Eviction of Older People from Residential Care Due to "Increased Needs", IASW Raises Alarm

Every day that reform is delayed, another older person faces the terror of a 28-day countdown to displacement. It is a human rights issue and a moral imperative.

IASW members again express their profound concern regarding the systematic reliance on Special Emergency Arrangements.

We express profound and ongoing concern regarding the systemic reliance on Special Emergency Arrangements (SEAs)—unregulated, ad hoc placements such as hotels, B&Bs, and rental properties used for children in State care. We acknowledge the bravery of the young adults in the documentary to come forward publicly and tell their stories. We owe them a debt of gratitude for highlighting the lived experience of children in the Irish care system.

We are very concerned about the impact of the systemic failure on the wellbeing of the young people who attended Kerry Child and Adolescent Mental Health Services (CAMHS). We continue to advocate for appropriate and timely CAMHS intervention for all young people and families who need it nationally.

- We call on any further CAMHS reviews to include experienced CAMHS employees from all key disciplines including Social Work.

- We call for team coordinator roles to be fully resourced across all CAMHS teams as set out in the CAMHS operational guidance.

- We call for CAMHS nationally to be fully resourced in line with Vision for Change Policy to prevent further poor service provision.

- Further we call for service user involvement and consultation in any further reviews in line with the recommendations of the report.

The preventable delays in sick children accessing healthcare due to service failure... raises the most serious of questions for... anyone who cares about the well-being of vulnerable children.

It is vital that independent eyes review the progress made.
