The HAP system needs reform 🏡

Simon Communities of Ireland has been publishing Locked Out of the Market Reports for over ten years. These reports continue to show that HAP is not working, people are still locked out of the market.

Our June 2026 report finds:
🔸 There were no properties to rent in within HAP limits in 12 of the 16 study areas.
🔸 Only 20 properties were available within any HAP limits. This figure drops to 2 properties when looking at those available within standard limits.
🔸 85% of all available HAP properties were available in Dublin.

It is almost one year since the Minister confirmed that a review of HAP was underway, yet we are still no clearer on its findings or recommendations.

There is one short-term solution that would make an immediate difference – increase the HAP limits.

We want to speak with adults aged 55 or older with disabilities who are:
🔸 Experiencing homelessness
🔸 Have recently experienced homelessness
🔸 Are at risk of losing their home.

Participation involves a one-hour interview with the researcher, held online or in-person (your choice!) All information is confidential and anonymous.

5,620 children are spending their summer holidays living in emergency accommodation, according to the latest figures from the Department of Housing, Local Government and Heritage.

Overall, 17,482 men, women and children were living in emergency accommodation in June 2026. This is an increase of 37 children since May.

"It is unacceptable that 5,620 children are spending their summer holidays, and essentially growing up, in emergency accommodation. Behind every one of these figures is a child whose education, wellbeing and future are being affected by the trauma and uncertainty of homelessness.

For most children, the summer holidays are a time for playing outdoors and making happy memories with family and friends. But for thousands of children experiencing homelessness, summer means another day in a hotel room or family hub, often sharing a single room with their family and with little space to play, learn or simply be children.

Budget 2027 decisions are being made right now. We are urging the Government to ensure that all relevant Departments will be ringfencing funding for preventing the trauma of homelessness. These 17,482 people need actions, not empty words.

Our latest report: Pathways Though Homelessness 📄

This report presents in-depth case studies of people with lived experience of homelessness, exploring pathways into and out of homelessness and the factors that support or hinder people's journeys towards housing stability and wellbeing 🏠

Through this work, SCI aim to highlight the voices of people with lived experience, using their insights to shape more responsive, inclusive, and effective homelessness services 💛

17,447 people are experiencing homelessness 🏠

As homelessness continues to be a national emergency, the Simon Communities of Ireland is calling on Government to pause proposed changes to the Housing Act 1988, where the Minister intends to change eligibility for emergency accommodation.

Over the last three weeks, SCI has joined forces with other homeless organisations to raise serious concerns about elements of the proposed Housing and Residential Tenancies (Miscellaneous Provisions) Bill 2026 and the potential impact on people experiencing homelessness.

Across Simon services, we regularly meet people who have been turned away from one local authority and told to try another.

We need to be confident that any change in the law will not make that situation worse, and at the moment we do not have the detail needed to assess the impact of the proposed measures.

Over the last two years, an average of four people a day have entered homelessness.

The latest figures show 17,548 people were living in emergency accommodation in April, including 5,604 children.

Headlines stating that 'rents rise' make it sound as though rents are increasing automatically, in a vacuum.

The reality is that there are people behind the decisions to keep raising rents. More accurate headlines and debates in the Dáil would be 'landlords raise rents to highest ever levels'.

Why are large landlords exempt from playing their part in ending the homeless crisis when they are a direct cause of rising numbers?

While the overall numbers have increased, we welcome the decrease in homelessness among single households as well as those who are over 65. These are two cohorts of people experiencing homelessness SCI have been advocating for.
