由2023年倡議、2024年施政報告,到2026先導計劃啟動;下一步是累積更多體育調解及仲裁成功案例,並深化與亞洲體育界的連結。
AALCO香港區域仲裁中心(AALCO HKRAC)樂見政府、體育界及法律界近年共同推進香港建立體育產業相關爭議解決機制。昨日在立法會民政及文化體育事務委員會會議上,霍啟剛議員以ANOC大會督導委員會主席兼港協暨奧委會副會長身份指出,早於2023年,體育界與法律界聯同港區全國人大代表陳曉峰議員向全國人大提出建議,其後獲支持及正面回應,並得到特區政府推進;行政長官亦於2024年施政報告宣布發展相關制度,並於2026年啟動體育爭議解決先導計劃。
體育爭議高度「時間敏感」,常見於參賽資格、選拔、紀律及合約等範疇。AALCO HKRAC期望在成功案例基礎上,透過宣傳教育、能力建設與專業培訓,推動機制更易理解與採用,並加強與亞洲區體育組織交流合作,歡迎體育界積極參與。

From the 2023 proposal and the 2024 Policy Address to the 2026 Pilot Scheme—Hong Kong is taking practical steps towards a dedicated mechanism for resolving sports industry-related disputes, with the next focus on building successful mediation and arbitration outcomes and strengthening regional engagement across Asia.
AALCO Hong Kong Regional Arbitration Centre (AALCO-HKRAC) welcomes continued discussion and notes the collaboration among the sports sector, the legal community and the Government. At the Legislative Council Panel on Home Affairs, Culture and Sports meeting, Dr the Hon Kenneth Fok, President of the ANOC General Assembly Committee and Vice President of the Sports Federation & Olympic Committee of Hong Kong, China (SF&OC), highlighted that in 2023, stakeholders from the sports and legal sectors, together with Prof the Hon Nick Chan, Deputy to the National People’s Congress, submitted a proposal to support establishing a dedicated framework in Hong Kong. The initiative later received supportive feedback and Government backing, with the relevant direction set out in the 2024 Policy Address and the Sports Dispute Resolution Pilot Scheme launched in 2026.
AALCO-HKRAC recognises that sports disputes are inherently time-sensitive—often involving eligibility, selection, disciplinary matters and contracts. Building on early cases, we will continue outreach, capacity building and professional training, while deepening engagement with regional counterparts across Asia.
