Clare Volunteer Centre was proud to participate in the CEV Spring Volunteering Congress 2026 in Maia, Portugal – European Volunteering Capital 2026.

Bringing together volunteer centres, municipalities, researchers, community organisations and volunteering leaders from across Europe, the congress focused on some of the most important questions currently facing the sector: how we support volunteers, strengthen community resilience, encourage participation across generations and prepare for the International Year of Volunteers 2026.

For Clare Volunteer Centre, the event provided an opportunity not only to share experiences, but also to hear how communities across Europe are responding to common challenges and opportunities in volunteering. The conversations highlighted the growing recognition of volunteering as a key part of community wellbeing, active citizenship and social cohesion.

With Clare set to become European Volunteering Capital 2027, participation in Maia also provided an opportunity to experience the programme from the perspective of the current host city and to see how volunteering is being recognised, celebrated and embedded across the wider community. These insights will be invaluable as Clare prepares to welcome the European Volunteering Capital title in 2027 and continues to strengthen volunteering across the county.

Community services are often discussed in terms of what they provide. Much less attention is paid to what makes that provision possible. Across Ireland, many services that people rely on every day are delivered through a combination of professional expertise, community commitment and volunteer involvement. Yet volunteering is frequently described as an added value rather than recognised as part of the operating model itself.

This distinction matters. In many cases, volunteering does not simply enhance a service; it influences its capacity, accessibility and continuity. The question is not whether volunteers make a difference. The question is whether some services could offer the same level of support, reach the same number of people or remain consistently available without them. For many organisations, the answer is no. Volunteering is not only part of community life. It is one of the conditions that makes community services available in the first place.
