CWU 13th Biennial Conference 2026 Recap ✊

Two days of debate, democracy, solidarity and organisation at the CWU 13th Biennial Conference.

Conference opened with addresses from General Secretary Seán McDonagh and President Frank Donohoe, alongside presentations and discussions on union structure & organisation, communications, equality & diversity, health & safety and finance.

Delegates from the Postal & Courier and E-Comms sectors debated and passed a number of important motions, helping shape the union’s priorities and direction for the years ahead as we continue the fight to protect and improve workers’ rights.

We also saw key leadership changes, with Tom Sheehan elected as the new CWU President and Ellen Moore elected as Vice President.

A powerful moment of international solidarity came from Jaser Mali of the Palestinian Postal Service Workers Union, who addressed delegates and shared a message of unity between workers across the world.

A strong conference focused on building a stronger, more connected union for all members.

Hundreds of workers are facing uncertainty following the announcement of 720 proposed redundancies at Covalen.

This Friday, we’re gathering at Leinster House in solidarity with Covalen workers to demand fairness, accountability and stronger protections for workers facing mass layoffs.

All those who want to support Covalen workers are welcome to attend and stand in solidarity.

Workers are facing rising costs, insecure work, and increasing pressure and at this year’s CWU Biennial Conference, delegates made it clear that workers need stronger protections, fair pay, and real collective bargaining rights. ✊

From discussions on the cost-of-living crisis to calls for stronger union rights and protections for workers across telecoms, postal, tech and logistics sectors, delegates highlighted the growing need for solidarity and organisation in every workplace.

Day 2 of the 13th Biennial Conference brought powerful debate, strong decisions, and international solidarity.

Delegates from the Postal & Courier and Ecomms sectors passed a number of motions, setting the direction for the period ahead and reinforcing the union’s commitment to protecting and improving workers’ rights across all areas of our work.

We also saw key leadership changes, with Tom Sheehan elected as the new CWU President, and Ellen Moore elected as Vice President.

A special moment of solidarity came from Jaser Mali of the Palestinian Postal Service Workers Union, who addressed delegates and shared a powerful message of international workers’ unity.

720 workers facing redundancy.
Workers left without a voice.

Digital and Techworker Alliance member and Covalen worker, Owen O’Reilly spoke with RTÉ News about the proposed 720 redundancies at Covalen, the impact on workers and the urgent need for stronger union rights in the workplace.

CWU General Secretary Sean McDonagh called on the Government to remove the employer veto on workers’ right to join and be represented by their union because no worker should be denied a collective voice at work.

Families, rents, bills, and livelihoods on the line.

Tomorrow, our members at Covalen will take strike action at Nova Atria in Sandyford from 1pm–5pm in response to the proposed 720 redundancies and their employers' refusal to offer anything other than statutory redundancy pay.

The Digital and Techworker Alliance (DATA), a branch of the Communications Workers' Union (CWU) have raised serious concerns about the redundancy process, with claims that some workers could miss out on redundancy payments by only a matter of weeks. Reports have also highlighted concerns around the speed of the consultation process and the lack of enhanced redundancy terms.

These are the people behind content moderation and online safety work that keeps major platforms running safely every day. They deserve fairness, dignity, and real consultation not rushed layoffs during a cost-of-living crisis.

Yesterday, Seán McDonagh General Secretary of the CWU spoke on RTÉ Radio 1 about the key issues being discussed at the 13th Annual Biennial Conference, including the serious impact of the proposed Covalen layoffs.

As uncertainty grows across the tech sector, the CWU is continuing to call for meaningful engagement with workers, stronger protections, and accountability from employers making life-changing decisions as well as fair redundancy processes.
