SWAN - Sex Workers' Rights Advocacy Network

Founded as a regional project in 2006, the Network was officially registered as SWAN Foundation in January 2012. We speak as one voice and mobilize partners.

The S*x Workers’s Rights Advocacy Network (SWAN) is a network of civil society organizations engaged in advocating the human ri

ghts of s*x workers in Central-Eastern Europe and Central Asia. SWAN seeks to unite s*x workers and their advocates to defend s*x worker rights and improve s*x worker quality of life, including their social, economic, legal and health status in Central-Eastern Europe and Central Asia. SWAN provides a platform for current and former s*x workers and their advocates to act together nationally and regionally, to support and inspire each other and learn together. Our issues are highlighted at regional and global dialogues focused on human rights, s*xual and reproductive health, gender and criminal justice. Today SWAN unites 24 members from 18 Eurasian countries. The Network operates in English and Russian.

Сеть адвокации за права секс-работников (СВАН) – это сеть организаций гражданского общества, отстаивающих права человека секс-работников в странах Восточной и Центральной Европы и Средней Азии.

Основанная в 2006 году как региональный проект, в январе 2012 года сеть была официально зарегистрирована под названием «Фонд СВАН».

СВАН стремится объединить секс-работников и их сторонников с целью борьбы за права секс-работников и улучшения качества их жизни, включая социальное, экономическое и правовое положение и состояние здоровья в Центральной и Восточной Европе и Средней Азии.

СВАН предоставляет бывшим и действующим секс-работникам платформу для совместных действий, взаимной поддержки, воодушевления и взаимообучения в отдельных странах и в регионе в целом.

Мы говорим единым голосом и ищем новых партнеров. Нашим проблемам уделяют внимание в региональных и глобальных обсуждениях прав человека, сексуального и репродуктивного здоровья, гендерных проблем и уголовного правосудия.

На данный момент в состав СВАН входят 24 организации из 18 стран Евразии. Сеть работает на двух языках: русском и английском.

We are looking for a Policy and Advocacy Officer to support and lead SWAN’s regional advocacy efforts and other project-related activities. This role will work closely with the Secretariat and member organizations to push for policy change, engage human rights bodies, and amplify the voices of s*x workers across the region.

In collaboration with ECOM, EHRA, and EWNA, we’re proud to present a comprehensive analysis of the intersecting challenges faced by marginalized communities in CEECA.

This paper explores the experiences of LGBT individuals, PWUD, SW, and PLHIV, highlighting how overlapping identities shape access to healthcare, agency, social justice, and s*xual and reproductive health rights. Drawing on insights from 14 countries, it addresses stigma, structural inequalities, and discrimination while offering practical recommendations for creating inclusive and equitable systems.

В этом документе рассматривается опыт ЛГБТ, людей, употребляющих наркотики, секс-работников и людей, живущих с ВИЧ, и подчеркивается, как пересекающиеся идентичности определяют доступ к здравоохранению, самостоятельность, социальную справедливость, а также права на сексуальное и репродуктивное здоровье. Today marks the 21st International Day to End Violence Against S-x Workers. On December 17th, SWAN reaffirms its call to address the stigma, discrimination, and criminalization that fuel violence against s-x workers. We demand legal frameworks that ensure they can live and work without fear of harm. As we remember those we have lost, we stand in solidarity with our members and allies fighting for safety, dignity, and human rights for all.

Сегодня отмечается 21-й Международный день борьбы с насилием в отношении работников секс-бизнеса. 17 декабря СВАН подтверждает свой призыв бороться со стигмой, дискриминацией и криминализацией, которые подпитывают насилие в отношении работников секс-бизнеса. Мы требуем создания правовой базы, которая обеспечит им возможность жить и работать, не опасаясь причинения вреда. Starting January 1, 2025, Trajche brings a wealth of experience from over a decade of activism, from his early work with STAR-STAR in North Macedonia to leading Vienna’s Red Edition and serving as SWAN’s Programme Officer. His dedication to advocating for s*x workers’ rights and building inclusive networks across the CEECA region makes him an inspiring leader for this next chapter.

We also extend our heartfelt thanks to Staša Plećaš for her transformative leadership and commitment to s*x worker rights—Staša, you will be deeply missed!

Thank you to everyone who joined Digital Divides: Exploring the Use and Narratives Around Digital Technologies and S*x Work at hosted by .

We were proud to have our Executive Director Staša Plecas represent SWAN on this panel, sharing insights on how digital technologies impact s*x work in the CEECA region. The discussion highlighted critical topics like autonomy, community building, digital security, stigma, and the growing digital divide and underscored the challenges of surveillance, access, and inequalities, as well as the opportunities for community-driven solutions.

A heartfelt thank you to , ESWA *xworkeurope , and all participants for making this dialogue so impactful. Together, we’re shaping conversations that promote equity, inclusion, and rights for all.

Бельгия стала первой страной в мире, предоставившей работникам секс-бизнеса трудовые права, включая оплату декретного труда, пенсии и медицинское страхование! Согласно новым законам:

Секс-работники имеют право отказывать сексуальным партнерам или совершать определенные действия и могут прекратить их в любой момент. Они также не могут быть уволены за эти отказы.

Работодатели обязаны обеспечить свои помещения тревожными кнопками, чистым бельем, душевыми и презервативами.

Belgium has become the first country in the world to grant labour rights to s*x workers including maternity pay, pensions and health insurance! Under these new laws:

S*x workers have the right to refuse s*xual partners or to perform specific acts and can stop an act at any time. Nor can they be sacked for these refusals.

Employers must ensure their premises are equipped with panic buttons, clean linen, showers and condoms.
