade .. far from the turbine itself. A number of the proposed turbines in Coolcappa are less than 250m from bounding lands.

What many people don't realise is that, currently, the Irish Government does not require public certification checks for wind turbines as part of the planning and development process.

In countries such as Denmark and Germany, developers must submit IEC certification documents, and these records are publicly available. ‼️

Why does this matter?

1️⃣ Accountability for Public Investment
When developers claim a wind farm will generate a certain amount of electricity each year, the public should be able to verify whether those claims align with the manufacturer's certified performance data. Transparency helps ensure public money is being invested wisely.

2️⃣ Accountability for Quality
Projects subject to independent certification and public scrutiny tend to deliver higher standards. Transparency encourages better design, better construction, and better long-term performance.

Irish government has invested billions in the Wind industry and the public deserves the same level of transparency and quality assurance that exists in other leading wind energy countries.

Prescribed Bodies - Part II

Public health bodies provide advisory input, but their recommendations do not have determinative weight in planning decisions, limiting the enforceability of public health considerations.

If planners are not accepting the HSE's recommendations - which is the 2018 WHO noise guidance for wind turbine noise, planners must justify their reasoning.

A recent report simply stated "the 2006 Guideline limits are acceptable"... on what planet ??
