Motion passed to inspect Carrick Wastewater Treatment Plant's impact on Glen River
The motion passed by Donegal County Council arises from work undertaken by the Environmental sub-Group of Coiste Forbartha na Carraige (Martina O’Gara, Donal McBrearty, Seamus Gallagher and Dermot Diamond) to improve infrastructure that is vital for future development of Carrick Town. A complaint to Uisce Éireann was submitted as a cover document with seven linked files (six documents and one video) on Wednesday 27 August 2025.
On 17th November notification was received from Uisce Éireann that the complaint had been rejected. The response did not address any of the points raised in the documentation but simply restated Uisce Éireann’s position that there are "no plans to upgrade the Carrick WWTP in the Uisce Eireann Capital Investment Plan”.
This generic response was very disappointing as we had highlighted serious issues with the existing infrastructure in the accompanying documentation, none of which was referred to in the response. We therefore requested the decision to be "escalated and reviewed", which we could do according to the response from Uisce Éireann.
This request was submitted on 5th December at 13:08, under the assumption that a more detailed and considered response from Uisce Éireann would be invoked. Instead, the same generic response was received at 14:15 on the same day.
Our documentation clearly demonstrates that the wastewater treatment infrastructure at Carrick is polluting the Glen River and lacks the available capacity* to accommodate new connections to the town’s wastewater system, with serious negative implications for future development of the town.
We hope that this motion passed by Donegal County Council will motivate Uisce Éireann to engage with the Development Committee to produce a development roadmap for improving the town’s wastewater treatment facilities.

*The Carrick Waste Water Treatment System has a reported design loading capacity of 260 population equivalence (p.e.) and provides only primary settlement of the waste. The current loading is reported as 452 p.e and is significantly above this during the tourist season.
