Bangladesh | Cox’s Bazar | Rohingya Refugee Camp – Block 16 (D)

A devastating fire has completely destroyed Block 16 (D) of the Rohingya refugee camp in Cox’s Bazar, Bangladesh.

Hundreds of families have lost everything—their shelters, food, clothes, books, cooking utensils, and all basic belongings.

🌐 Refugee Registration Document (DPP)

Official registration under the Malaysian government

🗓️ Effective January 1, 2026

The Ministry of Home Affairs (KDN) has introduced the Refugee Registration Document (DPP) as the government’s single and official mechanism for managing refugees in Malaysia. This move ensures that the country’s security will be protected through a more organized, authoritative and integrated information system.

🔑 Why is a down payment important?

✔️ Comprehensive biometric database

The government now has complete biometric records to ensure more accurate and effective monitoring of refugees.

✔️ Strengthening national security

The DPP helps reduce the risk of identity card misuse and data fusion in accordance with MKN Guideline 23.

✔️ UNHCR System Replacement

With the implementation of the DPP, the government is replacing the UNHCR’s unilateral registration system to ensure more organized and legitimate regulatory control.

✔️ Official and unique identification document

All confirmed refugees will receive a DPP identification document that is fully recognized by the Malaysian government.

📝 Key implications and long-term management

The information recorded through the DPP will be used in the final placement process, which includes:

1️⃣ Third country placement

2️⃣ Returned to home country

3️⃣ Deported if they violate Malaysian law

🗣️ Statement by the Home Minister

“The information and biometrics of refugees will be stored in the DPP system. Those who are confirmed as refugees will be issued with an official identification document, which is the only document recognized by the government.”
