HHS has rescinded termination notices affecting nearly $2 billion in SAMHSA mental health and substance use grants after widespread concern from providers, advocates, and lawmakers.

The abrupt cancellations raised immediate alarms about potential disruptions to prevention, treatment, and recovery services in communities across the country. While termination notices are being withdrawn, uncertainty remains around longer-term funding stability and future federal priorities.

We are closely monitoring developments and collecting information from providers. If your organization received a termination notice or experienced disruption, please reach out so we can better understand the impact.

ASAP attended the HHSC public rate hearing this morning — joining members including Aliviane, Santa Maria Hostel, and Nexus Family Recovery, to provide both written and oral testimony in strong support of proposed rate increases for federal substance use prevention, treatment, and recovery block grant services for women with dependent children in residential treatment facilities. We are grateful to stand alongside providers elevating the real world impact of these rates and advocating for funding that better reflects the cost and complexity of serving families across Texas.

Our ASAP team traveled to Washington, D.C. last week to meet with congressional offices about how recent and upcoming coverage changes are impacting people right here in Texas.

We discussed:
• Families losing health coverage
• Shorter Marketplace enrollment windows
• The rising cost of care
• How these changes affect access to treatment and recovery services

On July 3, Congress passed the One Big Beautiful Bill — a large federal package that includes changes to Medicaid funding and eligibility.

While national headlines highlight major cuts, the impact in Texas is expected to be more limited in the short term. Because Texas did not expand Medicaid, fewer people here will be directly affected by some of the eligibility changes.

Still, there are important questions ahead — especially for SUD providers and the clients they serve. ASAP Texas will continue monitoring implementation and advocate for stability, sustainability, and access across the system.
