【香港青年發展研究報告建議】

【黎達成：建議把香港建設成為「青年發展型城市」，以北部都會區作試點，制定「北部青年發展路徑圖」】

明匯智庫於8月14日發佈首份對接國家十五五規劃 - 《特區政府首份五年規劃》及《2026施政報告》建議書，透過系統性框架整合教育、就業、房屋及福利等分散政策，將青年發展提升至全政府戰略層面，並提出具體實施路線圖，為香港未來人才儲備與社會動能提供清晰導航。

全國青聯委員、明匯智庫總監黎達成表示，香港青年對特區政府的青年政策及北部都會區發展期望相當高。我們建議把香港建設成為國際一流「青年發展型城市」列為五年規劃的戰略發展方向之一，並以北部都會區作試點，制定「北部青年發展路徑圖」。

【Hong Kong Youth Development Research Recommendations】

【Mr Rex Lai: Proposes Building Hong Kong into a "Youth Development City," with the Northern Metropolis as a Pilot to Formulate a "Northern Metropolis Youth Development Roadmap"】

The Proactive Think Tank released its first proposal document on August 14, aligning with the national 15th Five-Year Plan, the HKSAR Government's inaugural Five-Year Plan, and the 2026 Policy Address. Through a systematic framework, it integrates disparate policies spanning education, employment, housing, and welfare, elevating youth development to a government-wide strategic level. It also puts forward a concrete implementation roadmap, providing clear direction for Hong Kong's future talent pool and social vitality.

Mr Rex LAI, a Member of the All-China Youth Federation, Director of Proactive Think Tank, stated that Hong Kong young people have high expectations for government policies and the Northern Metropolis. Hong Kong should be positioned as a world-class ‘youth development city’ in the five-year plan, with the Northern Metropolis as a pilot for a dedicated youth development roadmap.

本港最新失業率維持3.7%

政府統計處公佈，本港最新失業率維持在3.7%，就業不足率就微升0.1個百分點至1.7%，人數亦增加約3800人至大約6.6萬人。另外，上月通脹1.7%，升幅較6月份溫和。

評論認爲，本港今年上半年經濟增長達5.1%，是近年來少有的高增長，主要由進出口及内需推動，反映在就業市場上最新失業率維持在低位，通脹也較爲溫和。看來，在外部對半導體等行業的產品需求，及内部在地產物業價格穩步上升的雙重發力下，本港經濟因應美以伊戰爭導致的能源價格上揚的不利外部環境，獲得與市場預期同步的業績，頗爲驚喜。然而，就業市場方面，15至24歲的青年失業率近期處於11.2% 的高位，顯著高於整體成年人口3.7%的失業水平。青年求職困難的主因包括初次求職缺乏經驗，以及人工智能（AI）普及令企業將部分入門與文職工作自動化。這是十分值得警惕的信號，也給政府的青年工作提出更加迫切的要求。

​
半年經濟強勁 增長預測上調 外圍變化多端 未來仍需努力

特區政府8月14日公佈《2026年半年經濟報告》，受對外貿易蓬勃及內部需求強韌支持，本港第二季實質本地生產總值按年增長4.3%，符合市場預期，上半年累計增長5.1%，為近五年來最強勁的半年度表現。政府據此將全年經濟增長預測由5月時的2.5%至3.5%，上調至3.5%至4.5%。對此，我表示認同，但也需要看到：環球經濟依然是變幻莫測，尤其是美國國債已經在今年8月突破40萬億美元大關，每年僅利息支出就需要1萬多億美元，美國政府債務佔GDP比重高達123%，遠超國際公認的警戒線，由此造成的經濟危機可能是一觸即發。香港是以美元掛鉤的經濟體，要時刻居安思危，對未來可能出現的突發事件有周全的準備，這樣才能做到遇事不亂，穩如泰山。

【達成觀策論】把青年聲音帶入五年規劃：建構香港青年發展完整政策體系

【 #政策研究 #青年發展】早前，我作為首席研究員，完成了一份有關青年發展的研究報告，數月以來透過問卷調查、訪談及公眾諮詢會形式，為特區政府制定首份五年規劃及2026施政報告作出建議。我在報告中倡議將「青年發展型城市」納入香港五年規劃戰略方向，並以北部都會區為試點，打造「職、住、學」完整發展空間——這不僅是願景，更是對青年的莊嚴承諾。

青年不應只是政策的受惠者，更應是香港未來發展的參與者、建設者與夥伴。我期盼在首份五年規劃中，青年發展能獨立成章，不再零散分佈於教育、就業、房屋等範疇，而是成為一套完整、有目標、可量度的政策體系。
