A Chain Is Not a Life. A Cage Is Not a Home.

In just the past week, BAWA has received more than 10 heartbreaking reports of dogs being kept permanently chained or confined in cages.

Some can barely turn around. Others spend their lives at the end of a chain, with little chance to move, exercise, socialise or simply be a dog. We keep hearing from tourists and residents who see these animals and ask the same thing: what can be done?

Indonesia is moving towards stronger animal welfare regulations, and we welcome that. But while change takes time, dogs are suffering now.

There may be times when temporary restraint or confinement is necessary. But no dog should spend its life chained or shut inside a cage without adequate space, exercise, care and human contact.

A cage is not a home. A chain is not a life.

STANDING TOGETHER AGAINST THE DOG MEAT TRADE

BAWA is proud to stand alongside Lady Freethinker and JAAN through PROJECT Sulawesi โ€“ working together to end the dog and cat meat trade in one of Indonesiaโ€™s biggest trading hotspots.

Every year, tens of thousands of dogs are trafficked across Sulawesi and slaughtered for their meat.

Ending this trade requires more than one solution. PROJECT Sulawesi takes a holistic approach โ€“ working with government and communities to tackle both supply and demand, strengthen laws and enforcement, prevent trafficking, improve rabies prevention and build lasting change for animals.

We hope the Indonesian Government will pass a nationwide ban on the dog and cat meat trade, protecting millions of animals and communities across the country.

A major change is coming for elephants used in tourism across Indonesia.

The country has officially banned elephant rides nationwide, ending a practice long criticized by animal welfare groups for causing stress, injury, and long-term harm. The policy aims to move elephants away from ride-based attractions and toward environments that prioritize their safety and wellbeing.

Advocates say the decision marks a significant shift in how elephants are treated within the tourism industry.

BAWA has recently received numerous reports from tourists who are very concerned about cruelty to wildlife. Last week, several reports came in about a new park that offers swimming with raccoons, where tourists can pay to swim and interact closely with them in a small pool. We constantly receive reports about roadside attractions where various wildlife are kept in captivity solely for tourist dollars.

When animals are used for tourist dollars, it raises serious questions about cruelty to wildlife. These animals, usually captured from their natural environments, are mostly chained or caged, and are often placed together with other animals not of their own species and forced to interact with tourists.

There are also many major public-health concerns.๐—”๐—น๐—น ๐—บ๐—ฎ๐—บ๐—บ๐—ฎ๐—น๐˜€ ๐—ฐ๐—ฎ๐—ป ๐—ฐ๐—ผ๐—ป๐˜๐—ฟ๐—ฎ๐—ฐ๐˜ ๐—ฟ๐—ฎ๐—ฏ๐—ถ๐—ฒ๐˜€, and wildlife such as bats and raccoons are now major sources of rabies exposure in countries like the USA. Raccoons can also carry Baylisascaris procyonis, or raccoon roundworm. The CDC warns that its eggs are highly resistant and can survive in chlorinated swimming-pool environments, creating a potential risk to people.

๐—ช๐—ถ๐—น๐—ฑ ๐—ฎ๐—ป๐—ถ๐—บ๐—ฎ๐—น๐˜€ ๐—ฎ๐—ฟ๐—ฒ ๐—ป๐—ผ๐˜ ๐—ฝ๐—ฟ๐—ผ๐—ฝ๐˜€, ๐—ฝ๐—ต๐—ผ๐˜๐—ผ ๐—ผ๐—ฝ๐—ฝ๐—ผ๐—ฟ๐˜๐˜‚๐—ป๐—ถ๐˜๐—ถ๐—ฒ๐˜€ ๐—ผ๐—ฟ ๐—ฒ๐—ป๐˜๐—ฒ๐—ฟ๐˜๐—ฎ๐—ถ๐—ป๐—บ๐—ฒ๐—ป๐˜. They should not be placed in unnatural situations simply because people are willing to pay for close interaction.

Swimming with dolphins, swimming with raccoons, riding elephants, taking photographs with wildlife at roadside attractions, or visiting places where wild animals are used for entertainment all deserve the same question:

Last month, on our way to the BAWA office, we found a tiny puppy dumped by the side of the road, in the middle of rice fields, with no homes, restaurants or people anywhere nearby. We called her Gigi.

Only 10 weeks old, Gigi had a badly injured jaw, crooked teeth and two teeth protruding through her lip. She was rushed to a veterinary clinic, where her injuries appeared to be consistent with severe blunt-force trauma rather than a road accident.

If this injury was inflicted deliberately, shame on whoever could do this to such a sweet, innocent little puppy.

The damaged teeth have now been removed, and Gigi will need to be monitored as she grows to determine whether her broken jaw will require surgery.

BAWA recently received reports of multiple dogs being poisoned in Sanur Kauh. Our team visited the area and met with the Klian of Banjar Madura and the Perbekel of Sanur Kauh to discuss the reports and the steps being taken to protect animals and the wider community.

We are grateful for their swift response, including the installation of BAWA awareness banners to help prevent further poisoning incidents. BAWA also deeply appreciates Sanur Kauhโ€™s continued commitment to Program Dharma, which plays a vital role in protecting animals, promoting responsible animal care, and supporting humane solutions within the community.

Poisoning is immensely cruel, dangerous and completely unacceptable. It puts pets, community animals, wildlife and people at risk.

We urge everyone to report any suspected poisoning or suspicious activity as soon as possible. Every report can help authorities and animal welfare teams respond quickly, gather vital information and prevent further harm.

To celebrate Indonesiaโ€™s Independence Day, BAWA joined the government, veterinary associations, local authorities and community leaders for three Animal Health Days in Klungkung, Denpasar and Gianyar โ€“ bringing together sterilisation, rabies vaccination, treatment and education for local communities.

A very special highlight came in Klungkung, where we were honoured by the attendance of I Made Satria, S.H. as the Regent of Klungkung.

He spent time with the teams, watching BAWA veterinarians perform sterilisation surgeries, observing rabies vaccinations carried out by the Klungkung Animal Husbandry Department, and asking thoughtful questions about animal health and welfare.

In Klungkung, we were honored to work along with the Government where another 34 were sterilised and 124 vaccinated against rabies. The following day in Denpasar, working alongside PDHI (Indonesian Veterinary Medical Association) and the Animal Husbandry Department, another 36 animals were sterilised and 53 vaccinated.

Then in Gianyar, an incredible community turnout saw our team sterilise 78 animals, while veterinary association teams vaccinated a further 110 against rabies.

Across the three locations, together we achieved:
๐Ÿพ 148 animals sterilised
๐Ÿ’‰ 287 animals vaccinated against rabies

Every sterilisation helps prevent the birth and suffering of unwanted puppies. Every rabies vaccination helps protect animals, families and entire communities, while education about responsible pet care helps create happier, healthier communities for all.

This is what One Health is all about: recognising that the health of animals, people and communities is deeply connected.

Our heartfelt thanks to the Regent of Klungkung, the Animal Husbandry Departments, the Agriculture Departments, PDHI and veterinary teams, local authorities, village and community leaders, and everyone who helped make these three days possible.

When government, veterinary professionals and communities work together, lasting change is possible โ€“ for animals and people across Bali. โค๏ธ
