A major breakthrough for land governance and sustainable, traceable & inclusive palm oil production in Aceh.

The Government of Aceh and the Ministry of Agrarian Affairs and Spatial Planning/National Land Agency (ATR/BPN) have officially signed a Memorandum of Understanding to strengthen coordination on land governance, spatial data integration, and agrarian reform.

With this MoU, Aceh becomes the first province in Indonesia to establish a formal mechanism for land data exchange with the national government, a milestone for transparency, legal certainty, and improved public services.

This collaboration will accelerate integration of spatial and land use data sharing, support a faster and more transparent land legalization for communities and smallholders, as well as enhance traceability for palm oil supply chains through more accurate, verified land use and ownership data.

The data transfer mechanism will accommodate more than 100,000 palm oil smallholder farmers to obtain land title and STDB, making it possible for them to access public and financial services.
This achievement builds on collaboration facilitated by IDH, which has been working closely with the Aceh Provincial Government and the Ministry of Agrarian Affairs and Spatial Planning to strengthen land governance and smallholder inclusion.

Through its landscape programs, IDH helped convene stakeholders, align technical priorities, and support the preparatory processes that enabled this MoU to materialize.

This MoU creates a stronger foundation for a traceable and inclusive palm oil by ensuring that farmers, local governments, and businesses benefit from clearer land rights, better planning, and more resilient, traceable supply chains.
IDH remains committed to supporting Aceh’s journey toward a sustainable, deforestation-free, and smallholder-inclusive palm oil production.

Aceh Timur is stepping up its forest protection efforts!

From 8–9 April 2026, the District Deforestation Monitoring Team (Tim Pemantau Deforestasi Daerah/TPDD) gathered in Berastagi for an intensive capacity‑building training on landscape monitoring, alert verification, and collaborative action planning.

The program featured experts from the national and local government, as well as organisations such as WRI and FKL. Topics on collaborative landscape monitoring, satellite-based alert systems, GIS tools and apps for verification, field verification and response protocols, and the development of action plans for TPDD Aceh Timur – all crucial components for strengthening rapid, accurate, and coordinated forest monitoring – were discussed during the two-day training.
Together with partners Unilever and PepsiCo, we’re building a stronger, smarter, and more connected monitoring system for Aceh’s forests.

Last week, CEO Daan Wensing and Chief of Staff Esther Germans visited Indonesia to deepen collaboration with government partners, local leaders, and international counterparts, reinforcing IDH’s long-term commitment to climate‑resilient growth and smallholder prosperity.

In Aceh Tamiang, we met with the Head of District Armia Pahmi and local stakeholders to reiterate our commitment to support the economic recovery efforts following last year’s disaster. The visit highlighted IDH’s continued work with communities and companies to restore livelihoods, strengthen smallholder resilience, and accelerate sustainable palm oil production.

We also visited the Cocoa Development Centre in Birem Bayeun, Aceh Timur. Daan and Esther had the chance to learn the cocoa seedling process directly from the cocoa doctors.

In Jakarta, IDH were invited to a courtesy meeting with the Ministry of National Development Planning (Bappenas) to explore alignment between IDH’s programs and Indonesia’s national development priorities. We were also invited for a courtesy call with the Norwegian Embassy and were received by Deputy Head of Mission/Minister Counsellor Kristian Netland.

Daan and Esther also engaged with members of the Aceh Sustainable Palm Oil Working Group. They joined the discussion on deforestation monitoring, supply chain integrity and mills engagement to support the Aceh Sustainable Palm Oil Roadmap targets.

The visit concluded with a courtesy meeting with H.E. Ambassador Marc Gerritsen at the Embassy of the Kingdom of the Netherlands. Besides providing updates on current progress, key challenges, and strategic opportunities across IDH’s portfolio in Indonesia, particularly in Aceh, Papua, and West Kalimantan. We also reaffirmed our commitment to delivering high-quality implementation in a complex environment.

Together with our partners, IDH continues to support Indonesia’s journey toward sustainable, climate‑smart development; ensuring that farmers, communities, and ecosystems thrive.

Aceh is one of Indonesia’s last great forest frontiers—home to Sumatran tigers, orangutans, elephants, and rhinos. But palm oil expansion continues to put these forests, and the smallholders who depend on them, at risk.

Since 2017, has been bringing government, companies, and communities together to protect forests and support sustainable livelihoods.
By 2020, the partnership grew to include Unilever, PepsiCo, Musim Mas, local government, and civil society—working side by side in Aceh Tamiang.

What collaboration can achieve:
• 47,600 ha of forest protected
• 929 ha restored
• 37% drop in deforestation

These district level results are now inspiring action across the province.

Following up on the training for cocoa doctor at the Mars Cocoa Academy Tarengge in 2024, from 3-15 November 2025, IDH in collaboration with the Ministry of Village Development of Disadvantaged Regions, MARS, and Save the Children held a capacity building on agribusiness for 36 cocoa doctors from Jayapura and Manokwari Selatan.

Through in-class and field trips, the session aimed to build the capacity of the cocoa doctors in developing an independent and sustainable cocoa nursery business, provide an understanding and implementation of gender-inclusive principles in business, create relevant and contextual business models by increasing their financial literacy, and improve facilitation skills to mentor peers and other farmers. At the end of the workshop, the participants developed their own individual plan based on the modules.

