Planning Application – Flemington South Large Residential Development (815 homes)
Hi all,
We’ve been reviewing the Planning Application for the proposed Flemington South development (815 homes), which is directly adjacent to Taylor Hill, Hastings, Flemington Park, Bremore Pastures and Folkstown Park.
There is still more detail to go through, but even at this stage it’s clear that the scale and design of this development will affect Balbriggan as a whole, not just neighbouring estates. Many residents have serious concerns, so I’m sharing a summary below to help people understand what’s proposed and how to make an observation.

1. What’s being proposed?
• 815 homes in total, made up of:
– 610 houses
– 194 apartments
– 11 “later living” homes
• A new C-Ring Road linking Flemington Lane to the R122 roundabout
• 2 crèches
• 1 community building
• 1 retail unit near the Boulevard Road / C-Ring Road junction
2. Key concerns being raised by residents
High density with limited local services
The development proposes approx. 47 dwellings per hectare, adding a very significant population increase. Residents already experience pressure on GPs, schools and services, and feel this reality is not reflected in the planning documents.
GPs and schools already under strain
The Social Infrastructure Assessment suggests spare capacity locally, but many residents report difficulty registering with GPs and securing school places, highlighting a gap between reports and lived experience.
Extreme car dependency
For many homes, Balbriggan train station would be around a 50-minute walk, making daily commuting on foot unrealistic. Current bus services are limited, meaning most new residents would rely heavily on cars, adding congestion on Hamlet Lane, Boulevard Road, the R122 and through the town.
Parking and shared surfaces
The layout relies heavily on on-street and shared-surface parking. Based on nearby estates, this often leads to pavement parking and blocked footpaths when parking provision is insufficient.
Rear parking courts
Local experience shows that rear parking is often underused, with cars still parked on pavements out front. Residents are asking that these layouts be avoided.
Permeability links through existing estates
Multiple pedestrian and cycle links are proposed through Taylor Hill and surrounding areas. While some connectivity is positive, residents are concerned about poorly designed links becoming rat-runs for bikes/scooters or increasing anti-social behaviour without proper lighting, surveillance and design.
Sunlight and daylight impacts
Homes along the boundary — particularly in Taylor Hill Terrace, Gardens and Grange — may lose sunlight due to new houses and apartment blocks. Overshadowing of gardens and living spaces is a major concern.
Small private gardens
Some house types appear to have very tight garden sizes for family use. Residents want confirmation that all gardens meet Fingal’s standards for usable private open space.
Quality of open space (not just quantity)
While figures look good on paper, some “open space” appears to be hedgerows or leftover strips rather than usable parks or play areas, which conflicts with Fingal’s own guidance.
C-Ring Road delivery
Residents want a clear commitment that the entire C-Ring Road is completed and open before any homes are occupied, to avoid years of construction traffic through existing estates.
Hamlet Lane junction
There is strong case for upgrading the Hamlet Lane junction to a Dutch-style roundabout to slow traffic and protect people walking and cycling, in line with Balbriggan’s Decarbonisation Zone status.
