Intra-European Organisation of Tax Administrations (IOTA) IOTA, which was established in 1996, has 44 member tax administrations.

The Intra-European Organisation of Tax Administrations (IOTA), is a non profit intergovernmental organisation, which provides a forum to assist members to improve tax administrations. The main field of its activity is organising workshops which provide opportunity to participants from various member tax administrations to exchange views, experiences and best practices about the most important and

current issues in the field of taxation. IOTA also promotes cooperation between tax administrations in the European region and supports their development according to their individual needs. IOTA delivers its activity in the framework of yearly work programs which are in line with the strategy of the organisation. The aim is to provide forum (workshops) and publications which contributes to strengthen members’ ability to collect tax revenues, to ensure taxpayer compliance, to deliver high professional tax payer services. IOTA’s main statutory bodies are elected in the yearly general assemblies where members vote for the President and Executive Council members. The Secretariat of IOTA is responsible for the implementation of decisions of statutory bodies and for the implementation of the work program.

📢 Last week, IOTA had the pleasure of organising the Forum on Communication in Oslo, Norway, in close cooperation with the Norwegian Tax Administration / Skatteetaten, under the main theme “Media Strategies for Tax Administrations: Navigating Crises and Engaging Younger Generations.” 🇳🇴💬

The Forum brought together communication professionals from IOTA member tax administrations to exchange experiences and explore practical approaches to crisis communication, public trust, and engagement with future taxpayers in an increasingly digital environment.

🎤 Participants benefited from valuable contributions by speakers from the IOTA members of Azerbaijan, Belgium, Bosnia and Herzegovina, Denmark, Finland, Georgia, Italy, Ireland, Lithuania, Latvia, Norway, and Sweden, who shared their experiences in navigating communication challenges and connecting with younger generations through innovative campaigns, digital tools, and social media strategies.

💡 Through presentations, group discussions, and peer exchange, participants explored topics including crisis preparedness, media monitoring, coordinated communication responses, tax literacy, digital engagement, and communication strategies tailored to Generation Z.

📢 This week, IOTA successfully organised the Forum on Implementation of Measures to Counter Base Erosion and Profit Shifting (BEPS) in a digital format via MS Teams, bringing together experts from IOTA member tax administrations, the OECD, and international partners to exchange practical experiences and discuss emerging challenges related to the implementation of BEPS measures. 🌍💻

The two-day Forum focused on key international taxation developments, including Pillar 2 implementation, the practical use of Country-by-Country Reporting (CbCR) data for risk analysis purposes, and the OECD’s latest guidance on remote permanent establishment. 🎯

Participants benefited from valuable contributions by speakers from the OECD, Sweden, Slovakia, Hungary, Finland, Romania, the United Kingdom, Belgium, and Italy, who shared national experiences and practical approaches to addressing evolving international tax challenges.

📢Last week, we had the pleasure of organising the IOTA Forum on Combating VAT Fraud in Tbilisi, Georgia, in close cooperation with the Georgia Revenue Service • შემოსავლების სამსახური. The event focused on the main theme “VAT Fraud Cases in Import and Export”.

The Forum brought together VAT experts from IOTA member tax administrations, international partner organisations, and enforcement bodies to exchange practical experiences and discuss emerging VAT fraud trends linked to e-commerce, virtual economies, fictitious exports, sanctions evasion, and risk analysis. 🎯

The two-day event featured four detailed case studies presented by IOTA members from Lithuania, Finland, Belgium, and Switzerland. It combined plenary sessions with interactive group discussions to promote peer learning. 🤸

📬New IOTA Report is out!🗞️

We are pleased to share that the latest IOTA Report on Implementation of Country-By-Country Reporting into Internal Rules and Procedures is now available online!

Developed by the IOTA Forum on BEPS Subgroup, the report provides updated insights from 23 member tax administrations on the use, challenges, and practical application of CbC reporting data in risk assessment and tax audits.

📊 Covering key areas such as data quality, access to CbC reports, and success stories, the report reflects the evolving role of CbC reporting as a critical tool in addressing BEPS risks and understanding multinational enterprises.

International Taxation Expert Alexandros Roukalis led this project from the IOTA Secretariat, while the Subgroup’s work was expertly managed by Simon Kimber from the United Kingdom.

Last week, IOTA participated in the Southeast Europe Tax Collection and Debt Management Community of Practice, hosted by the International Monetary Fund (IMF) in Vienna, contributing to discussions on modern approaches to tax debt management. 🌿

📌 Highlights from the 33rd IOTA Forum of Principal Contact Persons

From 24–26 March 2026, IOTA brought together its Principal Contact Persons in Warsaw to exchange views on key priorities, operational challenges, and the organisation's future directions.

🗣️ Discussions focused on:
🔹 IOTA’s 2026 activities, including the Work Programme and international cooperations
🔹 Enhancing engagement in digital and hybrid formats
🔹 Technical Enquiry services and knowledge-sharing tools
🔹 Practical challenges in the daily work of PCPs and solutions

Interactive sessions enabled valuable exchanges between members, reinforcing collaboration and shared learning across the IOTA community. The Forum also looked ahead to key milestones, including preparations for the 30th General Assembly and the celebration of IOTA’s 30th anniversary in 2026. 🤸