In conjunction with the RSPO RT 2025 in Kuala Lumpur, IDH led and contributed to three pivotal sessions that explored how traceability, landscape governance, and smallholder inclusion can transform the palm oil sector.

At the Showcase, together with PT Mora Niaga Jaya and and moderated by Leony Aurora, we discussed how Aceh is pioneering a physical traceability model that connects RSPO-certified smallholders directly to buyers. But traceability is not the end goal, it’s a pathway to ensure smallholders are incentivized, ecosystems are protected, and compliance becomes a tool for equity, not exclusion.

With , IOI and , we were showcasing our work in , , under the ISLA Program, that has protected over 37,000 hectares of forest while improving livelihoods for thousands of smallholders. Sacha Amaruzaman took us through the result of the impact evaluation and lead the panel. Through multi-stakeholder collaboration, deforestation monitoring, and agroforestry, Ketapang is proving that landscape-scale sustainability is achievable.

Ari Sutanti joined RSPO's Focus Forum, Tracing the Roots and Reach of Traceability, exploring the deeper purpose of traceability across the palm oil value chain. IDH emphasized that enabling condition, like land legality, farmer registration, and policy alignment, are essential to ensure smallholders benefit from traceability systems. Compliance must not become a barrier, it should be a bridge to inclusion.

In August 2025, we launched the Aceh Sustainable Palm Oil Working Group, with .group, , , , , , , , and , as the inaugural members of the Working Group.

The Working Group aims to support the production of deforestation-free, smallholder-inclusive palm oil by generally aligning individual actions with the Aceh Sustainable Palm Oil Roadmap as mandated in the Governor of Aceh Regulation No. 9 of 2024.

Facilitated by , the initiative provides a neutral platform for collaboration and operates in full compliance with applicable competition and antitrust regulations.

During the launch, we talked to Aceh Vice Governor H. Fadhlullah, SE. Head of Aceh’s Agricultural and Plantation Agency Ir. Cut Huzaimah, MP and Ambassador of the Kingdom of the Netherlands to Indonesia, Timor-Leste, and ASEAN H.E. Marc Gerritsen .

IDH convenes global buyers, launches Aceh Sustainable Palm Oil Working Group

together with Apical, Mars Wrigley, Mondelez, Musim Mas, Nestlé, PepsiCo, Permata Group, PT SMART Tbk, and Unilever, launches a non-exclusive, voluntary, non-binding initiative to support sustainable palm oil production in Aceh province, Indonesia.

Launched during International Seminar “Growing and Protecting the Economy of Palm Oil: Beyond Supply Chains” in Banda Aceh on 12-13 August 2025, the Working Group aims to support the production of deforestation-free, smallholder-inclusive palm oil by generally aligning individual actions with the Aceh Sustainable Palm Oil Roadmap.

Attended by more than 160 participants, the two-days event gathered stakeholders from various sectors (agriculture, forestry, spatial planning, policy planning, banking and finance and other), representing and provincial government, private sectors, development partners and CSOs as well as business associations.

Members of the Working Group have agreed to support the Roadmap goals and contribute to an action plan without sharing any sensitive and/or confidential information, including not sharing commercially sensitive and/or confidential information. In doing so, the members will continue to retain full autonomy over their procurement and sourcing decisions while supporting voluntary sustainability efforts.

The working group welcomes other companies committed to supporting the shared vision of a more sustainable, inclusive palm oil sector in Aceh, to join the group. Collaboration opportunities include helping mills adopt deforestation-free sourcing, integrating smallholders into global supply chains, and utilizing Aceh’s forest monitoring systems.

🌴 In Aceh Tamiang, we piloted the use of a traceability app called Jejak Sawit, developed by Koompasia Enviro Institute, to connect Roundtable on Sustainable Palm Oil (RSPO)-certified smallholder farmers with PT Mora Niaga Jaya’s mill, which is currently a mass-balance RSPO-certified mill. By using technology to ensure its compliance with the RSPO’s ICS standards, PT MORA is one step closer to becoming the first segregated RSPO-certified mill in Aceh.

❓ ❓ How does it work? ❓ ❓

🛻 Throughout the supply chain, farmers, cooperatives, and mills will have access to the app. When farmers bring their fresh fruit bunch (FFB) to the collection point, the FFB will be weighed, and farmers will be able to input the data into the app. Cooperatives, which act as agents, can monitor the movement of vehicles transporting the FFB to the mills. Once arrived at the mills, there will be two stages of weighing. First, when the vehicle arrives and after the sorting process. Mills will input the sorted weight after quality control, which can be seen by the farmers through the app.

🏭 At the moment, PT Mora Niaga Jaya’s mill is a mass balance mill, meaning the mill allows the mixing of RSPO-certified sustainable palm oil with conventional palm oil during processing, as long as the overall quantity of certified palm oil is tracked and accounted for. Incorporating information technology that enables transparency and traceability in the supply chain will create market incentives for transforming the supply chain into sustainable practice at scale.

💰 Apart from piloting the use of ICT, also supports PT Mora Niaga Jaya’s readiness to support fundraising to access impact investment facilities, including feasibility studies, social and environmental impact, financial projection, SOP development, financing structure, and capacity building for staff and management. Ultimately, this investment will generate a systemic change for transforming the landscape into a deforestation-free supply chain, aligned with the vision of the Aceh Sustainable Palm Oil Roadmap.
