【第十七次粵港澳大灣區律師協會聯席會議圓滿舉行】
第十七次粵港澳大灣區律師協會聯席會議於2026年6月13日在香港順利舉行。是次會議匯聚粵港澳三地法律界代表,就區內法律服務發展及深化合作進行具體而務實的交流。
香港律師會會長湯文龍律師、理事會成員暨大中華法律事務委員會副主席徐凱怡律師、理事會成員暨律師會理事會北京公務訪問工作小組主席趙彤律師、理事會成員暨大中華法律事務年青律師附屬委員會主席譚雪欣律師,以及大中華法律事務委員會副主席黃江天博士出席是次會議。
在會議舉行之前,香港特別行政區律政司副司長張國鈞博士,SBS,JP在午宴上致辭。他指出,大灣區法律專業協作在企業「出海」過程中,大有可為,並認爲香港憑藉普通法制度及國際化平台優勢,內地律師熟悉政策法規與行業生態,澳門則可發揮聯通西葡語系國家的獨特角色,三地優勢互補,能為企業提供全面的法律支援。他以近期隨行政長官率團出訪中亞的成果為例,分享香港與中亞「樞紐對樞紐」合作模式的戰略意義,並呼籲三地法律界攜手合作,為企業提供更具前瞻性和專業性的跨法域法律服務。
會上,廣東省律師協會、香港律師會、澳門律師公會及香港大律師公會分別分享各自近期工作重點及未來發展方向。
討論交流環節涵蓋多項重點議題,包括通報舉辦APEC主題活動暨第五屆粵港澳大灣區企業法律服務論壇的相關安排,以及就如何進一步深化粵港澳大灣區律師執業制度進行深入探討,議題既涉及律師制度建設等宏觀層面,亦涵蓋收費安排等實務細節。
其中,香港律師會代表提及有關推動大灣區律師執業考試制度朝向常態化及制度化發展,以及有關大灣區律師會會員費用標準及推廣專業彌償計劃(P*S)於大灣區試點實務安排。
就探索推廣專業彌償計劃於大灣區試點,湯會長表示,專業彌償計劃不是律師業的內部安排,而是法律服務市場的信任基建。當大灣區企業走向更廣闊的國際市場,客戶需要的不只是法律意見,更是對專業責任和風險保障的信心。香港律師會希望與大灣區法律界共同探討,以試點方式推動專業彌償安排,為跨境法律服務建立更穩健、更可信賴的制度支撐。
就設立大灣區律師講師團,湯會長說:「人才是大灣區法律服務走向國際的關鍵。香港律師會不只是支持講師團這個想法,並一直透過其普通法中心及香港法律專業學會,憑藉逾14,000名會員所涵蓋的跨境融資、上市、知識產權、爭議解決及涉外法律服務等多元專業領域,把普通法培訓、專題講者和前線經驗組織起來,讓三地法律人才培養不止於交流,而成為一個持續運作的專業平台。」
會議亦討論推進三地律師互派培訓計劃;律師業對接國家「十五五」規劃及發揮澳門「精準聯系人」角色;整合涉外法律服務資源、打造高端涉外法律服務人才培訓體系等建議,並就科技如何更有效支援跨境法律服務及專業協作交換意見。
是次聯席會議聚焦制度銜接、人才培養及涉外法律服務能力建設等實質議題,為三地法律界後續合作提供更清晰的工作方向。

[The 17th Joint Meeting for Lawyers’ Associations in the GBA Successfully Held]
The 17th Joint Meeting for Lawyers’ Associations in the GBA (“Joint Meeting”) was successfully held in Hong Kong on 13 June 2026. The meeting brought together representatives of the legal professions from Guangdong, Hong Kong and Macao for focused and practical exchanges on the development of legal services and the deepening of cooperation in the region. President Mr Roden Tong, Council Member and Vice-Chairlady of the Greater China Legal Affairs Committee (“GCLAC”) Ms Heidi Chui, Council Member and Chairperson of the Working Party for Beijing Council Visit Ms Chris Zhao, Council Member and Chairlady of the Greater China Legal Affairs Young Lawyers Sub-Committee Ms Sharon Tam, and GCLAC Vice-Chairman Dr James Wong attended the meeting on behalf of The Law Society of Hong Kong (the “Law Society”).
Prior to the meeting, Dr Horace Cheung, SBS, JP, Deputy Secretary for Justice of the Government of the HKSAR, delivered remarks at the luncheon. He noted that there is considerable scope for legal professional collaboration in the GBA to support enterprises in “going global”. Hong Kong’s strengths in the common law system and its international platform, Chinese Mainland lawyers’ in-depth understanding of policies, regulations and industry practices, and Macao’s distinctive role in connecting with Portuguese-speaking countries are mutually complementary and can together provide comprehensive legal support for enterprises. Citing the recent visit to two Central Asian countries as part of the delegation led by the Chief Executive, Dr Cheung also shared the strategic significance of Hong Kong’s “hub-to-hub” cooperation model with Central Asia, and called on the legal professions of the three places to work together in providing more forward-looking and professional cross-jurisdictional legal services to enterprises.
At the meeting, Guangdong Lawyers Association, the Law Society, Macau Lawyers Association and the Hong Kong Bar Association respectively shared their recent work priorities and future development directions.
The discussion session covered a number of key issues, including updates on the arrangements for the APEC-themed event and the 5th Guangdong-Hong Kong-Macao Greater Bay Area Enterprise Legal Services Forum, as well as in-depth discussions on how to further enhance the practice regime for GBA lawyers. The agenda covered both broader institutional issues concerning the lawyers’ practice regime and practical matters such as fee arrangements.
Among others, representatives of the Law Society raised matters concerning the regularisation and institutionalisation of the GBA Legal Professional Examination, as well as practical arrangements relating to the membership fee structure for GBA lawyers and the possible piloting of the Professional Indemnity Scheme (“P*S”) in the GBA.
On exploring the possible piloting of the P*S in the GBA, President Tong said that the P*S is not merely an internal arrangement for the solicitors’ profession, but a trust infrastructure for the legal services market. As enterprises in the GBA expand into wider international markets, clients need not only legal advice, but also confidence in professional accountability and risk protection. The Law Society hopes to explore with the legal professions in the GBA the possibility of promoting professional indemnity arrangements on a pilot basis, so as to provide a more robust and reliable institutional foundation for cross-border legal services.
On the establishment of a GBA Lawyers’ Speakers Panel, President Tong said, “Talent is key to enabling GBA legal services to go global. The Law Society does not merely support the concept of a lecturer group. Through its Common Law Centre and the Hong Kong Academy of Law, and drawing on the diverse expertise of more than 14,000 members across areas such as cross-border financing, listings, intellectual property, dispute resolution and international legal services, the Law Society is well-placed to bring together common law training, subject-matter speakers and frontline practical experience, so that legal talent development among the three places goes beyond exchanges and becomes a sustained professional platform.”
The meeting also discussed the advancement of reciprocal training programmes for lawyers from the three places; how the legal profession may align with the National 15th Five-Year Plan and leverage Macao’s role as a “precise connector”; proposals to consolidate international legal services resources and develop a high-end training system for international legal services talent; and how technology can more effectively support cross-border legal services and professional collaboration.
The Joint Meeting focused on substantive issues including institutional connectivity, talent development and capacity building for international legal services, providing clearer directions for future cooperation among the legal professions of the three places.
