Modern financial crime is complex and cannot be tackled by institutions working in isolation.

Irish Rule of Law International is working with The National Prosecution Authority of Zambia and Southern African Institute for Policy and Research to strengthen financial investigations and asset recovery through specialised training for prosecutors, investigators and other justice sector actors.

As financial and economic crimes become increasingly complex — from corruption and fraud to money laundering and illicit financial flows — justice institutions must continually strengthen their investigative and prosecutorial capacity.

Through this partnership, prosecutors, investigators and other justice actors across Zambia’s Inter-Agency Framework will benefit from structured professional training designed to strengthen financial investigations, asset tracing, and inter-agency cooperation.

As Zambia’s Director of Public Prosecutions noted:

“We are not just building skills; we are building a sustainable shield against economic sabotage."

This initiative forms part of ongoing cooperation between Ireland and Zambia to strengthen justice institutions and advance the rule of law.

Locally developed and delivered by SAIPAR and the National Prosecution Authority, with strategic contributions from Irish Rule of Law International. This is possible through the support of the Government of Ireland and Irish Aid.

This is not what judicial training usually looks like.

In Zambia, judges and magistrates are strengthening how courts respond to victims and vulnerable witnesses — through trauma-informed, rights-based practice.

Working alongside justice partners, Irish Rule of Law International (IRLI) has supported peer exchange between Irish and Zambian justice experts. That knowledge is now being delivered locally through a cascade model, with Zambian judges training their colleagues across jurisdictions.

Sustainable reform grows from local capacity.

Delivered in partnership with the Judiciary of Zambia.

Justice shouldn’t take years.

In Zambia, overcrowded correctional facilities and delays in court access mean many detainees spend years on remand before their cases are heard.

Through a partnership between Ireland and Zambia, mobile courts are bringing hearings inside correctional facilities — helping detainees access their constitutional right to a timely trial.

Over the past year:
• 142 sittings
• 1,853 cases heard
• 378 release outcomes (representing 20% of all cases heard)

Justice should protect women.

Not silence them.

Not exhaust them.

Not retraumatise them.

As International Women’s Day approaches, we’re highlighting justice efforts with partners in Zambia, Tanzania and Malawi, and how they’re working to do better for women.

Access to justice is not just about laws. It’s about how systems treat survivors.

“The sacredness of the human person, the sacredness of the earth — these things have got to be embedded in the employment of capital and big business. Without that, you get a wrecking match.”

These words come from former President of Ireland Mary McAleese, speaking at our Dublin event in November. At this time of year, we’re sharing her full address on our podcast — a timely exploration of human dignity, planetary health, and the rule of law in an increasingly fractured world.

To our supporters and friends: thank you for believing in our work. We will continue, as we always have, to support and strengthen the rule of law for the realisation of human rights — irrespective of difference or deterrence.

This episode is dedicated to our late Executive Director, James Douglas.

Note: This episode was recorded live in front of an audience, and some variation in audio quality is to be expected.

This Human Rights Day, we stand with those most at risk of being forgotten. As democratic freedoms are rolled back across the world, and defending those on the margins becomes harder, we continue to advance justice and human dignity.

In Malawi’s prisons, we work to address overcrowding, prolonged detention, lack of legal representation and limited access to basic services - challenges often linked to delays in the justice process and limited legal resources.

Through partnerships with the Malawi Prison Service and the Paralegal Advisory Service Institute -PASI, we support the rights of people in detention.

With the support of Irish Aid, the European Union and the legal community in Ireland, our work is made possible.

Ukrainian judges are in Ireland this week, as their justice system continues to operate under the strain of more than three years of full-scale Russian aggression. With courts damaged, and judges killed, injured or serving on the frontline, Ukraine’s judiciary is under immense pressure - while facing over 200,000 registered crimes related to Russia’s aggression, and one of the largest war crimes caseloads in modern history. The visit organised by IRLI, European Union Advisory Mission, Ukraine and Ireland's Department of Foreign Affairs and Trade, connects Ukrainian judges with Irish justice expertise to strengthen accountability during the ongoing war.

Margret Tendai Mwale - IRLI’s children’s programme lead in Malawi - has just been named Malawi’s “most outstanding social worker of the year 2025”. A social worker, therapist and mental-health advocate, Margret manages the only fully operational, restorative, healing-centred diversion programme for children in conflict with the law. While Malawian law states that children should not be imprisoned, the reality can be different. This programme offers a powerful alternative to the formal criminal justice system.

This programme is delivered in partnership with Ministry of Gender, Malawi.

Together, we can protect children’s rights. Support us: https://bit.ly/4ol6Nm3

As part of our visit Tanzania this summer, the IRLI team met with key partners to review progress and plan ahead.

A major highlight was finalising preparations with the Tanzania Police for our upcoming Training of Trainers course on Effective Investigation of Child Sexual Abuse Cases — the final session in our current programme cycle.

By the end of this training, 1,200 police officers will have been trained in survivor-centred approaches to CSA and gender-based violence investigations in 2024/2025.

This work is made possible through the invaluable support of the Embassy of Ireland in Tanzania, and in collaboration with partners including , , and the Ireland.

We're proud to support justice sector reform and look forward to building on this momentum in the next cycle.
