Hidden Harm Launch event in St. Andrew’s Community Centre in Rialto on Wednesday 22nd April 2026
The research process started in November 2023. The purpose of the work was to highlight the impact of Hidden Harm (what is HH) in the Canals Communities which includes Bluebell, Inchicore and Rialto in Dublin. At the launch the room was full to capacity which reflects the need and passion for this work to be resourced and prioritised at government level. In attendance were statutory organisations, community services, political reps and service users.
The researcher Neil Haran a social research and training consultant, presented the findings and recommendations. The work was formally launched by John Lonergan, former governor of Mountjoy prison, author and speaker. John referred to the intergenerational trauma experienced by families particularly in more disadvantaged areas. In his long working career and experience the situation has not improved. He encouraged us not to give up and now that we have published this detailed analysis and findings we should work tirelessly on the recommendations.
During the panel discussion the attendees reinforced the importance of a Community Development Approach to be included in the New National Drugs Strategy. Although Hidden Harm is referenced in the Draft Drugs Strategy it needs to be backed up by the facts and analysis produced in this document. However, it is encouraging to know that there is cross party support for many of the recommendations in this research.
A further discussion on the Hidden Harm publication will take place on the afternoon 14th May as part of Canals Drugs Awareness Week. More information please visit our website www.rialtocommunitydrugteam.ie

Strong and much needed coverage here. The current draft National Drug Strategy is being challenged for ignoring the clear links between drug harm, poverty and inequality, and for weakening the role of community services.
Community services and people most affected need to be part of the solution, not written out of it - anything less won't work

The draft National Drugs Strategy has been described as "fundamentally flawed" by a number of groups representing people who use drugs, as well as communities and families that are affected by drug use.
