As part of achieving this goal, the 2012 law indicates these issues as urgent: greater autonomy of higher education institutions; improved accreditation processes to ensure quality academic staff, study programs and institutions; and more competitive government funding schemes and mechanisms. In close consultation with DIKTI, HELM supports the operationalization of the 2012 law through four core management areas of higher education:
