Accelerating Analytic Partnerships for Development and Humanitarian Action | Indonesia and Beyond

By bringing ministries together, centring the lived experiences of coastal communities, and stress-testing policy options against future scenarios, we helped lay the foundation for a more coordinated and anticipatory national approach to sea level rise.

🌏 Sustainable development starts with understanding local realities.

Achieving the Sustainable Development Goals isn’t just about reaching global targets. Countries must have the data, tools, and partnerships needed to turn their ambitions into action.

🏝️ For Small Island Developing States like the Federated States of Micronesia, it’s critical that innovation is grounded in local contexts and priorities to ensure relevance and long-term sustainability. That means working alongside governments to strengthen local capabilities, build resilient data ecosystems, and co-create solutions that can evolve alongside their needs.

🤝 Together with the Government of the Federated States of Micronesia, UN ESCAP, UNOPS, and the UN Resident Coordinator Multi-Country Office, UN Global Pulse Asia Pacific worked to strengthen SDG localization through data innovation and digital solutions. In close collaboration with national and state partners across Yap, Chuuk, Pohnpei, and Kosrae, we explored new ways to make SDG data more accessible, actionable, and responsive to local priorities.

More than co-designing a digital solution, this collaboration was about strengthening local ownership and supporting more informed, evidence-based decision-making for sustainable development.

In the past year, our support to the Indonesian Government on rising sea levels evolved from handing over the dashboard prototype to Bappenas, Pusdatinrenbang Kementerian PPN/Bappenas, to collaborating with the Kemenko Infrastruktur & Pembangunan Kewilayahan to support the development of a Sea Level Rise National Policy White Paper.

💡 One of the key elements we introduced through this activity was the use of strategic foresight in transforming approaches to this complex global threat. We invited a resident foresight expert from the UNGP network to lead the process and help shift mindsets from reactive thinking to actively shaping futures through collaborative means.

This collaboration reminds us that addressing complex challenges requires more than innovative solutions. It also requires strengthening policies and frameworks that enable institutions to make better decisions for the future.

Over the years, we have had the privilege of contributing to the regional innovation ecosystem through knowledge sharing, connecting communities, and contributing to conversations that shape and drive progress.

From discussing emerging technologies and data innovation with stakeholders, exploring AI for Good with , sharing data innovation and analytics approaches for humanitarian contexts with partners such as and , and presenting lessons from our work on sea level rise adaptation with partners in the Pacific such as , among many other engagements, these exchanges have created opportunities to learn from others while contributing our own experiences from across the region.

🚀 Innovation grows stronger when knowledge is shared, perspectives are exchanged, and diverse stakeholders come together to tackle complex multifaceted challenges.

As we reflect on our journey as a regional hub, we are proud to have contributed not only through projects and partnerships, but also through ideas, experiences, and lessons shared along the way.

🗣️ Openness and understanding are crucial elements to engaging with innovations, and to achieve that mindset, it starts with meaningful and dynamic dialogue.

When we launched our Pulse Talk series in collaboration with in 2024, our aim was to create a platform where experts, policymakers, youth, and innovators could come together to explore some of today’s most pressing issues and opportunities for solutions.

💡 From exploring the localization of Generative AI, to responsible Data Governance, and addressing Digital Violence Against Women and Girls, our Pulse Talks have created space for diverse perspectives and cross-sector collaboration to help shape how innovation can better serve our communities.

As we celebrate three years of UN Global Pulse Asia Pacific, we proudly reflect not only on the technical solutions we developed, but in the creative space we fostered to help inspire them. In every event we hosted, we were impressed by the enthusiastic energy of the audience and the sharp questions asked that led to engaging discussions. 💡 Today, we’re inspired by Sir David Attenborough, who has helped the world see our planet through a different lens. By bringing environmental change and human impacts to light, he transformed awareness into understanding and inspired action across generations.

That same spirit of discovery lies at the heart of innovation.

At UN Global Pulse Asia Pacific, we believe innovation is most powerful when it helps decision-makers navigate complex challenges and make informed choices for people and planet. As climate and environmental pressures continue to grow in scale and complexity, new approaches are needed to turn insight into action.

📈 Through data, AI, digital tools, and strategic foresight, innovation can help us better understand climate risks, anticipate their impacts on communities, and support more effective planning and response.

🌏 Climate resilience is strongest when everyone is included in shaping solutions.

Sea level rise and climate-related impacts disproportionately affects communities already facing structural inequalities—which is why it’s critical for climate adaptation tools and strategies to be inclusive from the outset.

🗣️ Gender Equality, Disability, and Social Inclusion (GEDSI) is not optional. Inclusive design isn’t a “values statement”. It determines whether adaptation tools create equity or reinforce inequality.

Our assessment in the Pacific found that GEDSI is not yet systematically integrated into digital climate tools with challenges including unavailable disaggregated data and gaps in intersectional analysis.

The UN Global Pulse People & Planet GEDSI Assessment is a structured approach that sees inclusion as part of the technical infrastructure, rather than an add on. The assessment is:

🔹 Anchored in climate justice and decolonial principles
🔹 Designed to centre Indigenous and local knowledge systems
🔹 Applied throughout the project lifecycle—from design and implementation to scaling
🔹 Built around intersectionality, recognizing that vulnerability is shaped by multiple overlapping factors.

As climate risks intensify and low-lying communities face increasing impacts from sea level rise, governments are faced with confront urgent questions such as: where can communities rebuild safely? Who may need to relocate and to where? How can limited resources by allocated effectively?

Through our scoping assessment, we learned that Pacific countries are ready to act — but readiness and capacity vary significantly.

🔹 While climate exposure is widespread, institutional capacity, technical readiness, and access to data systems differ substantially.

🔹 However, there is growing momentum for action as governments move from awareness to action.

🔹 We identified three levels of readiness for countries to adopt digital tools to address sea level rise, ranging from high capacity/interest, moderate capacity/interest, and early stage engagement.

These findings highlight the importance of locally grounded, context-specific approaches that recognise the diverse realities across the Pacific region.
