【香港建築的文化遺產：歷史意義與現代挑戰】

團結香港基金（基金會）與香港中央圖書館於10月3日合辦《香港建築的文化遺產：歷史意義與現代挑戰》講座，邀請到香港珠海學院建築學系副教授吳鼎航博士和杜永德博士，與蓬瀛仙館總裁的陳敬陽博士擔任主講及座談嘉賓，圍繞香港歷史建築的活化發展方向與宗教建築的文化價值展開分享，深入探討香港歷史建築保育的可行路徑，推動中華文化的傳承。

由基金會轄下機構中國文化研究院總編輯陳愛娟擔任座談環節主持，三位嘉賓結合學術經驗以及賽馬會「何以中華」文化大使計劃的實踐經驗，深入剖析香港建築的發展演變，探討城市變遷如何重塑建築需求，共同梳理特色建築保育與文化傳承的實踐方向。

【Cherishing Hong Kong for 29 Years - Subject Talk Series on "Chronicles Unveiled: A Historical Exploration of Hong Kong” 】
【Hong Kong’s Architectural Heritage: Historical Significance and Contemporary Challenges】

A subject talk titled “Hong Kong’s Architectural Heritage: Historical Significance and Contemporary Challenges”, jointly organised by Our Hong Kong Foundation and the Hong Kong Central Library on 3 October, was honoured to have Dr Edwin Wu and Dr Ken Too, Associate Professors, the Department of Architecture of the Hong Kong Chu Hai College, and Dr Chan King-yeung, President of Fung Ying Seen Koon, as speakers. They shared their insights on the revitalisation and development direction of Hong Kong’s historic buildings and the cultural value of religious architecture, and jointly explored feasible paths for conserving Hong Kong’s historic buildings, thereby promoting the transmission of Chinese culture.

In the panel discussion moderated by Sally Chan, Chief Editor of the Academy of Chinese Studies of OHKF, three speakers drew on their own academic expertise and experience with the Jockey Club Exploring Chinese Culture Ambassador Programme to analyse in depth the development and evolution of Hong Kong architecture, explore how urban change has reshaped architectural needs, and jointly identify practical directions for conserving distinctive architecture and transmitting culture.

紀大衛教授由1970年代至今50多年，一直深耕香港的音樂界與教育界，也是著名的作曲家、鋼琴家、指揮家，演奏出超過80首經典作品。紀大衛教授多年來為香港電台主持音樂節目，他希望透過推廣不同的樂曲，讓人們明白古典音樂絕非沉悶乏味。

紀大衛教授在2024年獲香港作曲家及作詞家協會頒發「CASH 音樂成就大獎」。他現在仍退而不休，繼續培育無數本地音樂領袖。基金會誠邀你參與這場文化對話，與紀大衛教授一同在這座國際大都會中，感受名師傳承與文化樞紐所帶來的力量。

For over fifty years, renowned composer, pianist, and conductor Prof. David Gwilt has shaped Hong Kong’s music and education. Through his long-running RTHK programs, he has shared the beauty of classical music with the public.

In 2024, Prof. David Gwilt received the "CASH Hall of Fame Awards 2024" from Composers and Authors Society of Hong Kong. Remaining active in retirement, he continues to nurture countless local music leaders.

【Our Hong Kong Foundation–Dah Sing Bank Greater Bay Area Industry Development Index 2026】
【New Opportunities for GBA Enterprises - Leveraging the Advantage of "Two-Way Connectivity"】

As the Greater Bay Area (GBA) actively advances industrial upgrading, businesses across the region are increasingly turning to modern professional services. Effectively leveraging Intellectual Property (IP), and Testing, Inspection and Certification (TIC) services offers a practical pathway for enterprises to navigate trade challenges and expand overseas.

Gary Wan, Principal Economist and Strategist at Dah Sing Financial Group, noted that for Hong Kong and GBA enterprises to seize these opportunities, the core lies in leveraging “two-way connectivity”. He pointed out that connecting Mainland manufacturing and research with international markets and capital will assist Mainland enterprises in expanding globally, while driving regional industrial upgrading to create greater synergy.

The “Our Hong Kong Foundation–Dah Sing Bank Greater Bay Area Industry Development Index 2026” (the “Index”) will be jointly launched on 22 October by Our Hong Kong Foundation and Dah Sing Bank, Limited (“Dah Sing Bank”).

The Index will continue to track the performance of 11 cities in the GBA across six key industries, and will explore the development strategies and potential of GBA enterprises under the two focused themes — IP and TIC services — providing valuable references for policymakers, businesses, and research institutions, as well as offering strategic guidance for enterprises to protect their innovations and expand into overseas markets.

【「體」見未來：為青年打造體育行業之路】
【建議為所有中學提供雙軌發展指引】

團結香港基金（基金會）於8月27日發布《「體」見未來：為青年打造體育行業之路》的政策研究，此研究項目獲渣打銀行支持，旨在構建涵蓋運動員及運動員以外的人才培育管道；研究分為兩階段，現階段（第一階段）聚焦中小學層面。

「雙軌發展」意指學生運動員兼顧學業和訓練，為他們日後的職業轉型創造有利條件從而吸引更多學生投身運動員行列。惟現實中，不少中學生運動員難以兼顧兩者。

就此，研究團隊建議當局為全港中學編製雙軌發展指引，鼓勵學校為學生運動員提供靈活的學習安排。指引內容可包括專屬資源包，以及本地和國際參考案例。

【Empowering Youth: Pathways to Professional Careers in Sports 】
【Provide a Dual-Career Development Guideline for All Secondary Schools】

Our Hong Kong Foundation (OHKF) released a policy research titled “Empowering Youth: Pathways to Professional Careers in Sports” on August 27. This research is supported by Standard Chartered Bank and aims to build a talent development pathway that encompasses both athletes and non-athletes. The research is divided into two phases, with the current stage (Phase I) focusing on primary and secondary school levels.

“Dual-career development” refers to student-athletes balancing academics and training, which facilitates their future career transition and encourages more students to pursue a career as athletes. However, many secondary school student-athletes struggle to achieve this balance.

The research team therefore recommends that the Government develop a guideline for all secondary schools in Hong Kong that encourages the provision for flexible learning arrangements for student-athletes. The guidelines may include dedicated resource packs, as well as local and international case studies.

【香港五年規劃】
【完善「債券通」（南向通）】

香港五年規劃於9月16日公布，政府提出完善「債券通」（南向通），持續推進在投資規模、投資者範圍、產品、交易安排等方面的優化擴容。

團結香港基金高級研究經理、大灣區發展研究主管麥穎聰表示，建議政府可開展研究擴展至零售投資者參與。以大灣區作為試點，透過在指定銀行開立特別交易戶口，允許符合參與門檻零售投資者直接參與債券通（南向通）。

他亦建議參考其他互聯互通機制，設定額度控制風險，並持續發行針對零售投資者的債券，在循序漸進的原則下擴大發債規模和種類。

【Hong Kong’s Five-Year Plan】
【Refining Southbound Bond Connect】

As announced in Hong Kong’s Five-Year Plan on September 16, the Government proposed refining the Southbound Bond Connect to expand and enhance different aspects including investment scale, investor scope, products, and trading arrangements.

Alex Mak, Senior Research Manager and Head of Greater Bay Area Development of Our Hong Kong Foundation, recommended exploring the expansion of participation to retail investors. Using the Greater Bay Area as a pilot, eligible retail investors meeting defined thresholds could be permitted to participate directly in Southbound Bond Connect via dedicated accounts at designated banks.

Drawing on other mutual market access schemes, he also suggested that risk-control quotas should be established alongside the regular issuance of retail-focused bonds, progressively expanding issuance scale and product variety under a prudent, step-by-step approach.

【建議提高使用康文署運動設施的彈性】

團結香港基金（基金會）於8月27日發布《「體」見未來：為青年打造體育行業之路》的政策研究，此研究項目獲渣打銀行支持，旨在構建涵蓋運動員及運動員以外的人才培育管道；研究分為兩階段，現階段（第一階段）聚焦中小學層面。

部分小眾和新興運動項目缺乏​足夠的專用設施​，但按現時康文署規定，租訂設施只可作其指定用途，相關體育總會因而每次須向場地經理申請將設施作非指定用途，場地經理則擁有最終決定權。

研究團隊建議研究放寬部分設施的用途，供更多指定運動項目使用。現時康文署轄下超過2,400個設施具備放寬用途的潛力，主要為各類球場。決定放寬用途前，可先諮詢相關體育總會，了解其對設施的需求，同時需確保設施有足夠設備支持進行新增的運動項目。

【Enhance the Flexibility of Using Leisure and Cultural Services Department sports facilities】

Our Hong Kong Foundation (OHKF) released a policy research titled “Empowering Youth: Pathways to Professional Careers in Sports” on August 27. This research is supported by Standard Chartered Bank and aims to build a talent development pathway that encompasses both athletes and non-athletes. The research is divided into two phases, with the current stage (Phase I) focusing on primary and secondary school levels.

Some niche and new sports lack adequate designated facilities. Yet, the Leisure and Cultural Services Department (LCSD)’s current conditions of use require facilities to be used only for their designated function. Therefore, National Sports Associations (NSAs) must apply for approval from the venue manager each time, who holds the final decision-making authority.

The research team suggests considering relaxing the designated functions of some facilities to support a wider range of sports. Currently, more than 2,400 LCSD facilities can potentially have their designated functions relaxed. These facilities mainly comprise courts and pitches. The team also suggests consulting the relevant NSAs to understand their facility needs before relaxing the designated functions, while ensuring that these facilities have sufficient equipment to support the newly designated sports.
